SPECIAL ORDER OF BUSINESS:
Discussion of Department of Social Services

�� WHEREAS, Tompkins County has determined that the present offices of
I:►M the Department of Social Services (DSS) do not adequately meet the
needs of the DSS, and
WHEREAS, Tompkins County has been evaluating alternate locations for
the Department of Social Services that are both in the City of Ithaca
and outside the City of Ithaca, and
WHEREAS, the City of Ithaca has formally declared its support for re-
taining the offices of the DSS in downtown Ithaca, and
(Worl WHEREAS, the City of Ithaca has conducted a search for new office space
for the DSS that is located in downtown Ithaca and has found that there
are no suitable buildings available at this time now, therefore, be it
RESOLVED, That the Common Council of the City of Ithaca hereby reaffirms
its support for retaining the Department of Social Services in downtown
Ithaca, and be it further
RESOLVED, That Common Council recognizes that the City Hall building
at 108 East Green Street possesses adequate space and layout for the
offices of the DSS, and be it further
RESOLVED, That in order to further the goal of retaining the DSS in
downtown Ithaca, Common Council hereby offers to Tompkins County the
use of the City Hall building as offices for the DSS, subject to the
completion of negotiations and agreement concerning the terms and
conditions of the occupancy of this building that are equitable and
reasonable for the taxpayers of both the City of Ithaca and Tompkins
County.
Alderperson Haine left the meeting at 6:00 p.m.
Amending Resolution
By Alderperson HoMsworth: Seconded by Alderperson Killeen
RESOLVED, That the last BE IT FURTHER RESOLVED be amended to read after
the word negotiations: "and a mutually acceptable agreement concerning
the terms and conditions of the occupancy of this building, finalization
of an agreement regarding an acceptable alternative relocation site for
City Hall and its services."
Discussion followed on the floor.
A vote on the amendment resulted as follows:
Ayes (5) - Peterson, Hoffman, Killeen, Holdsworth, Myers
Nays (4) - Dennis, Cummings, Romanowski, Schlather
Absent (1) - Haine
The amendment was defeated for lack of 6 positive votes.

Amending Resolution

RESOLVED, That the last BE IT FURTHER RESOLVED be amended to read:
"BE IT FURTHER RESOLVED, That in order to further the goal of retain-
ing the DSS in downtown Ithaca, Common Council is willing to negotiate
with Tompkins County for the use of the City hail_ building as offices
for the DSS upon terms and conditions that are equitable and reasonable
for the taxpayers of both the City of Ithaca and Tompkins County.
Discussion followed on the floor..
A vote on the amendment resulted as follows:
Ayes (5) - Peterson, Holdsworth, Myers, Romanowski., Schlather
Nays (4) - Hoffman, Killeen, Dennis, Cummings
Absent (1) - Haine
The amendment was defeated for lack of 6 positive votes,
Further discussion followed on the floor.
A vote on the Main. Motion resulted as follows:
Ayes (5) - Peterson, Hoffman, Killeen, Dennis, Cummings
Nays (4) - Holdsworth, Myers, Romanowski, Schlather.
Absent (1) - Haine
The Main Motion was defeated for lack of 6 positive votes.
Alderperson Myers and City Attorney Stumbar left the meeting at 6:10 p.m.
Motion To Reconsider

RESOLVED, That the Council reconsider the original motion
WHEREAS, Tompkins County has determined that-the present offices of the

Alderperson Schlather commented that he did not object to the pro-
cedure, not because he did not find it objectionable, but because
the resolution in this context is virtually meaningless.
