It' l) MINUTES: Approval of Minutes of the December 4, 1985 and December 16, 1985 meetings �'.1. Approval of the minutes was postponed until the Regular meeting of January, 1986. DISMISSAL OF OUTGOING COUNCIL: Mayor Gutenberger commended the Council for their accomplishments of the past two years and commented that he is proud to have served and worked with them. Mayor Gutenberger excused outgoing Council members Holdsworth and Myers and, on behalf of the entire community, thanked them for all they have done for the community. Resolution By Alderperson Cummings: Seconded by Alderperson Killeen WHEREAS, William Myers was elected by the citizens of the Second Ward to serve as a member of the Common Council from January 1, 1982 through December 31, 1985; and WHEREAS, Bill has been active as a member of the Planning and Development and Human Services Committees, the Charter and Ordinance and Budget and Administration Committees of which he was Vice Chair- person, and as Council liaison to the Tompkins County Economic Opportunity Corporation, the Tompkins County Area Development Corporation and the Ithaca Youth Bureau Advisory Board; and WHEREAS, Bill performed his assignments efficiently, with improve- ment of the community as a goal; now, therefore, be it RESOLVED, That the Common Council wishes to express appreciation for his efforts on behalf of the City and hopes he will continue to assist in whatever capacity he finds possible, in helping to improve our community; and be it further RESOLVED, That a copy of this Resolution be spread upon the minutes of this meeting and a sealed copy thereof be presented to Mr. Myers. Carried Unanimously Alderperson Cummings added her appreciation for having had a Second Ward colleague with good, sound, common, practical business sense and a healthy disrespect for discussion which goes beyond the limits of necessity and human endurance. 288 -2- January 1, 1986 Resolution By Alderperson Dennis: Seconded by Alderperson Schlather WHEREAS, Robert Holdsworth, Esq. has served the City of Ithaca as a Third Ward Council member since January 1, 1982, during which time he served as member of the Budget and Administration and Capital Improvements Review Committees, as Vice Chairperson of the Planning and Development and Charter and Ordinance Committees, as Council representative on the Planning and Development Board and as Council liaison to the Commons Advisory Board and the Tompkins County Economic Opportunity Corporation; and WHEREAS, in each of these capacities, Bob served with humor, skill, and integrity, acting in the interest of good government; now, therefore, be it RESOLVED, That this Common Council expresses thanks to Bob for his interest in the community and his efforts to help solve municipal problems; and hopes he will continue to be involved in those projects in the community in which he is Interested; and be it further RESOLVED, That the Council extends best wishes to Bob for continued success in his chosen field of endeavor; and. be it further. RESOLVED, That a copy of this Reso'lut: ion be spread upon the minutes of this meeting and a sealed copy thereof be presented to Mr. Holdsworth. DATED this 31st day of December, 1985. Carried Unanimously Alderperson Dennis commented that he feels it has been a great ex- perience serving with Bob Holdsworth, and even though they have given almost opposite viewpoints for the Third War,d., they have satisfied at least half of the people half of the time. Alderperson Schlather presented Mr. Holdsworth with a gift, "a token of our esteem and appreciation and given with warmest affection." Upon opening the gift Bob explained that it was plastic to line his windows and live in a plastic dwelling as contemplated by the new energy efficiency law. Alderperson Peterson presented Mr. Holdsworth with a gift from the Fifth Ward - a coupon for a gourmet dog from Lou's Gourmet Hots. Alderperson Schlather presented Mr. Myers with a "No Parking" sign in honor of his work on on- street parking. Alderperson Peterson presented Mr. Myers with 4 party number pushers< OATH OF OFFICE - -MAYOR GUTENBERGER: Mayor Guten erger to the— oath -of office and was sworn in as Mayor by the Deputy City Clerk. OATH OF OFFICE-- ALDERPERSONS- ELECT: Mayor Guten erger called t e newly- elected and reelected alderpersons to the rostrum to be sworn in to their respective offices: David Lytel - newly elected from Second Ward Richard Booth - newly elected from Third Ward Raymond M. Schlather - reelected in First Ward Sean Killeen - reelected in Fourth Ward Daniel Hoffman - reelected in Fifth Ward The newly - elected and reelected alderpersons took the oath of office and were sworn in by Deputy Clerk Paolangeli. Mayor Gutenberger welcomed Alderpersons Lytel and Booth to the Council and presented them with badges of office and nameplates. -3- January 1, 1986 ACTING MAYOR: Mayor Gutenberger entertained nominations from the floor for the position of Acting Mayor. Alderperson Schlather nominated Alderperson Sean Killeen for the position and his nomination was seconded by Alderperson Haine. The motion carried. Alderperson Killeen took the oath of office and was sworn in by the Deputy City Clerk. ALTERNATE ACTING MAYOR: Mayor Gutenberger entertained nominations from the floor for the %move position of Alternate Acting Mayor. Alderperson Killeen nominated Alderperson Peggy Haine for the position and his nomination was seconded by Alderperson Dennis. The motion carried. Alderperson Haine took the oath of office and was sworn in by the Deputy City Clerk. MAYOR'S APPOINTMENTS: Board of Pu lic Wor 's Commissioners i�) Mayor Gutenberger requested approval of the Council for the re- appointment of Harold Gerkin, 116 Mitchell Street and Marc Albanese, 428 S. Geneva Street, for terms of office to expire December 31, 1988-;.and for the appointment of Donald Slattery, 410 IV. Court Street, to complete the term of R. Shannon, who resigned, and whose term expires December 31, 1987, to the Board of Public Works. Resolution By Alderperson Killeen: Seconded by Alderperson Schlather RESOLVED, That this Council approves the reappointment of Harold Gerkin and Marc Albanese for terms to expire December 31, 1988, and the appointment of Donald Slattery for a term to expire December 31, 1987, to the Board of Public Works. (W0001 Carried Unanimously Messrs. Gerkin and Slattery took the oath of office and were sworn in by the Deputy City Clerk. Community Police Board Mayor Gutenberger requested approval of the Council for the.reappoint- ment of Jack Kiely, 103 Harvard Place, and Mrs. Deborah Manning, 321 N. Albany Street, to the Community Police Board for terms of office to expire December 31, 1987 and December 31, 1988, respectively. Resolution By Alderperson Schlather: Seconded by Alderperson Lytel RESOLVED, That this Council approves the reappointment of Jack Kiely and Mrs. Deborah Manning to the Community Police Board for terms of office to expire December 31, 1987 and December 31, 1988, respectively. A vote on the resolution resulted as follows: Ayes (8) - Cummings, Haine, Hoffman, Lytel, Booth, Peterson, Killeen, Schlather Nays (2) - Dennis, Romanowski Carried Acting City Judge Mayor Gutenberger reappointed M. John Sherman, 20S Hillview Place, as Acting City Judge for a term of office to expire December 31, 1986. Resolution By Alderperson Booth: Seconded by Alderperson Schlather RESOLVED, That this Council ratifies the reappointment of M. John Sherman as Acting City Judge for a term of office to expire December 31, 1986. Carried Unanimously Mayor Gutenberger commented that the Acting City Judge had been sworn in and took the oath of office the previous day in order to ensure continuity of service. M) .-4- January 1, 1986 Commons Advisory Board Mayor Gutenberger requested approval of the Council for reappointment of Mrs. Margaret Underwood, 1107 Triphammer Road, and Charles Schlough, 115 S. Cayuga Street, to the Commons Advisory Board for terms of office to expire December 31, 1987. Resolution By Al erperson H aine: RESOLVED, That this Co Margaret Underwood and for terms of office to Seconded by Alderperson Killeen incil approves the reappointment of Mrs. Charles Schlough to the Commons Advisory Board expire December 31, 1987. Carried Unanimously Design Review Board Mayor Guten erger. requested approval of the Council for reappointment of Ken Vineberg, 141 The Commons, and Mrs. Victoria Anagnost, 304 College Avenue, to the Design Review Board for terms to expire December 31, 1988. Resolution By Alderperson Dennis: Seconded by Alderperson Killeen RESOLVED, That this Council approves the reappointment of Ken Vineberg and Mrs. Victoria Anagnost to the Design Review Board for terms to expire December 31, 1988. Carried Unanimously Ithaca Landmarks Preservation Commission Mayor Guten erger requested approval of Council for reappointment of Ms. Suzanne Lichtenstein, 420 Hook Place, to the Ithaca Landmarks Preservation Commission for a term of office to expire December 31, 1988. Resolution By Al erperson Schlather: Seconded by Alderperson Killeen RESOLVED, That this Council approves the reappointment of Ms. Suzanne Lichtenstein to the Ithaca Landmarks Preservation Commission for a term of office to expire December 31, 1988. Richard Stumbar Paul Bennett Richard Moran Matthew Hamill Michael Tomlan, Ms. Tracy Farrell COMMUNICATIONS FROM THE MAYOR: Eleanor Roosevelt Community Service Award Mayor Guten erger informed the Council that the Ithaca Neighborhood Housing Service is the recipient of the Eleanor Roosevelt Community Service Award. The award is a statewide award to the outstanding individuals, groups or projects in New York State. The INNS was one of the twelve recipients out of 500 submissions.
