Plaque Presentation
At the request of the national towing organ i zat ion to wh i-ch they
belong,, and the national publication, Tow Times, Mayor Cut:enberger
presented a plaque to Jack and Barbara Ryan, owner's of Ryan's Towing
Service. Their towing service had been voted the most attractive
place of business in the towing operation in the entire United Statcs-
for Location in a residential community, and the condition of buildings
and surrounding grounds.

Presentation of Six Hilo Creek Study Committee Report

of the committee's documented report to Mayor Gutenberger and to the
City Clerk. He reported that the committee had held a public information
meeting the previous Monday which had a large turnout. After that the
corm i t t ee met again and no one on the committee wished to make any
changes in the basic recommendations. The committee had studied the , J,W
gorge for more than a year and their recommendations included asking
for more access to the gorge, a number of restrictions on that access,
and a number of elements to enhance the environment of the gorge. lle
trr4led COUIrCi1 to study the report and take it seriously into account .
as quickly as possible so that implementation can he started before the
weather Bets warm.
Cop i ns of a condensed report had been distributed to each Council
person, as well as copies of the srunmary or comments at Public Informa-
tion Meeting, April 2, 1981.
Mayor Gutenberger expressed appreciation to Mr. Sch:i_ckel and the committee.

from the pu irorim ntart Protection Agency to Rand all segments of the
first phase of the wastcwater treatment plant. Federal aide approved
date - 03,497,0011. and 120 percent from the Snte of New York.
Bid openings are scheduled for the first few clays in May; hopefully
awards can be let and possibly construction started in June.

The project will provide about 2S0 new jobs during construction process.

expressed appreciation for work clone by the Six Mile. Creek Gorge Study

will contribute to the long -term environmental wellbp ing of the gorge
area: critical environmental area recommendation, that our conservation
zoning, maintenance, 6 mile creek Ma ster Plan, property acquisitions,
gorge gorge ranger, and prohibited activities. In addition they approve
the Circle Greenwny recommendations and 6 Mile Creek Overseer Committee.
Ile urged the Common Council_ and Board of Public Works to give prompt
and positive consideration to the report of the 6 Mile Creel: Study
Committee.

Neighborhood Association, presented a petition containing approximately.

"We the undersigned residents and property owners in the Sears Street.
and Carscad ilia Avenue area, hereby petition the City Council to rezone
the Sears Street frontage on both sides of the street from Court to
Cascadil_la Avenue, from R -3 to R -2.
We call_ upon the city to take this action in order to prevent the
farther destruction of this fragile downtown residential neighborhood
and to protect the existing character of our present community."
Tom Shelley, 118 E. Court Street, presented slides of the neighborhood
and asked Council to help the residents in preserving the neighborhood.

cation for Ithaca Neighborhood Housing Service's (INIIS) renovation of
the Henry St. John School because this project is consistent with the
City's goal of encouraging the development of low- and moderate- income
housing with the City's housing Assistance flan, and
WHEREAS,
on that basis

City
has been
awarded a $107,2S0 UDAG to
assist in
the financing
of
this
project,
and
WHEREAS, due to changes in the scope of the renovation work INIIS has
found that, after reviewing construction bids on the project, it will
need in additional $138,000 to complete the project, and
WHkREAS, Citizens Savings Bank has agreed to increase its first mortgage
commitment From $300,000 to $400,000 and TNHS will commit an additional
$38,000 in uncommitted discretionary funds to complete the financing
for the project, and
1VHEREAS, certain changes are necessary to the UDAG agreement and
Evidentiary Materials in order to maintain the availability of the UDAG

September 3, 1969, and
WHEREAS, This Housing Code was based on the New York State Model.
Housing Code, and
WHEREAS, The City. Building Department has been diligently enforcing
the Housing Code for over Fifteen years, including substantially
increased enforcement in rental housing for the past six and one - -hall
years in response to community demands, and
Now WHEREAS, Dropping the existing housing Code would be a considerable
disservice to the tenant and resident population of the City of Ithaca,
and
WHEREAS, the Housing Code is more stringent than Chapter F, 'housing
Maintenance' of the Uniform Code in almost all respects as demonstrated
in the section -by- section analysis accompany=ing this resolution,* and
WHEREAS, Where differences exist between the Housing Code and Chapter
F of the Uniform Code the Building Department will enforce the more

Uniform Code Council for retention of the City of Ithaca Municipal
