PLEDGE OF ALLEGIANCE: Mayor Shaw led all present in the Pledge of Allegiance to the American flag. 243 DISMISSAL OF OUTGOING COUNCIL: Mayor Shaw excused the outgoing Council members: Clynes, Holman, Schuler, and Banfield. Mayor Shaw made comments regarding his two years in office and highlighted his accomplishynents as Mayor, and thanked. the outgoing Council members for their service to the City. OATH OF OFFICE -- MAYOR GUTENBERGER: Mayor Shaw called Mayor -Elect Gutenberger to the rostrum where he took the oath of office and was sworn in as Mayor by the City Clerk. Mayor Shaw then turned the reins of government over to Mayor Gutenberger by presenting him with the gavel, symbol of authority as Chairman of Common Council and other municipal boards; and with the badge of office symbolizing authority as head of the Police Department. Mayor Gutenberger presented former Mayor Shaw with the gavel. as a symbol of the office which he held for two years. OATH OF OFFICE--ALDERMEN-ELECT: Mayor Gutenberger called the newly elected and re-elected alder - persons to the rostrum to be sworn in to their respective offices: Robert S. Romanowski - First Susan Cummings - Second Ward James Dennis - re-elected in (40we Margaret Haine - Fourth Ward Carolyn Peterson - Fifth Ward IVa rd Third h1ard The newly elected alderpersons and Aldernujn Dennis took the oath of office and were sworn in by City Clerk Rundle, after which Mayor Gutenberger presented them with badges of office and con- gratulaed them on their election to office. Mayor Gutenberger read the. fo 1 1 nw i rig state mcnt : January 1, 1.984 First, I would like to thanl; Bill Shaw for his graciousness to me in these last few weeks of transition. T would. also ]-i.ke to thankthose of you. who are here that worked so hard. for me during the campaign and had faith in my candidacy ail through the someti-me ex.r.i_ting, sometime tiring, summer and fall. days. Finally, my thanks to the people of Ithaca who have put their trust in me to lead their City for the next two years. I pledge my utmost to work as best I can to be worthy of your trust. I have talked often during the Fast campaign of the se.YiO_js issues facing Ithaca ----developing and stabilizing the downtown economy; putting into place a development: agenda for Collegetown that will please merchants and residents; developing the Westend. in a. way that preserves the uniqueness of that neighborhood.; developing a more cooperative partnership between the City and Cornell University; improving day care provision; increasing neighborhood safety; insuring justice and equity for women and. minorities; alleviating the curses of hunger and unemployment. But this long list does not frighten me...on the contrary, what I learned as I walked door to door and talked to Itha.can.s this Fall is that there is a huge reservoir of talent and of concern for our city in the community at large. T all, optimistic that if we tap these community resources and involve more of our citizens in the public life of Ithaca we can. solve these and other problems with hard work, good will, and community spi-rit. I have tremendous respect for, and faith in., the resources and. talents in t:hi.s community, I am excited about the fu Lure of Ithaca, pessimists seldom appreciate the resourcefulness and ingenuity of citizens when given a chance to participate in the politics of a democracy. This is, we should remember, the first day of 1984. But all the predictions of George Orwell `s book about: the totalitarian future and a government of big brother, of uniformity and unhappiness have not come true. To a great extent this is because citizens in Ithaca and cities throughout the country take pride in running their own government and have an unfailing optimism about the potential for cooperative civic work leading to a better, freer, and more just ►ltllre. My sig) -its are set to the future, to cooperative problem solving in a partnership of the broadest possible participation of all - the city's diverse communities. But my sights are set to the future for )Tet another reason. tVhat some of you ma -y not know is that Ithaca is about to celebrate a special. birthday, to celebrate a historic milestone... incorporated :in 1888, Ithaca`s 100th birthday will soon be upon us. I will be appointing very short] -Y a special Ithaca Centennial Committee to recommend. how best the community can commemorate this historic occasion. In the me:aIa_time, l promise to do my very beet in. these next two years. I hope you will be proud of me and your city. And lest we forget, I hope that in the next two years we can have some fun; public life is not all. work and. strain, budgets, and task forces. There should be time for joy and occasional good laugh. I thank you all once again for your confidence in me and hope that we all have a happy and good new year. And now C.ounri_l of 1984. .... 1-et:s go 'to stork! Iti Alderman Holdsworth nominated Alderman James Dennis for the position and his nominationwaswas seconded by Alderman Hoffman. Tile motion carried. -3- January 1, 1.984 Hearing no further nominations from the floor, Mayor Gutenbergep4 5 decl,.:;-ed the nominations closed. Alderman Dennis took the oath of office and was sworn in by i=}he City Clerk. ALTERNATE ACTING MAYOR: Mayor Gutenberger entertained nominations from the floor for the positon of Alternate Acting Mayor. Alderman Dennis nominated Margaret Haine for the position of ^lternate Acting Mayor and her nomination was seconded by Alderman Schlather. The motion carried. (440e Hearing no further nominations from the floor, Mayor Gutenberger declared the nominations closed. Alderperson Haine took the oath of office and was sworn in by City Clerk Rundle. Resolution By Alderman Schlather: Seconded by Alderman Dennis RESOLVED, that this Council approves the appointment of Paul. D. Bennett to the position of Assistant City Attorney for a term of office to expire December 31, 1985. Carried Unanimously Attorney Bennett took the oath of office and was sworn in by the City Clerk Acting City Judge Mayor Gutenberger requested approval of the Council for the appoint- ment of M. John Sherman, 205 fiillview Place, to the position of Acting City Judge for a term of office to expire December 31, 1984. Resolution By Alderman lIoldsworth: Seconded by Alderman Schlather RESOLVED, that this Council approves the appointment of M. John Sherman to the position of Acting City Judge for a term of office (wW0,01 to expire December 31, 1984. Carried Unanimously Attorney Sherman took the oath of office and teas sworn in by the City Clerk. City Prosecutor Mayor Gutenberger requested approval Of the Council for the appoint - meat of Anne S. Clavel, 109 Cornell Stre,t, to the position of City Prosecutor for n term of office to expire December 31, 1985. MAYOR'S APPOINTMENTS: Corporate Counsel Mayor Gutenberger requested approval of the Council for the appoint- ment of L. Richard Stumbar, 1532 Slaterville Road, to the position O� of Corporate Counsel for a term of office to expire December 31, 1985. r' Resolution By Alderman Schlather: Seconded by Alderman Holdsworth RESOLVED,that this Council approves the appointment of L, Richard Stumbar to the position of Corporate Counsel for a term of office to expire December 31, 1985. Carried Unanimously Attorney Stumbar gook the oath of office and was sworn in by the City Clerk. Assistant City Attorney Mayor Gutenberger requested approval of the Council for the appoint- ment of Paul D. Bennett, 413 Hook Place, to the position. of Assistant City Attorney for a germ of office to expire December 31, 1985. Carried Unanimously NEW BUSINESS: tt' Charter an Ordinance Committee S-!-� Alderman Schlather reported that the planning staff has prepared a zoning ordinance which they would like a public hearing called for. A resolution calling for a public hearing in February would �j need to be passed at the Wednesday meeting of the Council, lie requested that the Charter and Ordinance Committee meet brief]), on Tuesday, January 3, 1984, at S:00 p.m. in the Common. Council. Chambers to review the proposed ordinance and prepare a resolution calling for a public hearing in February. MESSAGE TO ALDERMAN SEAN KILLEEN Mayor Gutenberger, on behalf of himself, Common Council and his many friends, wished a Happy New Year and expressed sincere wishes for a speedy recovery from his hospital confinement to Alderman Killeen. He reported that Alderman Killeen had passed on his best wishes to the Council for a happy New Year and felt quite confident that he will be j o i.niiag the group very s001-1 to take his seat on the Council. Official City Voices Song The Cayuga Chimes sang A Song of Friendship in closing, dedicating it to Mayor Gutenberger.
