No Council member objected.
Veteran's Exemption Issue
Alderman Hoffman requested a brief discussion of the Veteran's
Exemption issue.
Alderman Dennis responded, saying that the Budget & Administration
Committee plan to discuss the item the following evening (9/27/84)
IL at 7:30 p.m.� and that a representative from the Board of Assessments
will be present to talk about the figures and the impact of the
1 full exemption on the city in the following year (1986) when i.1.
would take effect if it were passed now.
Resolution.

RESOLVED, That a Special meeting of the Common Council will be held
on Tuesday, October 2, 1984 at 7 :00 p.m. in the Common Council
Chambers to consider the issue of Veteran's Exemption.

SPECIAL ORDER OF BUSINESS:
Six Mile Creek Hydropower License Application

WHEREAS, the City of Ithaca was required to study the feasibility
of hydropower development at the Van Natta's and Sixty -foot dams
as a condition of the Preliminary Permits issued for the sites by
the Federal Energy Regulatory Commission, and
WHEREAS, the study to determine the feasibility of City development
of a hydropower facility at these sites has been completed, and
WHEREAS, as a part of their contract to study the feasibility of
developing the sites, the consulting engineers were required to
prepare the materials necessary for submission of license applica-
tions to the F.E.R.C., and
WHEREAS, it is necessary to file the license documents with the
F.E.R.C. in order to retain control over, and the right to develop
the sites, now, therefore, be it
RESOLVED, That the Common Council does hereby authorize the Mayor
to execute and submit applications for licensing of the Van Natta's
Dam and Sixty -foot Dam sites to the F.E.R.C., and be it further

RESOLVED, That F.E.R.C. be asked to consider said license appll.ca-
tion as an application for exemption prior to the expiration. date
of the public n.otic_.e period.
Discussion followed on the floor.
Helen Jones, Planner, provided background on the application, and
explained the differences between an application for license or
for exemption.
A vote on the resolution resulted as follows:
