Mayor Gutenberger excused outgoing Council members Dennis
mand Haine and thanked them for all that they have done for
Q his administration and for being conscentious, hard working
and dedicated.
Resolution
By Alderperson Killeen: Seconded by Alderperson Schlather
WHEREAS, Margaret "Peggy" Haine has faithfully served her
community since 1984 as an Alderperson representing the
Fourth Ward in the City of Ithaca, and
WHEREAS, Peggy has served on the Planning and Development,
IIuman Services, and Charter and Ordinance Committees of Common
we Council as well as the Commons Advisory Board and the Conser-
vation Advisory Council among her various assignments, and
WHEREAS, Peggy's leadership abilities have been recognized
by her peers on Common Council by her election as Alternate
Acting Mayor, and
WHEREAS, Peggy has supplied gourmet meals to Common Council
and the news media to nourish them through interminably long
meetings, and
WHEREAS, research as shown that Peggy is the only Council
person to wear a boa in the 100 year history of the City
of Ithaca; now, therefore, be it
RESOLVED, That on behalf of the entire City of Ithaca, Common
Council does hereby thank Peggy Haine for her four years
of devoted service and wishes her the very best of luck as
she pursues other endeavors.

she has enjoyed working with each and everyone of the Council

Resolution

WHEREAS, James Dennis has served the City of Ithaca as a
member of Common Council representing the Third Ward since
1975, and
WHEREAS, during Jim's thirteen years on Common Council he
has served on, and chaired, every standing committee, and
WHEREAS, Jim has been elected by his fellow council members
as Alternate Acting Mayor and Acting Mayor, and
WHEREAS, Jim has also served on the Ithaca Urban Renewal
Agency, Youth Bureau Advisory Board, Capital Improvement
Review Committee, Energy Commission and Hydropower Commission
to name only a few of his many assignments, and
WHEREAS, Jim has endured snow storms, floods, countless
committee meetings and long Council meetings while retaining
his sense of humor; now, therefore, be it
RESOLVED, In appreciation of his service, commitment and
leadership, on behalf of the residents of the City of Ithaca,
Common Council hereby extends to Jim Dennis its heartfelt
gratitude for a job very well done.

Alderperson Schlather presented Mr. Dennis with a gift from
the Council - an Ithaca poster.
Alderperson Hoffman presented Mr. Dennis with a "I survived
Common Council" tee- shirt, a political "Purple Heart" from
the Veterans of Local Wars, Post #l. He explained that he
was presenting the Jean Angell Purple Political Heart for
injuries received in the line of duty to Jim Dennis, member
of Common Council from somewhere around 1974 to 1987.
Alderperson Dennis stated that he has enjoyed working with
all the Council members and Mayor Gutenberger. fie further
stated the City of Ithaca is a special place with special
people who work for it and he was happy that he could have
been one of these people for a period of time.
OATH OF OFFICE MAYOR GUTENBERGER
Mayor Gutenberger took the oath of office and was sworn in
as Mayor by City Clerk Paolangeli.
Mayor Gutenberger commented that today is the first official
day of the City of Ithaca's 100th Birthday, the Centennial
Celebration.
OATH OF OFFICE - ALDERPERSONS ELECT
Mayor Gutenberger called the newly elected alderpersons to
the rostrum to be sworn in to their respective offices:
John Johnson - newly elected from the Third Ward
Benjamin. Nichols - newly elected from the Fourth Ward
The newly elected alderpersons took the oath of office and
were sworn in by City Clerk Paolangeli.
Mayor Gutenberger welcomed Alderpersons Johnson and Nichols
and presented them with badges of office.
OATH OF OFFICE - RE- ELECTED ALDERPERSONS
Mayor Gutenberger called the re- elected alderpersons to the
rostrum to be sworn in to their respective nffices:

Susan Cummings - re- elected in the Second Ward
Robert Romanowski - re- elected in the First Ward
Carolyn Peterson - re- elected in the Fifth Ward
The re- elected alderpersons took the oath of office and were
sworn in by City Clerk Paolangeli.
ACTING MAYOR:
Mayor Gutenberger entertained nominatons from the floor for
the position of Acting Mayor.
ALderperson Nichols nominated Alderperson Sean Killeen for
co,� the position and his nomination was seconded by Alderperson
Johnson.
The motion carried.
Alderperson Killeen took the oath of office and sworn in
by City Clerk Paolangeli.
ALTERNATE ACTING MAYOR:
Mayor Gutenberger entertained nominations from the floor
T� for the position of Alternate Acting Mayor.

Lo Alderperson Cummings nominated Alderperson Peterson for the
position and her nomination was seconded by Alderperson Hoffman.

in by City Clerk Paolangeli.
MAYOR'S APPOINTMENTS
City Prosecutor
Mayor Gutenberger reported that he has appointed Frank Smithson,
509 Cascadilla Street as City Prosecutor for a term to expire
December 31, 1989.
(4wool Mr. Smithson took the oath of office and was sworn in by
City Clerk Paolangeli.
Civil Service Commission
Mayor Gutenberger reported that he has appointed John Perko,
31 Woodcrest Avenue to the Civil Service Commission for a
term to expire May 31, 1992 to fill a vacancy created by
the death of Lionel Martin.
Mr. Perko took the oath of office and was sworn in by City
Clerk Paolangeli.
Youth Bureau Advisory Board
Mayor Gutenberger reported that he has appointed Alfred Stage,
158 Pearsall Place and John Beach, 614 South Albany Street
to the Youth Bureau Advisory Board with terms to expire December
31, 1990.
Community Police Board
Mayor Gutenberger requested approval of Council for the
appointment of Carol Seligmann, 115 Eastwood Terrace and
Frank Hammer, 401 Cliff Park Road, to the Community Police
Board for terms to expire December 31, 1990.

RESOLVED, That this Council approves the appointment of Carol

Affirmative Action Committee
Mayor Gutenberger reported that lie has appointed LaBerta
Glasser, 422 West Buffalo Street and Cassandra Nelson, 507
South Albany Street to the Affirmative Action Committee for
terms to expire December 31, 1990.
Board of Public Works
Mayor Gutenberger requested approval of Council for the
appointment of Michael Cannon, 106 First Street, to the
Board of Public Works for a term to expire December 31,
1990.

RESOLVED, That this Council approves the appointment of
Michael Cannon to the Board of Public Works for a term to
expire December 31, 1990.

Conservation Advisory Council
Mayor Gutenberger requested the approval of Council for the
appointment of Jill Tripp, 216 Dey Street to the Conservation
Advisory Council for a term to expire December 31, 1989.

Board of Fire Commissioners
Mayor Gutenberger requested approval of Council for the
appointment of Gloria Howell, 120 Clover Lane and Robert
Earle, 11 Kay Street to the Board of Fire Commissioners for
terms to expire June 30, 1989 and June 30, 1990, respectively.

Planning and Development Board
Mayor Gutenberger reported that he has appointed Andrew Yale,
330 Elm Street to the Planning and Development Board to complete
the term of Richard Moran, who resigned, and whose term expires
December 31; 1988.
Mr. Yale took the oath of office and was sworn in by City
Clerk Paolangeli.
Ithaca Landmarks Preservation Commission
Mayor Gutenberger requested approval of Council for the
appointment of Barclay Jones, 502 Turner Place; Elizabeth
Whicher, 106 Delaware Avenue and Nancy Meltzer, 407 East
Buffalo Street to the Ithaca Landmarks Preservation Commission
with terms to expire December 31, 1990.

Mayor Gutenberger reported that he has reappointed Drs. Ann
and John Costello, 217 North Aurora Street to the post of
Municipal Surgeon with a term to expire December 31, 1989.
City Attorney
Mayor Gutenberger reported that he has reappointed Ralph
W. Nash, 1624 Taughannock Boulevard as City Attorney with
a term to expire December 31, 1989.

Acting City Judge

Mayor Gutenberger requested approval of Council for the
reappointment of M. John Sherman, 20S Hillview Place as
Acting City Judge for a term to expire December 31, 1988.

M. John Sherman as Acting City Judge for a term to expire
December 31, 1988.

Mayor Gutenberger explained that the Acting City Judge had
been sworn in and took the oath of office the previous day
in order to ensure continuity of service.
Board of Public Works
Mayor Gutenberger requested approval of Council for the
reappointment of Carol Reeves, 303 Linn Street to the Board
of Public Works for a term to expire December 31, 1990.

RESOLVED, That this Council approves the reappointment of
Carol Reeves to the Board of Public Works for a term to

Mayor Gutenberger requested approval of Council for the

reappointment of Stewart Schwab, 436 Mitchell Street to the
Board of Zoning Appeals for a term to expire December 31,
1990.

that the Ithaca Journal still continues to distribute tons
and tons of unrecyclable paper which adds to the landfill.
