Carried Unanimously ADDITIONS TO THE AGENDA: Budget aA A ministration Committee Alderman Gutenberger reo,uested the addition of one item (H Amendment to Authorized Equipment List) to the agenda. (6w� No Council member objected. Special Resolution Alderman Holman requested the addition of one item (Ithaca College Football Team) to the agenda. No Council member objected. Conservation Advisory Council Alderman Holman requested rfie addition of one item (Recycling) to the agenda. No Council member objected. PETITIONS AND HEARINGS OF PERSONS BEFORE THE COUNCIL: Recycling Io D Dan Ian, 607 N. Tioga Street, Director of Community Self - Reliance Center, spoke to the Council on the subject of recycling, and endorsed the Recycling resolution prepared by the Environmental- Commission. Designation of historic District Penny Dolan, Coordinator of--Ithaca Landmarks Preservation Commission, spoke in favor of designation of the west side of the 100 block of (4moe North Cayuga Street as Clinton Block Historic District. Miss Dolan circulated some photographs of the block. They expect to bring a recommendation to the Council in the near f Lit 11r;: . 172 -2- December 3, 1980 BUDGET AND ADMINISTR .TION COJIMMITTEE: Finance Department Promotions By Alderman Gutenberger Seconded by Alderman Saccucci.. WHEREAS, the Finance Department has reviewed and updated the job description of two (2) Senior Clerk positions, and WHEREAS, the Civil Service Commission has reviewed and approved the position duty statement concerning the expanded duties of these Senior Clerks to be appropriate for the title of Senior Account Clerks, and WHEREAS, Roxie Hubbard and Harriett McCracken have Massed the required Civil. Service testing and are gttalifi_ed to fill the posi:tiol of Senior Account Clerk; NOW, THEREFORE, BE IT RESOLVED, That two (2) Senior Clerk positions in the Finance Department be redesignated as Senior Account Clerks, and BE IT FURTHER RESOLVED, That Roxie Hubbard be promoted to the title of Senior Account Clerk with an annual salary of $10,014 and Harriett McCracken be promoted to the title of Senior Account Clerk with an annual salary of $9,629, to be effective December 1, 7.980. Carried Unanimously Finance Department Appointment By Alderman Gutenberger: Seconded by Alderman Saccucci, RESOLVED, That Connie Nelson be appointed to the position of Account Clerk in the Finance Department at an annual salary of $7,195, being Step 2, on the CSEA - Administrative Union Compensation Plan, subject to the usual probationary period, effective December 1, 1980. Carried Unanimously Final Audit for 1980 By Alderman Gutenberger: Seconded by Alderman Saccucci, RESOLVED, That the Budget and Administration Committee and City Controller be empowered to approve and audit for payment, any final bills for 1980 as may require such action. Carried Unanimously Amendment to Authorized Equipment List By Alderman Gutenberger: Seconnde- by Alderman Holman RESOLVED, That the 1980 Authorized Equipment List for the Department of Public Works be amended to include the addition of two (2) walkie- talkies at a total cost not to exceed $1,500 as requested by BPW Action November 12, 1980. No additional appropriation is required. Discussion followed on the floor. A vote on the resolution resulted as follows: Carried Unanimously Audit I3), Alderman Gutenberger; Seconded by Alderman Saccucci RESOLVED, That the bills audited and approved by the Budget and Administration Committee, in the total amount of $11,955.48, as listed on Audit Abstract #22/1980, be approved for payment. Carried Unanimously 11ol ice and Fire Retirement Plan By Alderman Gutenberger: Seconded by Alderman Saccucci WHEREAS, the State of New York has passed legislation to authorize reopening certain special retirement plans to allow certain fire- fighters and /or police officers to elect to be covered by a plan previously made available which he /she was eligible to elect: but Failed to do se through no fault of their own, and WHEREAS, research has indicated that one firefighter is currently in the wrong retirement plan and lie has requested to elect the special 20 -year plan 384 -d, previously offered for which through no fault of I 01%131 lie was not assigned; -3- December 3, 198p NOW, THEREFORE, BE IT RESOLVED, That the Common Council does hereby approve that an advance payment of $1,808.00 be appropriated and paid prior to the end of the City of Ithaca's fiscal year for the purpose of correcting this mistake and an Affadavit of Chief Fiscal Officer be completed by the City Controller as necessary and submitted as required by the State of New York for approval prior to December 31, 1980. Carried Unanimously Overtime Pay for Fire Lieutenants By Alderman Gutenberger: Seconded by Alderman Slattery WHEREAS, the City of Ithaca required certain Dian agement /Alid Management and First Line Supervisors to attend a training seminar on Affirmative Action, and WIIEREAS, certain Fire Lieutenants were required to attend on their otherwise off -duty days; and WHEREAS, their Collective Bargaining Agreement authorizes compensation for time spent in official City business on their otherwise off -duty time; J) THEREFORE, BE IT RESOLVED, That those Fire Lieutenants who attended ".� the Affirmative Action Seminar on the 23rd and 24th of October 1980, L.� during time which would have otherwise been their off -duty time, be j' compensated with overtime pay for those days which amounts to approxi- mately $430.00, and BE IT FURTHER RESOLVED, That this action is not considered to be a precedent in the area of overtime pay for required and necessary training. Carried Unanimously Amendment to Authorized Equipment List By Alderman Gutenberger: Seconded by Alderman Slattery RESOLVED, That the 1980 Authorized Equipment List for the Planning Department be amended to include the addition of two (2) legal size file cabinets at a total cost not to exceed $300, these files to be used for the storage of Urban Renewal material. No additional appropriation is required. Discussion followed on the floor. A vote on the resolution resulted as follows: Carried Unanimously CHARTER AND ORDINANCE COMMITTEE: Designation of west side of 100 -block of North Cayuga Street as Clinton Block Historic District, requested by the Ithaca Landmarks Preservation Commission By Alderman Slattery: Seconded by Alderman Schuler IVHEREAS, the Ithaca Landmarks Preservation Commission has formally voted to designate the buildings at 102 -106 West State Street, 106- 114 North Cayuga Street, and 116 North Cayuga Street as the Clinton Block Historic Distract of the City of Ithaca, and WIIEREAS, 'rile designation was made after a duly advertised public hearing in compliance with the procedure established in Chapter 32 entitled "Landmarks Preservation" of the City of Ithaca Municipal Code, and WHEREAS, the owners of the properties involved are eager for the historic designation to be completed, and WHEREAS, the Board of Planning and Development unanimously approved the designation of the proposed Clinton Mock historic District at its meeting of October 28, 1.980, and WHEREAS, the C.larter and Ordinance; Committee has considered such designation and has recommended the approval of such designation to the C01111110n Council; 174 -4- December 3, 1980 NON, THEREFORE, BE IT RESOLVED, That the Common Council does hereby approve the designation of the proposed Clinton Block Historic District as a historic district as defined by the City of Ithaca Code Section 32.3, subdivision 3. Discussion followed on the floor. A vote on the resolution resulted as follows: Carried Unanimously PLANNING AND DEVELOPMENT COMMIT_TEE_: Route 96 Alderman Nichols announced that an informational meeting concerning most recent Route 96 alternatives will be held on December 1.0, 1980, at 7:30 p.m. in the Common Council Chambers. Application for funding to gather neighborhood census data By Alderman Nichols: Seconded by Alderman Schuler WHEREAS, the Bureau of the Census has recently developed a. new program entitled the Neighborhood Statistics Program, and WHEREAS) this program is designed to assist jurisdictions that: have subareas by providing to local officials and neighborhood representa- tives basic demographic, social and economic data by neighborhood., and I'v`IIEREAS, the Community Development Agency realized the need in determining socio- economic characteristics of the population residing in each area, to gauge the possible qualification of an area for participation in Federal programs (e.g. CDBG), and to formulate programs needed by neighborhood residents; NOW, THEREFORE, BE IT RESOLVED, That the Mayor and Common Council realize the need for statistical information organized by neighborhood, and officially recognize the neighborhoods in the Municipality for program development; and BE IT FURTHER RESOLVED, That the Common Council requests the Mayor, during the month of December 1980, to write to the Bureau of the Census requesting participation in the Neighborhood Statistics Program. Carried Unanimously Route 96 Mayor Bordoni commented on Route 96 and urged all councilmen to attend the informational meeting on December 10 at 7:30 p.m. CONSERVATION ADVISORY COUNCIL: Re- cycling Resolution of Environmental Commission By Alderman Schuler: Seconded by Alderman Dennis RESOLVED, That we recommend that the Mayor and Common Council appoint . a committee of community representatives (see appendix) to develop a comprehensive recycling plan for the City of Ithaca. This plan to include a feasibility of source separation of glass, paper, and aluminum; a market study; formulation of a public educational plan; investigation of methods of funding; connection of City's recycling program with the proposed county solid waste burning facility; a cost/ benefit analysis; and the feasibility of an ordinance requiring separa- tion of waste at its source. Some staff time will be needed from the Department of Planning and Development and the Department. of Public Works. Referral Resolution By Alderman Gutenberger: Seconded by Alderman Boothroyd RESOLVED, the re- cycling resolution of the Environmental. Commission be referred to the Planning and Development Committee for recomn►enda- tion back to the Council. Alderman Holman also reported that the Planning Committee of the Human Services Coalition, in cooperation with some Cornell staff members, will be meeting together to develop demographic information based on the recent census information that will be useful to all entities in the county and the city. NEW BUSINESS: Ithaca College Bombers By Alderman Holman: Seconded by Alderman Boothroyd WHEREAS, the Ithaca College Football Team has again brought national recognition to the name of our city, WHEREAS, the Bombers continue to conduct themselves as true champions, WHEREAS, the Bombers will defend their Division III National Champion- ship in Phenix City on Saturday, December 6, WHEREAS, the Bombers are reported to have the longest collegiate winning record; RESOLVED, That this Common Council on behalf of the community, wishes for the team and coaching staff a good game on Saturday, and a continuation of their winning ways, and that win or lose- -they are champion representatives for the City of Ithaca; BE IT FURTHER RESOLVED, That this resolution be spread upon the minutes and a certified copy be conveyed to the team. Carried Unanimously Jogging Area Alderman Saccucci suggested that, in order to protect both joggers and motorists, Common Council designate an area within the city ex- clusively for the joggers. Discussion followed on the floor.
