Fire Chief - Sanford Dept. of Environment, London, England - John Sears Tom Driscoll - 116 Oak Avenue SPECIAL ORDER OF BUSINESS: Public Hearing - 3rd Year Final Small Cities Application under Title I of the Housing and Community Act of 1977 At the request of Mayor Bordoni, Jasmine Lim, Community Development Coordinator, gave a brief overview of the Small Cities Grant Applica- tion. Originally, the city received funds from an Entitlement Grant which was replaced by a three -year (1978 -1981) Small Cities Grant of $650,000 each year. The three -year grant will be completed and no further funds received after January 1982 unless the City submits a new three -year application. IURA member Jones asked for a Performance Report for the remains of the last year of the three -year program grant. Kathy Evans, Housing Specialist, referred to material which had been handed out which listed projects S -100 and S -200, projects of the first and second year Small Cities funding. She said that the goal of the Small Cities Program is to spend as much as possible of the money in the program year for which the money is received. Ninety -one percent of the first -year funds have been spent. A project which has not been completed is the AME Zion Church; also money remains in the 312 Program which got off to a slow start and for which there has not been a great deal of demand. Agency member Jones asked what justification there is for asking for money for a third year for the 312 program for which a saleable method has not been found. Discussion followed. Resolution - IURA /CDA By Agency member Reed: Seconded by Agency member Jones RESOLVED, That the IURA /CDA directs staff to develop a plan.to implement the 312 Program for presentation at the regular July IURA meeting, considering improved advertising, publicity and administrative arrange- ments. Carried Ms. Evans outlined the plans for the use of the Second Year grant funds. Common Council and IURA recessed at 8:45 p.m. Common Council and IURA reconvened in regular session at 9:00 p.m. -2- June 16, 1980 Resolution to Open Public IIearing By Alderman Boronkay: Seconded by Alderman Dennis RESOLVED, That the Public Hearing to consider 3rd Year Final Small Cities Application Under Title 1 of the Housing and Community Act of 1977 be opened. Carried No one appeared to speak to the hearing. Resolution to Close Public Hearing By Alderman Boronkay: Seconded by Alderman Dennis RESOLVED, That the Public Hearing to consider 3rd Year Final Small, Cities Application Under Title 1 of the Housing and Community Act of 1977 be closed. Car. r e Discussion followed in respect to Parallel Use Proposals in the Central and Henry St. John Schools. The Agency will look into the proposals. Third Year Small Cities A lication-- IURA /CDA Resolution #1 By Agency Member Reed: Seconded by Agency Member Dennis WHEREAS, the IURA /CDA is committed to continuation of Rehabilitation Activities in the Northside /Southside target area, and WHEREAS, the City has successfully moved along in implementation of its 1st and 2nd year Small Cities programs and projects, and WHEREAS, Third Year projects are a continuation for the most part of 1st and 2nd Year projects, and also a continuation of the overall target area strategy; NOW, THEREFORE, BE IT RESOLVED, That the IURA /CDA approve the Third Year Small Cities Application and authorize the Mayor to sign the application. Carried July Common Council Meeting By Alderman Holman: Seconded by Alderman Dennis RESOLVED, the Regular meeting of the Common Council be held on Wednesday, July 9, 1980 at 7:30 p.m. instead of Wednesday, July 2, 19' due to the holiday.
