HomeMy WebLinkAboutMN-CC-1980-11-24Special Meeting COMMON COUNCIL PROCEEDINGS CITY OF ITHACA, NEW YORK 7:30 P.M. 1(1{ November 24, 1980 PRESENT: Mayor - Bordoni Aldermen (10) - Banfield, Boothroyd, Boronkay, Dennis, Gutenberger, Holman, Nichols, Saccucci, Schuler, Slattery (two," OTHERS PRESENT: IURA- Community Development - Stein Director, Planning & Development - Van Cort Housing Specialist - Evans Coordinator, Community Development Program - Lim Community Advisory Committee members - Wilcox, Klinge Tompkins County Arts Council - Fisher Economic Opportunity Corporation - Cristella City Clerk - Rundle -., SPECIAL ORDER OF BUSINESS: Public Hearing -- Review and Approval of the Pre - application for 1981 -1984 Small Cities Funds p, Jasmine Lim showed a slide presentation of the Community Development Block Grant Program which is administered by the Department of Housing and Urban Development 1, with the primary objective of providing decent housing, a suitable living environ- ment and expanding economic opportunities for persons of low and moderate income. The local government is responsible for submitting an application that describes a comprehensive community development strategy or plan. In cities of less than 50,000 a pre - application is required. These communities must compete for funds. Applicants are required to hold several types of public hearings. The Community Development Block Grant Program is the responsibility of the Office of Community Planning and Development, a division of HUD, which has central, regional and area offices. The City of Ithaca is no longer eligible for entitlement funds because it has a population of less than 50,000; therefore, it must apply under the Small Cities Program which is a competitive program. Ms. Lim presented a Summary of Rating System for Small Cities. The pre - application must be submitted by December 1, 1980. If it is approved, then HUD will ask for an application. The program is expected to start in July or August of 1981. The amount of funding would be $1,000,000 per year for three years or a total of $3,000,000. Housing Specialist Evans described the activities at the meetings held by the Community Advisory Committee, leading up to the pre - application. She presented a list of the committee members. Peter Klinge, Chairman, Community Advisory Committee, presented the IURA /CDA Recommendations. Discussion followed on the floor.. Alderman Boothroyd left the meeting at 8:35 p.m. Resolution to Open Public He By Alderman Slattery: Seconded by Alderman Schuler RESOLVED, That the Public hearing regarding review and approval of the pre - application for 1981 -1.984 Small Cities Funds be opened. Carried Unanimously Special Meeting COMMON COUNCIL PROCEEDINGS November 24, 1980 Stuart Stein, IURA member, expressed the opinion that funds for the zoning /land use study should be appropriated by the Common Council, and not taken from Small Cities funds. Beth Prentice, Ithaca Neighborhood Housing Services, urged support of continued funding of revitalization of Southside /Northside communities. Resolution to Close Public Hearing By Alderman Gutenberger: Seconded by Alderman Schuler RESOLVED, That the Public Hearing regarding review and approval of the pre - application for 1981 -1984 Small Cities Funds be closed. Carried Community Arts By Alderman Gutenberger: Seconded by Alderman Dennis RESOLVED, That the Community Arts Line in the amount of $65,000 be removed from the program. Discussion followed on the floor. A vote on the resolution resulted as follows: Ayes (3) - Gutenberger, Banfield, Boronkay Nays (6) - Slattery, Schuler, Saccucci, Nichols, Holman, Dennis Absent (1) - Boothroyd Motion Defeated Resolution By Alderman Gutenberger: Seconded by Alderman Holman RESOLVED, That the Community Arts Program is approved, incorporating the change of increasing the first year to $25,000 and decreasing the third year to $15,000. Carried Resolution By Alderman Nichols: Seconded by Alderman Holman WHEREAS, there is a need to continue the Community Development Program to preserve residential. neighborhoods and upgrade the housing stock, and WHEREAS, federal aid may be available under the Community Development Block Grant Small Cities Program, and WHEREAS, the Community Advisory Committee has recommended that the City submit a pre - application for 1981 -1984 Small Cities funding; NOW, THEREFORE, BE IT RESOLVED, That the Mayor is hereby authorized to apply to the U.S. Department of housing and Urban Development for a 3 -year Comprehensive Small Cities Grant. Ayes (8) - Dennis, Gutenberger, Holman, Nichols, Saccucci, Schuler, Boronkay, Slattery Nays (1) - Banfield Absent (1) - Boothroyd Carried Ithaca Center Subterranean Easement Request By Alderman Nichols: Seconded by Alderman Holman WHEREAS, Ithaca Center Development Company has requested a subterranean easement to extend north of the "Ithaca Center" property line a distance of approximately five feet under the Ithaca Commons for the construction of footings, and WHEREAS, said easement request is acceptable in concept to the Superintendent of Public Works and the City Attorney; J I W) Special Meeting COMMON COUNCIL PROCEEDINGS November 24, 1980 NOW, THEREFORE, BE IT RESOLVED, That the Mayor is authorized and directed to execute any and all instruments necessary to grant a subterranean easement approximately five feet from and parallel to the "Ithaca Center" property line subject to recom- mendation of the Superintendent of Public Works and the City Attorney.
