In effect, my modest proposed increase in expenditures is compounded by the reduced tax base available to generate the needed tax rovonuo. Two major chin gcs have occurred that drastically affect our tax base (assossment) for 1985. The assessment for the Morse Chain property on South Hilt was loweied by the courts by 1.8 million dollars. The courts also lowered the assessment of Cornell uni- vcYsity-owned property (mostly fraternities), by 2.7 million dollars. In addition to these large reductions) the City of Ithaca had to use $126,000 of its surplus to repay Morse Chain and Cornell Univpvsity For 1-110 property taxes they had paid on these p-roperties in ]!""3 and 198l. Thus, if the City of Ithaca still had this 4.5 million doliars of property on its tax rolls and had the 126,000 still been avail- able in surplus, my 1985 proposed budget would only require a 2.3% tax increase. Includod with my 1985 rcconmended budget is a summary of the changes I have to the various rcquests. Let me highlight a few of the major items.
