RESOLVED, That the Minutes of the October 22, 1981 meeting be approved
as recorded by the Clerk.

Alderman Gutenberger requested that the agenda items of the Budget
and Administration Committee be added to the agenda.
No Council person objected.
PETITIONS AND HEARINGS BEFORE COUNCIL:
Alderman Guten erger presented the following statement to the Council:
"To Mayor Bordoni and Members of Common Council:
It is fitting that we meet at the new Center Ithaca tonight. An era
has ended and a new challenging and exciting era is beginning. The
'hole in the ground' has been filled, 'Downtown is alive,' our buses
are running on schedule, and the sun was shining in Ithaca, New York
on November 4th, 1981.
The 1970s are over, but they certainly will never be forgotten.
The floods, the Collegetown riots, the failed downtown projects, the
school closings and the hundreds of other problems that we faced
together are but mere detours on the road to success. And what a
successful road it Jas!
To Ed Conley, Ray Bordoni, Nancy Meyer, Rudy Saccucci, Don Slattery,
• Dick Boronkay, Elva Holman, Jim Dennis, Nancy Schuler, Ethel Nichols,
Buzzy Boothroyd and Dave Banfield-- Congratulations for a ob well done.
You were part of a unique period in the history ot I—tfi-aca, New Yoram
Your accomplishments are real- -they can be seen and they can be touched.
To each and every one of you I say, walk with pride in our community
with your heads held high because you together played such a major
role in making Ithaca, New York that very special place.
I know none of you will ever forget what we have been through together
while we were working together. It felt like it took forever to do
what had to be done, but it now seems to have been such a short, short
time. The budgets, boo -boos, bitching, and beers brought us closer
together than any other Common Council in the history of this great
city.

We have revitilized this community through our abilities, concern,
dedication and our sweat. But we have also been very selfish.
We have been selfish because we have given the new Mayor and the new
common council a very tough act to follow.
To Bill Shaw, Ray Schlather, Bill Myers, Elva Holman, Bob Holdsworth,
Jim Dennis, Nancy Schuler, Sean Killeen, Dan Hoffman, and Dave Banfield --
I speak to you individually and collectively,
You have seen a common council that set aside party affiliations,
rolled up their sleeves and worked together for the betterment of
entire community.

In a very short time, we will be handing to you the awesome responsi-
bility of directing, managing and listening to one of the finest cities
in the United States. I ask, I challenge, I demand that each and
everyone of you to improve on our record.
When you look back on your record, I hope you will have as much pride
as I have tonight. Your responsibility is now to make one of the
finest cities in the United States the finest city in the United States.
You can do it - -you must do it - -and I am confident you will do it."
Extension of Commons Advisory Board Authority
Janet Hanna, R.D.2 Aiarathon, N.Y., spoke against extending the
Commons Advisory Board's authority beyond the Commons, She presented
a petition, containing 272 signatures, requesting the Council not to
extend the Board's authority to the eight blocks surrounding the
present Commons.

REPORT OF STORM DAMAGE:
Supt. of Public Wor s Kinsella reported on the damage in the city as
a result of the recent heavy rainstorm. fie said the damage is estimated
in the neighborhood of $1 million. Gov. Carey declared Tompkins County
a disaster area, and the Tompkins Comity Fire and Disaster Coordinator
is working with the city and other localities in preparing reports for
submission to the federal government so that we may hopefully receive®
funds to help in the repair of the damage.
City Engineer Cox reported on the following items of damage and what
is being done about the major problems: a raw water line which was
undermined, clearing of silt, broken connection to Bolton Point system,
survey work to determine extent of silt damage, N. Tioga Street bridge,
6 -mile creek retaining wall, dikes in Fall Creek and a sewer which is
out of service. He answered questions of the aldermen.

Alderman Nichols reported that the Tompkins County Fire and Disaster
Coordinator's office has direct communication with the Conrail
dispatcher and can stop the trains when an emergency exists.

WHEREAS, the City of Ithaca is about to submit an application for
continuation of the Youth Bureau project to the New York State Division
for Youth for its approval, and, if approved, to apply subsequently
to the State of New York for partial reimbursement of funds expended
on said project as provided by Chapter S56 of the Laws of 1945, as
amended;
NOW, THEREFORE, BE IT RESOLVED, That such application is in all
respects approved and Raymond Bordoni, Mayor, is hereby directed
and authorized to duly execute and submit said application to the
New York State Division for Youth for its approval, and
BE IT FURTHER RESOLVED, That this resolution shall take effect
January 1, 1982.

authorized and directed to execute an Agreement with the Town of
Ithaca for Youth Bureau services for the year 1982, for an agreed
amount of $58,207.

Aplroval of Agreement -- Village of Lansing

RESOLVED, That the Mayor and City Clerk be, and they are hereby
authorized and directed to execute an Agreement with the Village of
Lansing for Youth Bureau services, for the year 1982, for an agreed
amount of $3,000.

Incremental Adjustments for Certain Employees

WHEREAS, the Personnel Board for the City of Ithaca convened as the
Salary Incremental Adjustment Board on October 26, 1981, and
WHEREAS, said Board received and considered the records and recommend
tions of Personnel recommended by their department heads for a salary
incremental adjustment, and
WHEREAS, after due deliberation, the Salary Incremental Adjustment
Board (S.I.A.B.) recommended to the Budget and Administration Committee
of the Common Council three (3) employees who they believed to be the
most qualified and deserving of those recommended for a salary incre-
mental adjustment, and
WHEREAS, after reviewing the recommendations, the Budget and Admini-
stration Committee recommended that the City of Ithaca Personnel Board
(S.I.A.B.) results be approved;
NOW, THEREFORE, BE IT RESOLVED, That salary incremental increases be
approved to adjust the salary of each of the following employees, as
follows:
Bernard Carpenter to $20,575
Callista F. Paolangeli to 14,495
Elwood Hulbert to $5.80 per hour
and
BE IT FURTHER RESOLVED, That the City Controller be directed to make
these increases effective November 9, 1981, and the Personnel Admini
strator be directed to notify the department heads of these decisions

Agreement -- Ithaca Communit Develo ment Agency

RESOLVED, That the Mayor and City Clerk be, and they are, hereby
authorized and directed to execute an Agreement with the Ithaca
Community Development Agency for Code Prosecution and Compliance
services to be provided by the City's legal department.

`Youth Bureau Promotion

WHEREAS, the Youth Bureau has reviewed and updated the job description
of the position of Account Clerk, and
WHEREAS, the Civil Service Commission has reviewed and approved the
position duty statement concerning the expanded duties of Account
Clerk to be appropriate for the title of Senior Account Clerk, and
WHEREAS, Joan Schrauth, the incumbent Account Clerk, has passed the
required Civil Service testing and is qualified to fill the position
of Senior Account Clerk;
NOW, THEREFORE, BE IT RESOLVED, That the position of Account Clerk
in the Youth Bureau be designated as Senior Account Clerk, and
BE IT FURTHER RESOLVED, That Joan Schrauth be promoted to the title
of Senior Account Clerk, with an annual salary of $8,296, to be
effective October 12, 1981.

INTERGOVERNMENTAL RELATIONS COMMITTEE;
Alderman Slattery reported that the approved Fire Contract
Town of Ithaca is now in the hands of the City Attorney for
finalization.
SPE.CIAI. COMMITTEES:
Human Services Coalition
Alderman Holman reported that the work plan from the city to
Coalition is due November 15, 1981. The housing Task Force which
grew out of a coalition seminar, has identified emergency housing,
both short -term and long -term, as a priority need in the county.
UNFINISHED AND MISCELLANEOUS BUSINESS:

Alderman Dennis reported that the Community Development Agency has
appointed Glen Goldman Community Development A.dmini.strator to replace
Jasmine Lim who resigned. --
