Carried Unanimously ADDITIONS TO THE AGENDA: Planning and Development Committee Alderman Dennis requested the addition of two resolutions : one in respect to Signage at Route 13 and Triphammer Road, and one in respect to Westwood Knoll- -Quitclaim Deed. No Council member objected. Budget and Administration Committee Alderman Gutenberger requested permission to delete Item E , Expungement of. Demolition Bill . No Council member objected. COMMUNICATIONS : Letter from the First Presbyterian Church Mayor Bordoni read the following letter: "Dear Mr. Conley and Members of Common Council : In response to your letter of December 11 , 1979 , asking churches to ring their bells at 12 : 00 noon every day , in support of the immediate and unconditional release of hostages in Teheran , Iran , I am happy to report that with the approval of our official board on December 9 , we began to ring our Church bell at noon on December 10 and will continue to do so until the hostages are released. Cordially, Donald G. Howland" Letter from Charles A. Cola , Yonkers , N. Y. City Clerk Rundle called attention to a letter received from Charles A. Cola, Councilman of Yonkers , N.Y. , requesting the aid of the City of Ithaca in forming a New York State Municipal League . Patte , Jr. , attorney for the S. P. C.A. , informing him of the amount of money put into the tentative budget for the S. P. C.A, contract. Carried Unanimously Letter from Supt . of Public Works Dingman to )`Mayor Bordoni and Members of the Common Council Re : Turner Place Parking By Alderman Gutenberger: Seconded by Alderman Nichols RESOLVED, That the letter regarding Turner Place Parking from Supt . of Public Works Dingman be referred to the Planning and Development Commit --e . Carried Unanimously PETITIONS AND HEARINGS OF PERSONS BEFORE COUNCIL : Louis Nayman, 502 E. Seneca Street , representing Civil Service Employees Association, addressed the Council , first congratulating newly-elected Mayor Bordoni and Council members and offering support of the Union in any way it can be of use in the future ; and secondly, asking for clari- fication for minutes regarding the intent of Council ' s resolution at its last meeting regarding layoffs . Mr. Nayman said it was his understanding that the intent of Council ' s action was that any proposed layoffs , in regard to the city' s work force , would be delayed or frozen until. such time as the Union had an opportunity to get analysis and research data from their offices in Albany and Washington. Events subsequent to that Council meeting led him to believe that perhaps there is some misunderstanding in certain quarters of the city regarding the intent of that motion. fie reported receiving assurances the day before that the analyses will be ready no later than the middle of February, and will include analyses of budget, Spanier Report , attempts to uncover possible sources of federal funding that the city may or may not be taking advantage of now. Alderman Gutenberger explained that the Council motion referred to the C. S. E.A. or representatives , the Finance Committee of Council and the Finance Committee of the Board of Public Works meeting to discuss the , Department of Public Works Roster. He announced that the groups will meet January 3, 1980 , at 2 : 00 p .m. , in the Common Council Chambers . MAYOR' S APPOINTMENTS : Mayor Bordoni requested Council ' s approval of appointment of Mrs . Lucy Brown, 515 N. Albany Street , as Commissioner of Public Works for a three- year term to expire December 31 , 1982 . Ms . Brown will fill the vacancy caused by the expiration of Robert Allan ' s term. Resolution By Alderman Holman: Seconded by Alderman Nichols RESOLVED, That the Council approves the appointment of Lucy Brown , 5'15 N. Albany Street , as Commissioner of Public Works for a three-year term to expire December 31 , 1982 . Carried Unanimously Mrs . Brown took the oath of office and was sworn in by the City Clerk. Resolution By Alderman Slattery: Seconded by Alderman Nichols RESOLVED, That the City Clerk is directed to write letters to Robert Allan and John Ewanicki , expressing appreciation for their services to the Board of Public Works , Carried Unanimously CIRCLE GREENWAY COMMITTEE : Mayor Bordoni reappointed the following persons to the Circle Greenway Committee and asked approval of the Council : Elizabeth Mulholland, 108 Bridge Street ; Andrew Stevenson , 232 Valley Road; Lawrence II. MacDaniels , 422 N. Chestnut Street ; William F. Schmidt , 997 Taughannock Blvd. ; Common Council Liaison Ethel Nichols , 109 Llenroc Court ; and appointed the follow- ing persons to the Committee : Susan F. Ilewes , 508 Turner Place ; Mark D. Hewes , 508 Turner Place ; and Deborah hoard, 108 Cornell Street . MacDaniels , William F. Schmidt and Council Liaison Ethel Nichols ; and appo=intment of Susan F. Hewes , Mark D. Hewes and Deborah hoard to the Circle Greenway Committee for . indefinite terms . Carried Unanimously Mayor Bot.doni noted that Deborah Hoard is also liaison with the Environmental Management Council . YOUTH BUREAU ADVISORY COUNCIL : Mayor Bordoni requested approval of the Council for reappointment of Arthur Birnbaum, 117 E. York Street ; and the appointment of E. Wood Kelley, 115 Orchard Place , and Bryna Fireside , 105 Valentine Place , to the Youth Bureau Advisory Council for three-year terms to expire December 31 , 1982 . Resolution By Alderman Saccucci : Seconded by Alderman Nichols lid RESOLVED, That the Council approves the reappointment of Arthur Birnbaum, 117 E. York Street ; and the appointment of E. Carried Unanimously Bryna Fireside took the oath of office and was sworn in by the City Clerk. Tntroduction of Appointees Mayor Bordoni asked City Prosecutor Bruce Wilson, who was present , to stand briefly for recognition, and he requested Peter Holmes , appointee to the Planning and Development Board, to step forward to take the oath of office and be sworn in by the City Clerk, which he did. John Perko and Nancy Meltzer, who were present and who had been appointed to the Conservation Advisory Council the previous day, were asked to take the oath of office and be sworn in by the City Clerk , which they did. Miriam B. Hutchins , appointed the previous day to the Ithaca Housing Authority, took the oath of office and was sworn in by the City Clerk. Sewer System Planning Committee Mayor Bordoni requested approval of the Council for the reappointment of Robert Allan , former commissioner of Public Works , to the Sewer System Planning Committee . Resolution By Alderman Slattery: Seconded by Alderman Boronkay RESOLVED, That the Council approves the reappointment of Robert Allan to the Sewer System Planning Committee for an indefinite term of office . PLANNING AND DEVELOPMENT COMMITTEE : Draft City of Ithaca School District/G. I .A.C. Lease By Alderman Dennis : Seconded by Alderman Boothroyd RESOLVED, That the Draft Lease be referred to the Budget and Administration Committee , with power to act . Discussion followed on the floor. A vote on the resolution resulted as follows : Carried Unanimously Highwa Si ns Designating Downtown Business District By Alderman Dennis : Seconded by Alderman Schuler WHEREAS, the "Business District" signs which now appear at the intersection of Route 13 and Triphammer Road are misleading and could suggest to a motorist not familiar with the area that the Village of Lansing is Downtown Ithaca, and WHEREAS, its proposed modification through the addition of a sign panel which will read "Ithaca - 3 Miles" will not completely remove the possi- bility of confusion, and WHEREAS, representatives of the Downtown Ithaca Business Association ant of the Village of Lansing Board of Trustees have requested that the signage be changed, and WHEREAS, it is the interest of all concerned that motorists not be mislead by highway signs ; NOW, THEREFORE, BE IT RESOLVED, That this Common Council does hereby request that the New York State Department of Transportation change the signing at Route 13 and Triphammer Road to read: "Lansing Business District - Ithaca Business District 3 Miles . " Carried Unanimously Quit-claim Deed Acceptance- -James S . Knapp By Alderman Dennis : Seconded by Alderman Boothroyd BE IT RESOLVED, That the Common Council does hereby accept the quitclaim deed for that part of Westwood Knoll in the public right-of-way for which the City does not now have a clear title , said deed by James S. Knapp and dated 7 December 1979 . Discussion followed on the floor. A vote on the resolution resulted as follows : Carried Unanimously BUDGET AND ADMINISTRATION COMMITTEE : Increase in Bus Fares By Alderman Gutenberger: Seconded by Alderman Boothroyd WHEREAS , on December 19 , 1979 , the Board of Public Works requested this Common Council to adjust the bus fares with the City Transit System, and WHEREAS, this Common Council. concurs with the bus fare adjustment schedule ; NOIV, THEREFORE, BE IT RESOLVED, That effective January 14 , 1980 , That the - S- January 2 , 1980 fares for the City Transit System shall be as follows : Cash fares . . . . . . . . . . . . $ . 3S Tokens . . . . . . . . . . . 4 for 1 . 00 Senior Citizens ' tickets . . 8 for 1 . 2S Youth tickets . . . . . . . 8 for 1 . 2S Tabling Motion By Alderman Nichols : Seconded by Alderman Dennis RESOLVED, That the resolution in respect to increasing bus fares be tabled one month for further study. By Alderman Gutenberger: Seconded by Alderman Banfield RESOLVED, That the Mayor and the City Clerk are hereby authorized to execute a 1980 contract between the City of Ithaca and the Tompkins County Senior Citizens ' Council , Inc . to provide recreational programs for the elderly in an amount not to exceed $1S , 000 . Carried Unanimously A proval of Contract for Labor Relations Consultant By Alderman Gutenberger: Seconded by Alderman Dennis RESOLVED, That the Mayor and City Clerk be authorized and directed to execute a contract with .Nilliam L. Holcomb Associates , Inc. for labor relations and personnel services for the City of Ithaca for-the period January 1 , 1980 to December 31 , 1981 , in an amount not to exceed $21 ,000. Discussion followed on the floor. A vote on the resolution resulted as follows : Carried Unanimously Emergency Repairs to Engine 905 and Engine 909 By Alderman Gutenberger : Seconded by Alderman Saccucci RESOLVED, That this Common Council declares an emergency for the repairs to Engine 905 and Engine 909 , and 131: IT FURTHER RESOLVED, That this Common Council authorizes the Fire Chief to contract for such repairs without the necessity of advertising for bids . Carried Unanimously CHARTER AND ORDINANCE COMMITTEE : Alderman Nichols announced that there will be a Charter and Ordinance Committee meeting on Monday, January 1.4 , 1980 , at 8 : 00 p .m. in the Common Council Chambers . ENVIRONMENTAL COMiNIISSION : Al erman Schuler reported that there wasn ' t a quorum at the last meeting of the Commission ; however, they did have discussion which centered around transportation of nuclear waste through the city. Indications from that discussion show that The Environmental Commission will take a position concerning this motion . 454 -6- January 2 , 1980 UNFINISHED AND MISCELLANEOUS BUSINESS : Turner Place Parking Alderman Holman commented that the Turner Place Parking item had been referred to the Planning and Development Committee and at the time the committees had not been announced; therefore , she asked to be informed, as Second Ward Alderman and one who is following it very closely , of any meetings which are held concerning the issue . Handicapped People Re : Fire Emergency Alderman Saccucci asked what progress had been made . Alderman Nichols reported that she had talked to Chief Weaver who said the Fire Departme, trios to maintain a register of handicapped people so if there is an emergency they will know where those people are. They would like to have people referred. Dep. Chief Tuckerman reported the department has been working on a system for about three years . There is a file in the dispatch office , also in some of the outside stations . Mayor' s A�p op intment Mayor Bordoni indicated he wished to confirm the appointment of Alderman Banfield as liaison member to the Board of Public Works . Resolution By Alderman Gutenberger: Seconded by Alderman Boothroyd RESOLVED, The Council approves the appointment of Alderman David Banfield to the Board of Public Works as Council Liaison. Carried Unanimously Liaison to Environmental Commission Alderman Holman asked if a liaison member had been appointed to the Environmental Commission from the Council , and Mayor Bordoni informed her that he had not completed appointments at this time ; however, the former Council Liaison will continue to act until notified of change. Congestion at the Octopus Alderman Saccucci commented that he had asked the Council to ask the NYSDoT if something could be done for trucks going through the Octopus- - to divert them to Rte. 13A. He asked if this had been done . Alderman Boothroyd reported he had been at the meeting and read the report ; they did look into it and felt that it would not be a feasible alternative to relieve congestion on the Octopus . NEW BUSINESS : Waste Water Facilities Plan Alderman Slattery announced that there will be a presentation of the Ithaca Waste Water Facilities Plan on February 5, 1980 , at 7 : 30 p. m. in the Common Council Chambers . He asked that the Council make every every effort to attend the meeting. ADJOURNMENT : On a motion the meeting adjourned at 8 : 47 p .m. tosleph A.
