Carried Unanimously REGULAR SESSION: Common Council reconvened into regular session and considered the following Resolution: PLANNING & ECONOMIC DEVELOPMENT COMMITTEE: Offer to Acquire Land in the FW1-1 Zone from the County of Tompkins By Alderperson Shenk: Seconded by Alderperson Gray WHEREAS, the County of Tompkins is the owner of a certain parcel of real estate located off Elmira Road in the City of Ithaca, which parcel is partially located in the FW1-1 zone; and WHEREAS, the County of Tompkins requested a purchase offer for the property from the City of Ithaca for the purchase of County owned land located in the FW-1 zone; and WHEREAS, the City is in the process of acquiring substitute parkland, as identified in Chapter 757 of NYS Laws of 1985, in connection with the alienation of parkland in Southwest Park; and WHEREAS, acquisition and preservation of land located in the FW1-1 zone is identified as a goal of the City in the Southwest land use plan; and WHEREAS, Common Council passed a resolution in June, 1995, reaffirming the City’s intent to acquire the above-referenced parcel as substitute parkland for Southwest Park; and WHEREAS, City of Ithaca tax parcel number 127,1,3, a landlocked parcel contiguous to the same parcel the City is offering to purchase, and of comparable size, has been assessed by the Tompkins County Division of Assessment at a value of $4,000, and was acquired at a tax sale for $2,000; NOW, THEREFORE, be it RESOLVED that the City of Ithaca shall offer to purchase the parcel of land shown on the map from the County of Tompkins for the price of $5,000.00, subject to the conditions set forth in the purchase offer. The Mayor is hereby authorized to execute the purchase offer on behalf of the City of Ithaca, and transmit the offer to the Board of Representatives of the County of Tompkins. Ayes (8) Blumenthal, Gray, Johnson, Marcham, Sams, Shenk, Thorpe, Efroymson Nays (1) Mackesey Carried November 7, 1996; Page 2 DRUG COURT PROGRAM: Assistant City Attorney Kennedy addressed Council to report that a federal grant up to $400,000, with 25% matching funds, has been established for the implementation of a drug court program. Previous funding has been applied for and is pending Mayoral approval. The Office of Court Administration may contribute the local 25% share. Applications must be submitted by Thanksgiving. Discussion followed on the floor regarding this program. SYSTEMS ADMINISTRATOR SEARCH COMMITTEE: Mayor Cohen appointed the following Alderpersons to the Systems Administrator Search Committee: Rick Gray, Tom Hanna and Pam Mackesey.
