February 13, 1986 PRESENT: Mayor - Gutenberger Alderpersons (9) - Booth, Cummings, Haine, Hoffman, Killeen, Peterson, Lytel, Romanowski, Schlather ABSENT: Alderperson (1) - Dennis OTHERS PRESENT: City Attorney - Nash Deputy City Clerk - Paolangeli Director, Planning Development - Van Cort Community Development Planner - Evans Community Development Administrator - Goldwyn Fire Chief - Olmstead PLEDGE OF ALLEGIANCE: C'1) Mayor Gutenberger led all present in the Pledge of Allegiance 0) to the American flag. cf) rf) SPECIAL ORDER OF BUSINESS: < Public Hearing on Community Development Application Resolution to Open Public Hearing By Alderperson Peterson: Seconded by Alderperson Hoffman RESOLVED, That the Public Hearing to consider the Community Development Block Grant Application be opened. . Carried Unanimously Thomas Phillips, 242 Floral Avenue, spoke .to the Council about the excellent job which the CD Agency had done on Floral Avenue, which improved the-entire neighborhood. Richard Dunham, INHS Mini- repair Program, told the Council that he had tried to get more of the clients to the meeting, but they are primarily elderly, housebound people -who couldn't get to the meeting. Their homes are very importan- to them as the spend most of their time in them. Douglas Dylla, Director, Ithaca Neighborhood Housing Services, thanked the Council for past support for both the Community Development Agency and Revenue Sharing. He also expressed appreciation to the Citizens Advisory Committee, Urban Renewal Agency and CD staff. He said there is a lot of work to be done in the West End for 1986 and 1987. Hopefully the funds will continue to come through, but he feels that new ways of getting funds in the future will have to be considered. Resolution to Close Public Hearing By Alderperson Haine: Seconded b- Alder RESOLVED, That the Public Hearing to conssidernthe tCommunity Development Block Grant Application be closed. Carried Unanimously Resolution By Alderperson Cummings: Seconded by Alderperson Lytel l;'HEREAS, Common Council recognizes the need to continue efforts IvIlich enhance and preserve residential neighborhoods, promote job creation and retention, and improve community facilites, and WHEREAS, t}ic Planning �, Development Committee of Common Council has endorsed the proposed 1986/87 Community Development Block Grant application, as drafted and endorsed by the Ithaca Urban Renewal Agency /Community Development Agency; now, therefore, be it 328 -2- February 13, 1986 RESOLVED, That the Common Council approve the 1986/87 Community Development Block Grant Small Cities budget and programs as recommended by the Ithaca Urban Renewal Agency /Community Development Agency, and be it further RESOLVED, That the Mayor be and hereby is directed and authorized to sign upon advice of the City Attorney and the Director of Planning & Development any and all instruments necessary to submit the city's 1986/87 Community Development application to the Department of Housing and Urban Development. Discussion followed on the floor. Alderperson Schlather arrived at the meeting at 5:30 P.M. A vote on the resolution resulted as follows: Ayes (7) - Peterson, Schlather, Romanowski, Killeen, Cummings, Haine, Lytel Nays (2) - Hoffman, Booth Carried ADJOURNMENT: On a motion the meeting adjourned at 5:50 P.M.
