HEARINGS AND PETITIONS OF PERSONS BEFORE COUNCIL: City/County Curbside Collection of Recyclable Materials Bid The following persons spoke to Council regarding the issue of the City/County curbside collection of recyclable materials bid: Dick Adams - Logo's Bookstore, The Commons Jerry Martin - Now You're Cooking, The Commons Emma Lou Sheik - House of Shalimar, T-Shirt Express, The Commons BUDGET AND ADMINISTRATION COMMITTEE: DPW - Recommendation on City/County Curbside Collection of Recyclable Materials Bid By Alderperson Efroymson: Seconded by Alderperson Thorpe WHEREAS, Tompkins County received and opened bids for the Curbside Collection of Recyclable Materials inside the City of Ithaca on August 5, 1996, and WHEREAS, Superior Disposal Service, Inc. was the low bidder for every-other-week collection of recycling within the city at $11.88 per housing unit, and WHEREAS, the City of Ithaca DPW also bid on the collection of recyclable materials at $17.00 per housing unit, and WHEREAS, City staff and the Budget & Administration Committee have reviewed the bid results and the City's options relating to collection of recyclable materials within the city, and have recommended, with reservations, that the recycling program be turned over to Tompkins County, and WHEREAS, the Budget & Administration Committee requested that information relative to recycling collection on The Commons be acquired, inclusive of a price to perform said service on a weekly basis; now, therefore, be it RESOLVED, That, based upon the Curbside Collection of Recyclable Materials bid and the review of the City's options in this regard, the Common Council regretfully recommends that the city's recycling services be turned over to Tompkins County effective October 1, 1996, and be it further RESOLVED, That if Tompkins County does not begin the recycling services on October 1, 1996, the City will bill the County at its current monthly agreement amount for each month this occurs. Extensive discussion followed on the floor with City Controller Cafferillo answering questions from Council members. Amending Resolution By Alderperson Efroymson: Seconded by Alderperson Thorpe RESOLVED, That a new Resolved Clause be added to read as follows: "RESOLVED, That Common Council will pursue negotiations with the goal of ensuring that eligible small businesses will have weekly pick up of recycling." Carried Unanimously Further discussion followed on the floor regarding the ramifications of the changes in the recycling program. A vote on the Main Motion as Amended resulted as follows: Carried Unanimously Alderperson Mackesey left the meeting at 8:30 p.m. EXECUTIVE SESSION: By Alderperson Thorpe: Seconded by Alderperson Efroymson RESOLVED, That Council adjourn into Executive Session to discuss personnel issues. Carried Unanimously REGULAR SESSION: Common Council reconvened in Regular Session and presented the following Resolution for consideration: Finance/Controller - Request Approval of 1996 NYS Retirement Incentive Program Participants By Alderperson Shenk: Seconded by Alderperson Gray WHEREAS, the City enacted Local Law #2, July 2, 1996, adopting the 1996 Retirement Incentive Program (Chapter 30, Laws of 1996), and WHEREAS, the applicable departments and the City Controller have carefully evaluated the effects of targeting the following positions, and have developed a plan that demonstrates a minimum of 50% savings in the replacement employee's base salary over the two years following the retirement of eligible employees, and WHEREAS, based on such examination, and subject to operational adjustments and considerations recognized in concept as a part of this resolution, departments have determined that in each instance services and related supervision can be provided on a reasonable basis, should the employees involved in the following targeted positions exercise their option to retire during the authorized open period; now, therefore, be it RESOLVED, That the following positions and incumbent employees be targeted for inclusion in the 1996 Targeted Retirement Incentive Program (Chapter 30, Laws of 1996): Ithaca Activities and Cultural Coordinator, Jean Deming Maintainer, Department of Public Works, Charles Rivers Motor Equipment Supervisor, Department of Public Works, Peter Albertsman Working Supervisor, Department of Public Works, Water and Sewer, John Emrick Code Inspector, Building Department, Albert J. Rich, Jr. Parking Lot Attendant, Department of Public Works, Streets & Facilities, Ernest Churchill Parking Lot Attendant, Department of Public Works, Streets & Facilities, Edith Rohrer and be it further RESOLVED, That the memorandum dated August 28, 1996 is accepted, in concept, to indicate the operational changes set forth by the applicable departments in the interest of continuing a consistent level of service and related supervision, each subject to future Common Council action where required. Alderperson Shenk requested that the record reflect that the individuals named in this Resolution are not required to retire, but the passage of this Resolution allows them to take advantage of the early retirement incentive.
