PLEDGE OF ALLEGIANCE :
4 � Mayor Bordoni led all present in the Pledge of Allegiance to the American
flag.
ADDITIONS TO THE AGENDA:
Mayor Bordoni requested the addition of the following to the agenda :
1) a report on the New York State Conference of Mayors
2) the question of Extension of the Moratorium on Bars
3) a report of a developer visiting the city on Monday , January 7 , 1980
No Council member objected.
SPECIAL ORDER OF BUSINESS :
1980 Roster- *Department of Public Works
By Alderman Dennis : Seconded by Alderman Holman
BE IT RESOLVED AND ENACTED by the Common Council , That the 1980 personnel
roster of the Department of Public Works is hereby adopted as proposed
with the temporary addition of five positions or people that had been
deleted, and
BE IT FURTHER RESOLVED , That the temporary positions or people will, be
abolished no later than March 1 , 1980 , unless the Common Council
specifically revises the aforementioned personnel roster , and
BE IT FURTHER RESOLVED, That no termination of any employment of the
existing employees-- of the Department of Public Works to bring about
compliance with the personnel roster shall be taken before March 1 , 1980 .
Discussion followed on the floor.
The question of the., adoption of the foregoing resolution was duly put
to a vote on roll call , which resulted as follows :

BE IT RESOLVED, That this Common Council Hereby directs the Board of
Public Works of the City of Ithaca , Need York to stay an), layoffs in
regard to the Department of Public lVorks Roster until after 1 March
1980 ;
- 2 January 4 , 1.980
IT IS FURTHER RESOLVED, That negotiations leading to a possible Layoff
following the 1 March 1980 date be continued in accordance with the
provisions of the agreement between the City of Ithaca and the City of
Ithaca D. P.W. Unit of the Tompkins County Chapter, C . S. E.A. , Inc .

RESOLVED, That in matters of departmental rosters , the committee vote
include all those couLilien. who are in the room at the time of the vote

Referral Resolution
By Al erman Nichols : Seconded by Alderman Dennis
RESOLVED, That the matter of committee vote be referred to the Charter
and Ordinance Committee for study , with regard to the implementation of
the committees and vote .
Discussion followed on the floor.
A vote on the resolution resulted as follows :
Ayes (4) - Nichols , Schuler , Dennis , Holman
Nays (5) - Banfield, Boothroyd, Gutenberger , Slattery , Saccucci
Absent (1) - Boronkay
Motion Defeated
Mayor Bordoni asked Alderman Holman to restate the original resolution.
Discussion followed on the floor.
Aldermen Holman and Schuler withdrew the original resolution.
Alderman Holman requested that members of the Budget and Administration
Committee , as they continue their deliberations , be sensitive to the
needs of the Council as a Whole.
MAYOR' S REPORT :
Dlayor Bordoni reported that Richard Schechter, Developer, will meet
with him in his office at 3 : 00 p . m. on Monday, January 7 , 1980 . He
extended the invitation to all council members to attend..
Alderman Banfield left the meeting at 5 : 42 p .m.
Moratorium on Licenses for Bars
By Alderman Nichols : Seconded by .Alderman Slattery
BE IT RESOLVED AND ENACTED, That the Common Council hereby extends the
moratorium on the granting of additional on-premises or off-premises
liquor licenses in the Central Business District of the City of Ithaca
until the June 1980 Council meeting_
Discussion followed on the floor.
A vote on the resolution resulted as follows :
Ayes (3) - Nichols , Schuler , Holman
Nays (5) - Boothroyd, Dennis , Gutenberger , Slattery , Saccucci
Absent (.2) - Boronkay , Banfield

RESOLVED, the matter of extension of the moratorium on licenses for
bars in the Central Business District be referred to the Planning and
-Development Board.

New York State Conference of Mayors
Mayor Bordoni announced that on January 12 , 1980 , there will be a New
York Conference of Mayors in Syracuse , New York , designed for new city
mayors and councilmen, to which all interested persons are invited.

On a motion the meeting adjourned at 5 : 52 p .m.
