ADDITIONS TO THE AGENDA:
Alderperson Shenk requested the addition of a Resolution
regarding Substitute Park Land.
No Council member objected.
SPECIAL ORDER OF BUSINESS:
Final Public Hearing to Consider the 1996 CDBG Application and
the 1996 Abbreviated Consolidated Plan
Resolution to Open Public Hearing
By Alderperson Johnson: Seconded by Alderperson Blumenthal
RESOLVED, That the final public hearing to consider the 1996 CDBG
Application and the 1996 Abbreviated Consolidated Plan be
declared open.
Carried Unanimously
Ms. Cat Tague, 2409 Slaterville Road and Ms. MaryLynn Ripa, 130
Williams Glen Road, urged Council to support the 1996 CDBG
Application as the Task Force for Battered Women is in dire need
of funding for a shelter.
Flora and David Sagan, 415 Klinewoods Road, spoke to Council of
their need for a grant to renovate a house on Wood Street to
provide housing for disabled people through the HOMES Program.
They urged Council to support the CDBG application.
Resolution to Close Public Hearing
By Alderperson Johnson: Seconded By Alderperson Blumenthal
RESOLVED, That the final public hearing to consider the 1996 CDBG
Application and the 1996 Abbreviated Consolidated Plan be
declared closed.

Approval of the 1996 Multi-year CDBG Application
By Alderperson Blumenthal: Seconded by Alderperson Johnson
WHEREAS, Common Council recognizes the need to support
sustainable efforts which promote affordable housing,
neighborhood revitalization, job creation, and increased public
services for Ithaca’s low and moderate income population, and
WHEREAS, the program for the proposed 1996 multi-year CDBG
application has been reviewed by the Community Advisory Committee
(CAC), and adopted by the Ithaca Urban Renewal Agency (IURA);
now, therefore, be it
RESOLVED, That the Common Council endorses the schedule of
projects and budgets for the 1996 CDBG application, and hereby

directs and authorizes the IURA to submit the proposed 1996
application to HUD, and be it further
RESOLVED, That Common Council authorizes staff to make minor
modifications in the proposed projects and budgets in order to
conform with HUD/CDBG feasibility and impact guidelines, with the
understanding that any significant modifications will be brought
back to Common Council for their review, and be it further
RESOLVED, That Common Council will supplement the CDBG allocation
of $100,000 for West End Parking by an amount not to exceed
$40,000, and be it further
RESOLVED, That the Mayor is authorized to execute any and all
documents necessary to submit the 1996 CDBG application, and
be it further
RESOLVED, That Common Council authorizes the IURA to implement
all CDBG activities in accordance with HUD regulations at 24 CFR
570.
Extensive discussion followed on the floor with Community Development Administrator
Stevenson describing the 1996 CDBG Application, and answering questions from Council
members.
Southside Community Center Director Jackie Melton Scott addressed Council to express
the need for funding to expand and renovate the Southside Community Center. Extensive
discussion followed on the floor with Deputy Planning Director Sieverding responding
to questions regarding the proposed project.
EXECUTIVE SESSION:
By Alderperson Mackesey: Seconded by Alderperson Efroymson
RESOLVED, That Council adjourn into Executive Session to discuss the West End Parking
Project as it relates to the CDBG Application.
REGULAR SESSION:
Common Council reconvened in Regular Session at 10:45 pm.
Approval of the 1996 Multi-Year CDBG Application
A vote on the Resolution for Approval of the 1996 Multi-year CDBG Application resulted
as follows:

Approval of 1996 CDBG Abbreviated Consolidated Plan
By Alderperson Blumenthal: Seconded by Alderperson Johnson
WHEREAS, the U.S. Department of Housing and Urban Development requires that an
abbreviated Consolidated Plan be submitted as part of the 1996 Small Cities CDBG
application, and
WHEREAS, the abbreviated Consolidated Plan must address the housing, economic
development, community infrastructure and services needs of the community; now,
therefore, be it
RESOLVED, That the Common Council approves the 1996 consolidated Abbreviated Plan for
submission to HUD as part of the 1996 CDBG application process.

Substitute Park Land

RESOLVED, That the City of Ithaca shall make a Municipal Home Rule request to the New
York State Legislature to amend the State legislation for acquisition of substitute

park land in connection with the Inlet Island park land alienation as follows: The
requirement to purchase specific parcels of substitute park land will be removed.
