p, Jasmine Lim showed a slide presentation of the Community Development Block Grant
Program which is administered by the Department of Housing and Urban Development
1, with the primary objective of providing decent housing, a suitable living environ-
ment and expanding economic opportunities for persons of low and moderate income.
The local government is responsible for submitting an application that describes a
comprehensive community development strategy or plan. In cities of less than
50,000 a pre - application is required. These communities must compete for funds.
Applicants are required to hold several types of public hearings.
The Community Development Block Grant Program is the responsibility of the Office
of Community Planning and Development, a division of HUD, which has central,
regional and area offices.
The City of Ithaca is no longer eligible for entitlement funds because it has a
population of less than 50,000; therefore, it must apply under the Small Cities
Program which is a competitive program.
Ms. Lim presented a Summary of Rating System for Small Cities.
The pre - application must be submitted by December 1, 1980. If it is approved,
then HUD will ask for an application. The program is expected to start in July or
August of 1981. The amount of funding would be $1,000,000 per year for three years
or a total of $3,000,000.
