INTRODUCTIONS:
Mayor Shaw introduced Margaret Clynes, Democratic aldermanic candidate
First Ward, and Bob Romanowski Republican aldermani_c candidate.Fi st
Ward, to the Council.
COMMUNICATIONS:
Agricultural and Occupational Education
Mayor Shaw referred to a .letter received by him from Richard W, Tenney
Assistant Professor, Agricultural and Occupational Education, C.U.
who is teaching a class this summer in .Adult Education /Community
Development: to a group of young teachers of agriculture. He informed
Mayor Shaw that he planned to have some of the students attend the
August 4 meeting of the Council to observe procedures and possibly
have the opportunity to visit with persons informally before or after
the meeting concerning community development.

Cayuga Chamber Orchestra
Mayor Shaw reported receiving a letter from Shirley 0, Hockett,
President, Cayuga Chamber Orchestra, expressing appreciation of the
City's action this year in contributing to the Tompkins County United
Arts Fund. The Cayuga Chamber Orchestra was one of the organizations
to receive a grant from that Fund for its operation during the coming
season.

CODQIUNICATIONS FROM THE MAYOR:
At Mayor Shaw's request, Al erman Holman introduced Kathy Cole,
Referral Coordinator for Human Services Coalition, who presented
copies of the Tompkins County Human Services. Resource Directory to
Council members. She requested that persons having the previous
year's directory return it to her so that she could insert the new
issue in the binder which is being reused.
MAYOR'S APPOINTMENTS:
BoarT of Public Works
Mayor Shaw requested approval of the Council for appointment of
John C. Gutenberger, 110 Eastwood Terrace, to the Board of Public
lVorks for a term to expire December 31, 1983, to fill the vacanc}
caused by the resignation of Clarence Cleveland,
Resolution

RESOLVED, That the Council approve the appointment of John C.
Gutenberger, 110 Eastwood Terrace, to the Board of Public Works
for a term to expire December 31, 1983.
Carried Unanimously
Alderman Schlather commented that this was a rather refreshing
appointment and that lie was impressed with the Mayor's foresight
in making the appointment which reflects a very nonpartisan approach
to this very difficult job.

CITY ATTORNEY'S REPORT:
At Alderman Hoffman'; request, City Attorney Tavelli_ informed the
Council that Cornell University had somewhat modified their request
with respect to what they want to do in the Cornell Heights neighbor-
hood. They were turned down in their request Whether they propose
any litigation with respect to that issue, Mr. Tavelli_ doesn't: know,
but he will. discuss with them how it affects their lawsuit.
Conrail
Alderman Schlather asked what progress has been made in negotiations
with Conrail; City Attorney Tavelli reported having received a letter
from Conr.ail's representative in Bethlehem, Pa., informing him that
the train will go through the city one hour earlier, but only f :lie
train going one way. He has replied to the letter, requesting, cl_a.ri-
fication.
ENERGY COMMISSION:
Doug Dyl_la, Coordinator of the Ithaca Energy Commission, presented.'an
11 -page report prepared by the Commission, "Steps Toward an. Energy
Policy," Ile briefly summarized what the Commission has accomplished
already, and the recommendations for future years.

May Shaw left the meeting at 9:25 p.m. and. Acting Mayor IV. David
Banfield chaired the remainder of the meeting.
REPORT FROM BOARD OF REPRESENTATIVES:
City Rep. Slattery reported that the Blue Ribbon Committee of the
County is currently investigating a prospective buyer for the Old
City Hospital,
Mr. Slattery reported that he is a member of the Stop DWI Committee
which meets in the Tompkins County Library, and commented. that they
would welcome input on improving their program.
Mr. Slattery noted that there is not a Council Intergovernmental.
Relations Committee, and expressed hope that one is forthcoming.
He also commented that the County Board of Representatives would. be
happy to have a representative of Common Council attend. the Board of
Representatives meetings to report items of interest to them.

Tax Law to permit municipalities to set income eligibility at any
level between three thousand and ton thousand five hundred dollars for
homeowners aged 65 and over who qualify in other respects, and

Equal Rights Amendment

WHEREAS, on June 30, 1982, the extension of the deadline for ratifi-
cation of the Equal Rights Amendment came to an end, and
WHEPRA`j; as of July 1, 1982, there are 50 Stakes who have not
ratified the Equal Rights Amendment, and
WHEREAS, the Equal Rights Amendment was reintroduced in Congress
on July 14, 1982, with numerous sponsors, :including Congressman
Matthew McHugh and Senator Patrick Moynihan;
NOW, THEREFORE, BE IT RESOLVED, That the Common Council action of
January 3, 1979, prohibiting provision of funds for attending a
convention in any State which has not ratified the Equal_ Rights
Amendment, is hereby rescinded, and
BE IT FURTHER
reaffirms its

198.1 Flood Damage Capital Project

WHEREAS, this Common Council, on December 2, 1981, authorized the
establishment of a Capital Project known as "1981 Flood Damage,''
Project No. 193, in the amount of $70,000, and
WHEREAS, this Common Council, on February 2, 1982, authorized an
additional $40,000 for the reconstruction of levees and dikes along
Fall Creek, bringing the total project authorized to $790,000, and

WHEREAS, of the $790,000 authorized, the amount of $250,000 was
specifically allocated for the reconstruction of the Tioga Street
Bridge, and
WHEREAS, the City Engineer has requested that an additional $80,000
be authorized, bringing the total allocation needed for reconstruction
of the Tioga Street Bridge to $330,0005
NOW, THEREFORE, BE IT RESOLVED, 'That this Common Council authorizes
the additional $80,000 requested for the 111981 Flood Damage,"
Project No. 193, bringing the total project authorized to $870,000,
contingent: upon the Board of Public Works awarding the contract: to
Chemung Contractors of Elmira, as per their bid of July 22, 1.982, and
BE IT FURTHER RESOLVED, That financing for the additional 880,000
be as Follows:
From Capital Reserve #4 - Bridges $30,000
From Bond Anticipation Notes $50,000

HUMAN SERVICES COMMITTEE:
Identification Card System
X-1derman Banfield reported having attended a joint meeting with
police commissioners a couple of weeks previous, to which all bar,
restaurant and tavern owners were invited to discuss implementation
of the card identification system. Although there was not a great
attendance by a number of the beverage distributors, there was a
lot of interest of those who were there. The committee compiled a

list of people who sell both on- premise and off- premise alcoholic
beverages and are in the process of notifying them of the intent to
honor only the photo T.D. systems; J_ e, e; , Ithaca CoIJ_ege Identification
Card, Cornell University Identification. Card and Sheriff's Department
Identification Card. The committee will be seeking fund.in.g or donation
of posters advertising this and will be sending letters again to those
people dispensing alcoholic beverages informing them of th.e intention
to have honored only the aforementioned cards.

CIRCLE GREENWAY COMMITTEE:
Alderman Clynes reported that eight large bags of litter anal. garbage
have been collected and hauled out of Six -Mile gorge at van Natta's
Dam. This reflects greater use of the area this summer; the trails
are not bad, but the parking lot is being used for beer parties.
Tvio exploration walks are being planned on the south side of Six-Mile
aLove Van Natta's to see the old park area and some of the effects
of development on the gorge rim. This is a. spectacularly beautiful
wild area only three blocks from downtown. If any Council person
u,ishes a guided tour, he may call Elizabeth Mulholland.
A special issue of the Circumnavigator featuring "Downtown" is
being prepared for mid- September. In connection with it there will
be a tour of some of the Unusual businesses and studios on the Commons'
second floors.

Alderman Holman suggested that the Human Services Committee consider
possibilities for inclusion in the 1983 Work Plan for the Coalition.
ITHACA URBAN RENEWAL AGENCY:
Alderman Dennis reported on the Agency having met with en; ho ever
Developers to review qualifications. No action was taken; h.o�aevers
the next meeting will be on August 17 with the developers, and hope-
fully by the end of August the Agency will be ready to make recom-
mendation.

WHEREAS, the Tompkins.County, Chamber of Commerce has recently been.
designated an accredited Chamber. of Commerce by the U.S. Chamber of
Commerce, and
WHEREAS, such accreditation has been bestowed on twelve of three
hundred Chamber of Commerce organizations in, the State of New York
and only four hundred and seventy -three organizations within the
entire United States, an d
WIIEREAS, said accreditation is awarded for "effective marshalling and
organization of the communities voluntary business leadership; for
objective evaluation of needs and the responsible planning necessary
to community betterment in all their many phases; and for. produce -live-
and continuing action to promote and strengthen the principles of
free - enterprise and community self-reliance," and
WHEREAS, this accreditation reflects highly on the entire community
and its mutual support for our Chamber of Commerce and its service:
