Presentation of Findings to Common Council as a Body
John Marc am, Chairman of the C arter Revisioe Committee,
addressed the Council, highlighting the report compi_ led by the
committee which had been asked to look at some aspects of city
government and report back to the Council sometime iii 1983.
Chairman Marcham answered questions of the Council concerning
handling of the report and method used in making the study.

PETITIONS AND HEARINGS OF PERSONS BEFORE COUNCIL:
Ramada Inn
John Place, 107 IV. Clinton Street, addressed the Council. con-
cerning the safety and stress problems created by the addition
of a balcony to the structure being added to the Rama.d.a. Inn,
and a bar on the top floor. He commented that he feels it is
time for the Council to take some kind of action.
Project Tools and Toys
Gerri Jones, 321 Pleasant Street, representing Project Tools
and Toys, a project, to collect used toys and tools, with plans
for a benefit to be held on February 17, 1.984 to raise funds
for Monimbo, Nicaragua. She briefly described the background
of the group and its goals and asked for endorsement and suLeestiorl�s
from the Council,
Mayor Gutenberger commented that in addition to his personal.
efforts in this regard, he would encourage the Council and
citizens to participate in the project.
Valentine Place -- proposed rezoning
RsE Raj, 979 E. State Street, representing Valentine Place
neighborhood residents, expressed opposition to the proposed
apartment development and urged. the Council to expedite the
completion of the HIS which was due by December 7, 1987), but
which still has not been presented.
Request -for Committee
Christopher Anagnost, 304 College Avenue, spoke to the Council
regarding crime in the city and requested that they create a
committee to study the problem.
Northside Civic Association
Alderman William Myers, 325 N. Albany Street, announced that he
had received notice that the Northside Civic Association will
be meeting on January 10, 1984 and April. 10, 1984 to discuss
neighborhood safety as they have been having the same problems
described. by Mr. Anagnost. He encouraged residents of the
neighborhood to attend the meetings and. requested. Police Chief
Herson. to attend also.
BOARD OF REPRESENTATIVES:
City representative, Mel Nichols, thanl<ed Mayor Gutenberger
for letting the county representatives be part of the city
family again. She reported that. the city representatives
will alternate in reporting to the Council.
Old Hospital Building
Rep. N ci. ols reporte7 that the county has accepted an offer
for the old hospital building and they should be seeing designs
of the proposed building within a couple of weeks.
Committee Appointments
Rep NicTolsrehorted_that the Committee ahheintments had been
made the previous day. Only one city representative is a member
of the Budget and Administration Committee; however the city
does have members on all committees who will keep tabs on the
various events occurring. She felt the biggest change was made
in the Human Services Committee. Not only is the Department
of Social Services staying downtown, but the Human Services
Conuni ttee of the Board has a nei� chairman and she conrrnented that
it Looks as if it should be possible for a different attitude
toward the department and its activities.

Rep. Nichols reported that the 1� ?84 Budget had been passed wit :h
a slight lowering of the proposed t-ax rate and with a substantial
surplus.

COMMUNICATIONS FROM THE MAYOR:
Central America Issue
Mayor Guten erger referred to the Central America issue and the
resolution which was passed by the Council concerning Central
America a couple of months ago. There was concern by some of
the Council and also of the public that perhaps there was not
enough information available to this community to make a sound
decision on what the U.S. Government's role should be in Central.
America. In conjunction with that, Cornell University, Mayor
Gutenberger (representing the City of Ithaca) and Tompkins County
Campaign of Peace and Justice in Central America will be spon-
soring a public forum in February, probably toward the middle
or end of the month. They are asking not only our elected
representatives in Washington to come and participate in the
public forum, but also the communii.ty at large, educators from
Cornell University, Ithaca College and some other campuses
throughout the U.S.; and representatives of the U.S. State
Department, including the Public Diplomacy Arm of the department.
They will be asked to present the pros and cons, answer questions,
etc. so that the community can make a decision among themselves
as to what the government's role should be. The forum will be
held in the Ithaca High School under joint sponsorship of the
City and Cornell University. Mayor Gutenberger will keep the
Council apprised of events.
Route 96 Update
Mayo- Gutenberger informed the Council that the Planning staff,
in discussions with the NYSDoT, had learned that within the month
the DoT plan to come to Ithaca and not only update the staff
of the progress to date and the plans, but also they will hold
a public informational session so the public can become apprised
as to where the State is on its plans for Route 96 relocation.
The Mayor will keep the Council informed as to the dates.
Vending Boxes
Mayor Gutenberger called attention to the yellow and black news-
paper vending boxes which have suddenly appeared in the community
and which have been placed there by the Syracuse newspaper. Ile
commented that he hoped to have a recommendation from the Charter
and Ordinance Committee and Corporate Counsel within the coming
month on what the city_ can do to regulate the practice. Ile
reported that Supt. Kinsella has contacted the Syracuse newspaper
and is waiting for a response.
Alderman Killeen
Mayor Gutenberger reminded the Council of nlderm�in Ki_l.leen's
confinement in a Syracuse hospit<l1 and suggested that 1-))e Council
do something appropriate to let him know we are thinking about
him.

the Mayor's office.
Municipal Surgeon
Mayor Gutenberger announced that he had reappointed Antonio Lim,
M.D., lst Bank Building, The Commons, as Municipal Surgeon for a.
term to expire December 31, 1983.
REPORT OF CORPORATE COUNSEL:
Corporate Counsel Stumbar reported on the status of the appeal
in the Cornell Heights case.
Ramada Inn
Alderman Schlather requested that the Corporate Counsel take a
look at the Restrictive Covenants to satisfy himself as to
whether or not there are any violations, particularly with regard
to the balcony and the bar.

State Environmental Quality Review (SEAR)

recommendations concerning modification of the Ithaca City
Environmental Quality Review Act; and

the costs and expenses of the authority in encouraging and
affecting the location and expansion of industrial research
and manufacturing facilities, the creation of new and improved
job opportunities, the reduction of unemployment and. the better-
ment of individual and community prosperity within the City of
Ithaca and the County of Tompkins.

expenditure of $920,000 for 1981 flood damage, capital- project.;

WHEREAS, of the $920,000 authorized, an amount of $326,000 wa.s

the dredging of Six Mile Creek, am)
WHEREAS, the Board of Public IVorks has requested that an. additi.on.al.

within the City of Ithaca for fixed route, scheduled and open
during the periods January 1, 1982 to December 31, 1982 .
(PIN 3793.OS.406), and January 1, 1983 to December 31, 1983
(PIN 3793.06.406), and
lVI1EREAS, the City's application for Section 18 Transportation
Operating Assistance has been approved by the Federal Highway
Administration, now, therefore, be it

the agreement between the City of Ithaca and State of New York
for the above named project, which is attached hereto and made

Iluman Services Coalition
Alderperson Peterson reported that the Annual Meeting of the
Coalition would be held on Friday, January 27, 1984, at 1.2
noon at Joe's Restaurant. The cost is $S.2S per reservation.
Speaker will be Dr. Laurie Ekstrand, Group Director for Program
Evaluation: Methodology Division, General Accounting Office.
Mrs. Peterson reported that Roy Dexheimer, BOCES Superintendent,
is a nominee for Board Chairman.
Mrs. Peterson reported that United Way has requested program
evaluations of Loaves & Fishes and Alpha house programs.
Mrs. Peterson announced that updates for the Human Services
Directory are available for $1.00.
Ithaca Energy Commission
Alderman Dennis reported that the SIVAT Team of tllc Commission
and Engineering Department are working on heating systems at
Southside, GIAC, and Hall of Justice.
Mr. Dennis reported that an investigation of energy audit for
the Hall of Justice is underway.
Mr. Dennis reported that the figures on Seneca Street Ramp
electric usage November 1982 to November 1983 are available.

"C. Powers and Duties.
All applications for building; permits or demolition permits within
the zones designated B -1 -b, B -2 -b, C - -SU, and C -CD and all zoning
appeals within the zones designated B -lb, B -2 - -b, C -SU and C -CD shall
be referred to the Design Review Board immediately upon receipt of
such application. The Building Commissioner or the Director of
Planning and Development: shall refer such plans or proposal to the
Design Review Board for advisory recommendation or approval as
applicable in accordance with the purposes stated in # B of this
Section. In addition, any individual or group proposing construc-
tion or development anywhere within the boundaries of the City of
Ithaca may request the informal review and advisory recommendation
of the Design Review Board.
The Design Review Board shall meet within ten (10) clays of receipt
of notice of such referral or request to review such plan or proposal,
and shall within twenty (20) days of receipt of such notice make recom-
mendations on the modifications if any which it deems necessary or
desirable in conformity with above. Such review and recommenda-
tion periods may be extended by mutual agreement of the individual or
group presenting the proposal and the Design Review Board.
The Design Review Board shall provide to the Board of Planning and
Development and to the Building Commissioner a written recommendation
conce=rning the acceptability of each plan or proposal and any neces-
sary or desirable changes within twenty (20) days of receipt of a
request or referral. notice. The requi- rement for reporting?; may be
extended by agreement with the individual or group making the proposal,
but fa=ilure of the Design Review Board to act within either the twenty
(20) days or the agreed -upon extended period shall constitute approval
of the plan or proposal as submitted. Recommendations of the Design
Review Board shall not be binding upon the group or individual submit -
tint; the plan or proposal, except in the C -SU Distri-ct,but: shall. be
voluntary, unless such recommendations shall also be incorporated
into a decision of the Board of Zonin( ; Appeals in the case of an
appeal- action on such proposal. In the C -SU district, approval o;f
design must be given by the Design Review Board before a building
or de ol-iti.on permit may be issued in connection with any plan or
