Mayor Bordoni requested all present to remain standing for a moment of
silent prayer in memory of Dr. Langford Baker and D. Boardman Lee,
Memorial Resolution for Dr. Langford F. Baker

WHEREAS, Dr. Langford F. Baker served the community in mangy= medical
and emergency medical capacities and was at the time of his death
involved with many civic functions and each position he filled with
(Woo" dedication and exceptional competence by virtue of his medical
background, and
WHEREAS, Dr. Baker was unselfishly hind and generous in sharing his
knowledge and experience in the medical profession with community
organizations in need of help in pursuing civic goals, and.
WHEREAS, Dr. Baker brought to every gathering he attended unique
gifts of insight, courtesy, and cheerfulness;
NOW, THEREFORE, BE IT RESOLVED, That the Common Council expresses to
the family of Dr. Baker its sorrow at the loss of this fine human
being and community leader, and
BE IT FURTHER RESOLVED, That this resolution be spread upon the

capacities and was at the time of his death the City Historian, a post
he filled with dedication and exceptional competence by virtue of his

his knowledge and experience in the legal profession with city organiza-
tions in need of help in pur-suing civic coals, and

SPECIAL ORDER OF BUSINESS:
Hostages in Iran

WHEREAS, for almost fifteen months about fifty American citizens who
have not been convicted of any crime have been deprived of their
liberty by the government of Iran in defiance of international law and
world opinion, and
WHEREAS, the Mayor and the Common Council of Ithaca, New York, on
January 1, 1980, called upon the religious and political. leaders of
Iran to free the hostages so that families and friends could be.
reunited, and
WHEREAS, on January 1, 1981, the American Hostages remain i.n the
custody of the Iranian government while negotiations concerning -legal.
claims of individuals and corporations against both Iran and the
United States of America continue;
NOW, THEREFORE, I, Raymond J. Bordoni., Mayor of the City of Ithaca,
New York, on behalf of the Common Council and the citizens of this
City, do call upon the elected leaders of the government of Iran to
observe the principles of international law concerning the taking and
holding of civilian prisoners, and

Alderman Saccucci asked the City Controller for the amount of surplus
from the various accounts at the end of 1980. Mr. Spano reported that
the books have not yet been closed, and said that he would have an
answer for Mr. Saccucci at the next meeting of the Council..
COMMUN I CATIONS:
Appointment of Superintendent of Public Works
For information of the Council, Mayor Bordoni reported the following
resolution which was passed by the Board of Public Works at its
meeting earlier in the day, and asked confirmation of the appointment
by the Common Council.
"RESOLVED, That Leo B. }Iarford be appointed provisionally to the
position of Superintendent of Public Works of the City of Ithaca,
effective March 1, 1981, at an annual salary of $31,300, and
IT IS FURTHER RESOLVED, That the Civil Service Commission examine the
qualifications of Mr. Harford, and should it be necessary, schedule a
Civil Service examination for the position, and
IT IS FURTHLI: RESOLVED, That upon permanent appointment to the position,
Mr. Harford's salary be increased to $34,000."

Mayor Bordoni entertained nominations from the floor for the position
of Acting Mayor. Alderman Gutenberger nominated Alderman Donald J.

Nichols. Alderman Boronkay nominated Alderman Rudolph M. Saccucci for
the position; his nomination was seconded by Alderman Holman.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ITHACA APPROVING A
FEDERAL -AID PRIMARY, SECONDARY AND /OR URBAN SYSTEM PROJECT AND /OR
FEDERAL -AID HIGHWAY SAFETY PROJECT ADMINISTERED BY THE NEW YORK STATE
DEPARTMENT OF TRANSPORTATION AND AUTHORIZING THE MUNICIPALITY TO
CONTRIBUTE THE LOCAL SHARE IN THE COST OF PRELIMINARY ENGINEERING AND
RIGHT -OF -WAY INCIDENTAL WORK FOR SUCH PROJECT AND ANTICIPATING A FURTI
RESOLUTION WHICH WOULD AUTHORIZE TIIE MUNICIPALITY TO PARTICIPATE IN TI
NON- FEDERAL.SHARE OF THE COST OF CONSTRUC'T'ION OF SUCH PROJECT AND
AUTHORIZING THE MAYOR OF THE CITY OF ITHACA TO EXECUTE AN AGREEMENT ON
BEHALF OF THE MUNICIPALITY WITH THE NEW YORK STATE DEPARTMENT OF
TRANSPORTATION FOR THE PERFORMANCE OF THE WORK OF SUCH PROJECT AND FOR
THE PARTICIPATION BY THE MUNICIPALITY IN THE NON- FEDERAL SHARE OF THE

WHEREAS, a Project for the Rehabilitation of Bridge No. 2210420 carry-
ing South Albany Street over Six mile Creek, P.I..N, 3750.63 handed under
the Federal- --Aid Primary, Secondary and /or Urban System Program and /or
Federal -Aid. Highway Safety Program as provided for by Sections 103, 105,
106, 109, 117 and 120 and /or Section 130, 13S, 144, 151, 152, 1S3 and
219 of Title 23 U.S. Code calls for the apportionment of costs for the
program to be borne at the ratio of 80% Federal funds and 201 State or
local funds; and
WHEREAS, the City of Ithaca desires to advance the project which is not
or portions of which are not on the State Highway System by authorizing
the Municipality to participate in a share of the cost of preliminary
engineering and /or right -of -way incidental work, including final desip-
of the project or portions of the project not on the State Highway
System.
NOW, THEREFORE, the City Council - City of Ithaca., duly convened does
hereby
RESOLVE, That it be understood that this statement in no way diminishes
the City of Ithaca's rights under present procedures to review and
comment on specific stages of the project; and it is further
RESOLVED, That it is understood that the City of Ithaca shall provide
2So of the non - Federal share of the cost of construction of the subject
project or portions of the subject project that are not on the State
Highway System, estimated to be $15,000, before such construction can
be authorized; and it is further
RESOLVED, That the City Council - City of Ithaca hereby authorizes the
City of Ithaca to participate in the cost of preliminary engineering,
including final design of the subject project or portions of the
subject project that are not on the State Highway System, and /or in the
costs of right -of -way incidental work by-providing the local share of
the cost.; and it is further
RESOLVED, That this Authorization shall commit the City of Ithaca to
an amount not to exceed $1,500.00 for the local share of the pre-
liminary engineering including final design of the project and /or for
the right -of -way incidental work; and it is further
RESOLVED, That the Mayor of the City of Ithaca be and is hereby
authorized to execute all necessary agreements on behalf of the Cite
of Ithaca with the New York State Department of Transportation approvtn,�
o! the above subject project and providing for the ,'Municipality's
participation (Sa) in the cost of the local share of the subject project,
at a total cost for design, right -of -way acquisition, and construction
not to exceed $330,000.

PLANNING AND DEVELOPMENT COMMITTEE:
Collegetown improvement I %roject

BE IT RESOLVED, That the Budget and Administration and PI- anning and
Development Committees recommend that the Common Council endorse the
concept of a cooperative action by Cornell University and the City
of Ithaca in the possible redevelopment of Collegetown, and
BE IT FURTHER RESOLVED, That Budget and Administration and Planning
and Development Committee recommend that the Common Council- authorize
the expenditure of up to $15000 from the existing Capital Project
budget line for Collegetown (Capital Project Account No. 149) for
development services to be provided by The American City Corporation,
representing fifty percent of total Phase One services, with an equal
amount to be paid by Cornell University, and
BE IT FURTHER RESOLVED, That City staff is hereby authorized to
finalize contractual agreements with Cornell University and The
American City Corporation, and
y) BE IT FURTHER RESOLVED, That the Mayor is hereby authorized. to enter
Al into said agreements necessary to retain the services of The American
qj City Corporation on an equal cost basis with Cornell University, upon
the recommendation of the City Attorney and Director of Planning and.
Development.

Proposed YMCA Building on Present Youth Bureau Site
By Alderman Nichols: Seconded by Alderman Slattery
WHEREAS) a convenient location for the YMCA is in the interest of
the greater Ithaca community, and
WHEREAS, the possibility exists for a joint venture between the Ci -ty,
Town of Ithaca and YMCA to provide coordinated recreational programs
to the community involving the Ithaca Youth. Bureau and YMCA, and
WHEREAS, the so- called Tin Can site near Stewart Park is a favorable
location for a YMCA facility or a joint YMCA /Youth Bureau facility to
carry out these programs;
NOW, THEREFORE, BE IT RESOLVED, That the Budget and Administration
Committee and the Planning and Development Committee authorize Depart-
ment of Planning and Development staff, in conjunction wi -th the Finance
Department, the City Attorney and the Youth Bureau, to develop and
negotiate an agreement among the City, Town of Ithaca and YMCA. The
terms will be subject to review and approval by the Youth Bureau Board,
Board of Public Works, Common Council, Town of Ithaca and the City
Attorney, and
BE IT FURTHER RESOLVED, That Planning and Development staff continue
to explore alternatives to continuing the Youth Bureau on the Tin Can
Site.

Al rnian Nichols reporc that -there is a great deal of interest in
the community in recycling solid waste. Her committee will meet during
the month of January to select and recruit members for the task force
for this study. Graduate students will be provided by.Prof. Edward
Flash and also Environmental Conservation to work on the study.

Route 96

WHEREAS, for reasons of public safety, access of emergency vehicles to
West Mill and Tompkins County Hospital must be improved, a.n(I
WHEREAS, a solution for the problems of traffic congestion at the
Octopus intersection is greatly needed, and
WHEREAS, improved access to Cass Park i.s highly desirable, and
111HEREAS, it is important to minimize the disruption of Ithaca's natura
and human environment, and
WHEREAS, it is in the interest of all taxpayers to reduce the costs of
this project wherever practical;
NOW, 'THEREFORE, BE IT RESOLVED, That the Common Council accepts the
proposed phasing of the Route 96 project, and
BE IT FURTHER RESOLVED, That the New York State Depa.rtment of Trans-
portation is requested to schedule a series of working meetings in-
volving the department, its design consultant, and City of Tt:haca
officials and staff jointly, in detailed design of the alternatives,
including modifications suggested. These modifications are understood
to be what has become known as the "short: route" which bypasses lower
Cliff Street, and reconnects to Route 96 :i.n the vicinity Of the city
line. Such work sessions are to be held at mutually acceptable times
and locations, and
BE IT FURTHER RESOLVED, That the New York State Department of Trans-
portation is also requested to perform an. analysis of the impacts of
traffic to and from the new Route 90 upon the residential a.nd commerci -l"t
areas around and beyond the project's eastern terminus.

of Tompkuns County, for the year 1981, in an amount not. to exceed.
$6,116, for the furnishing of Human services Planning and Coordina-
tion.

Citizens' Council, Inc., for the year 1981, in an amount not to
exceed $16,000, to provide recreational programs for the elderly.

Tompkins County Trust Company Agreement

RESOLVED, That the Mayor and City Clerk are hereby authorized and
directed to execute a contract with the Tompkins County Trust. Company,
for the year 1981, to provide data processing services a.s required.

CHARTER AND ORDINANCE COMMITTEE:
Alderman Slattery reported that the committee is in receipt of some
revisions which will be coming before the Common Council in February
in relation to amendment to the Zoning and Sign Ordinances. lie said
there are some other matters of old business and one item of new
business received that evening relative to odd -even parking.
Alderman Slattery also announced he had received a letter from City
Attorney Shapiro in regard to a seminar dealing with noise which will
be held in Binghamton January 12 thru 14, 1981. Anyone interested
may get further details from Alderman Slattery.
INTERGOVERNMENTAL RELATIONS COMMITTEE:
Sewage Treatment Facility
Alderman Slattery reported that Mayor Bordoni is setting up a meetinT
regarding the new sewage treatment facility with Noel Desch sometime
in January. Ile expressed the hope that all of the Council will
attend the meeting.

NEW BUSINESS:
Belle Sherman Parent Teacher Association
Alderman Gutenberger reported that the Belle Sherman Parent- Teacher
Association will be holding an open meeting on Thursday night relative
to the proposed closing of school. Mayor Bordoni asked that all.
aldermen who find it possible, attend the meeting on behalf of the
city.
Chamber of Commerce
By Alderman Dennis: Seconded by Alderman Boothroyd
RESOLVED, That the question of advertising, brochures, and. other
services formerly performed by the Tompkins County Chamber of Commerce
be referred to the Planning and Development for consideration and
recommendation.

Budget Cycle
Alderman Slattery expressed the hope that the Intergovernmental
Relations and Budget and Administration Committees and staff work on
streamlining the budget cycle in the coming year.
