January 1, 1980 PRESENT: Mayor - Conley Mayor -elect - Bordoni Aldermen (10) - Boothroyd, Bordoni, Boronkay, Dennis, Gutenberger, Holman, Nichols, Saccucci, Schuler, Slattery Alderman -elect - Banfield OTHERS PRESENT: City Controller - Daley Personnel Administrator - Collins Dep. Fire Chief - Tuckerman Chief of Police - Verson Building Commissioner - Hoard City Attorney - Shapiro City Clerk - Rundle In addition to those listed above, many friends and interested citizens were present. PLEDGE OF ALLEGIANCE: Mayor Conley led all present in the Pledge of Allegiance to the American flag. Ronald Nordheimer, former alderman of Ithaca, N.Y., who currently resides in Philadelphia, Pa., spoke briefly to the Council on his impression of the city a decade later. DISMISSAL OF OUTGOING COUNCIL: Mayor Conley excused the outgoing council member, Raymond Bordoni., Jr. MAYOR CONLEY'S COMMENTS: Mayor Conley spo e briefly to the Council, expressing his pleasure at having served on the Council, and as Mayor of the City for the past eight years. IIe expressed. the hope that the Council will continue to support Mayor Bordoni in the same manner as they supported bi.m, hiitting Ithaca first, and their individual neighborhoods close behind. OATH OF OFFICE --MAYOR BORDINI: Mayor Conley callecT Mayor -elect Bordoni to the rostrum where }le took the oath of office and was sworn in as Mayor by the City Clerk. Ile then formally turned the reins of government over to Mayor Bordoni by presenting him with name plate, badge of office symbolizing authority as head of the Police Department; gavel, symbol of authority as chairman of the Common Council and other municipal boards; and a pen set. OATH OF OFFICE --ALDERMEN ELECT: Mayor Bordoni called Alderman -elect Banfield to the rostrum where he took the oath of office and was sworn in as Alderman of the Fifth Ward by the City Clerk. Mayor Bordoni congratulated Alderman Banfield and presented him with his alderman's badge of office. Mayor Bordoni called the remaining aldermen -elect to the rostrum where they took the oath of office and were sworn in, as follows: Donald Slattery, First Ward; Elva Holman, Second Ward; James Dennis, Third Ward; and Nancy Schuler, Fourth Ward. IIe presented Alderman Schuler with her alderman's badge of office. ACTING MAYOR: Mayor I3o-r_Eni entertained nominations from the floor for the position of Acting Mayor. Alderman Boothroyd nominated Alderman John Gutenberger for the position and his nomination was seconded by Alderman Nichols. Alderman Holman nominated Alderman Saccucci for the position and his nomination was seconded by Alderman Boronkay. 440 WAN January 1, 1980 Resolution to Close Nominations By Alderman Dennis: Seconde by Alderman Slattery RESOLVED, That the nominations for the position of Acting Mayor for the year of 1980 be closed. Carried Unanimously A vote on the nomination of Alderman Gutenberger for the position of Acting Mayor resulted as follows: Ayes (6) - Banfield, Boothroyd, Nichols, Schuler, Dennis, Slattery Abstention (1) - Gutenberger A vote on the nomination of Alderman Saccucci for the position of Acting Mayor resulted as follows: Ayes (3) - Holman, Boronkay, Saccucci Mayor Bordoni declared Alderman Gutenberger duly elected Acting Mayor of Ithaca for the ensuing year, and he took the oath of office and was sworn in by the City Clerk. ALTERNATE ACTING MAYOR: Mayor Bordoni entertained nominations from the floor for the position of Alternate Acting Mayor. Alderman Banfield nominated Alderman Boothroyd for the position and his nomination was seconded by Alderman Nichols. Alderman Saccucci nominated Alderman Boronkay for the position and his nomination was seconded by Alderman Holman. Resolution to Close Nominations By Alderman Dennis: Seconded by Alderman Gutenberger RESOLVED, That the nominations for the position of Alternate Icting Mayor for the year of 1980 be closed. Carried Unanimously A vote on the nomination of Alderman Boothroyd for the position of Alternate Acting Mayor resulted as follows: Ayes (6) - Banfield, Nichols, Schuler, Dennis, Gutenberger, Slattery Abstention (1) - Boothroyd A vote on the nomination of Alderman Boronkay for the position of Alternate Acting Mayor resulted as follows: Ayes (3) - Holman, Boronkay, Saccucci Mayor Bordoni declared Alderman Boothroyd duly elected Alternate Acting Mayor of Ithaca for the ensuing year, and he took the oath of office and was sworn in by the City Clerk. ACTING CITY JUDGE: Mayor Bordoni requested the support of the Council for reappointment of Robert J. Hines, 417 N. Cayuga Street, as Acting City Judge for a one- year term ending December 31, 1980. Resolution By Alderman Nichols: Seconded by Alderman Gutenberger RESOLVED, That this Council confirms the reappointment of Robert J. Hines, 417 N. Cayuga Street, as Acting City Judge :for a one-year term ending December 31, 1980. Alderman Holman expressed opposition to the reappointment of Atty. Hines as Acting City Judge on the basis that }ie would be judging zoning cases while he himself is in violation of the Ordinance. A vote on the resolution resulted as follows: Ayes (8) - Boothroyd, Banfield, Dennis, Gutenberger, Nichols, Schuler, Slattery, Saccucci Nays (2) - Holman, Boronkay Carried -3 - 441- January 1, 1980 Mayor Bordoni declared Robert J. Hines duly appointed Acting City Judge for a one-year term which expires December 31, 1980. Atty Hines took the oath of office and was sworn in by the City Clerk. ASSESSMENT BOARD OF REVIEW: Mayor Bordoni requested approval of reappointment of Kerman Glaser, 818 N. Cayuga Street, and Morris F. Angell, 213 Ithaca Road, to the Assess- ment Board of Review for one-year terms of office to expire December 31, 1980. Resolution By Alderman Gutenberger: Seconded by Alderman Slattery RESOLVED, That Kerman Glaser, 818 N. Cayuga Street and Morris Angell, 213 Ithaca Road, be reappointed to the Assessment Board of Review for one-year terms of office to expire December 31, 1980. Carried Unanimously Mr. Angell took the oath of office and was sworn in by the City Clerk. BOARD OF PUBLIC WORKS: Mayor Bordoni requested approval of appointment of Mrs. Ruth S. Ditzell, 111 Valentine Place, to the Board of Public Works for a three-year term to replace John Ewani.cki whose term has expired. :f. Resolution By Alderman Nichols: Seconded by Alderman Holman RESOLVED, That the council approves the appointment of Mrs. Ruth S. Ditzell, 111 Valentine Place as Commissioner of the Board of Public Works for a three-year term to expire December 31, 1982. Carried Unanimously Mrs. Ditzell took the oath of office and was sworn in by the City Clerk. Mayor Bordoni indicated that he would make the remaining appointment to the Board of Public Works the following night at the regular meeting of the Council. BOARD OF ZONING APPEALS: Mayor Bordoni reappointed Martin Greenberg, 31S N. Geneva Street, and William Wilcox, 70S E. Buffalo Street, to the Board of Zoning Appeals for three-year terms to expire December 31, 1982. CITY ATTORNEY: Mayor Bordoni reappointed Martin A. Shapiro, 116 N. Cayuga Street, as City Attorney of the City of Ithaca for a two-year term of office to expire December 31, 1981. Resolution By Alderman Dennis: Seconded by Alderman Boothroyd RESOLVED, the Council approves the reappointment of Martin A. Shapiro, 116 N. Cayuga Street, as City Attorney of the City of Ithaca, for a two-year term of office to expire December 31, 1981. Carried Unanimously Atty. Shapiro took the oath of office and was sworn in by the City Clerk. CITY HISTORIAN: Mayor Bordoni requested the approval of the Council for the reappointment of D. Boardman Lee, 111 E. Seneca Street, as City Historian for a two-year term to expire December 31, 1981. Resolution By Alderman Boronkay: Seconded by Alderman Holman RESOLVED, the Council approves the reappointment of D. Boardman Lee, 1.11 E. Seneca Street, as City HiLstorian for a two-year term to expire December 31, 1981. Carried Unanimously Atty. Wilson, 225 Warren Place, as City Prosecutor for a two-year term to expire December 31, 1981. Wilson, 225 Warren Place, as City Prosecutor for a two-year term to expire December. 31, 1981. Carried Unanimously COMMONS ADVISORY BOARD: Mayor Bordoni requested the approval of reappointment of H. Stilwell Brown, 945 Cliff Street; James N. Rothschild, 401 Highland Road; and Gerald P. Schickel, 108 E. State Street; and the appointment of Thomas B. Hilton, 222 E. State Street; and Nancy Schuler, 110 Ferris Place, as Council Liaison, to the Commons Advisory Board for two-year terms to expire December 31, 1981. Resolution: By Alderman Boothroyd: Seconded by Alderman Dennis RESOLVED, the Council approves the reappointment of H. Stilwell. Brown, 945 Cliff Street; James N. Tioga Street; and Nancy Meltzer, 407 E. Buff; Street, to the Environmental Commission for two-year terms to expire December 31, 1981. Brian Pitzer, 51.5 Linn Street, was appointed to fill the vacancy created by Barbara Davis' resignation, for a. term to expire December 31, 1980. Resolution By Alderman Holman: Seconded by Alderman Boronkay RESOLVED, That the Council approves the reappointment of David Fuller, 316 Turner Place; and Deborah Hoard, 108 Cornell Street; and the appoint- ment of John Perko, 614 N. Tioga Street; and Nancy Meltzer, 407.E. Buffalo Street, to the Environmental Commission for two-year terms to expire December 31, 1981; and the appointment of Brian Pitzer, 515 Linn Street, to fill the vacancy created by the resignation of Barbara Davis, for a term to expire December 31, 1980. EXAMINING BOARD OF ELECTRICIANS: Mayor Bordoni requested the Council to approve the reappointment of Alfred N. Parente, 809 N. Tioga Street, to the Examining Board of Electricians for a three-year term to expire December 31, 1982. Carried Unanimously HOUSING BOARD OF REVIEW: Mayor B—orconi requested the Council to approve the reappointment of James Gibbs, 512 S. Plain Street; Jonathan Cottrell, 110 Columbia Street; and Stuart E. Cobb, 115 Franklin Street to the Housing Board of Review for three-year terms to expire December 31, 1982. -5- January 1, 1980 Resolution By Alderman Gutenberger: Seconded by Alderman Slattery RESOLVED, That the Council approves the reappointment of James Gibbs, S12 S. ITHACA HOUSING AUTHORITY: Mayor Bordoni requested the Council to approve the appointment of Miriam Ifutchins, 104 Fayette Street, to the Ithaca housing Authority for a five- year term to expire November 17, 1984. t< Resolution By Alderman Slattery: Seconded by Alderman Saccucci RESOLVED, That the Council approves the appointment of Miriam Hutchi_n's, 104 Fayette Street, to the Ithaca Housing Authority for a five-year term to expire November 1.7, 1984. Carried Unanimously ITH ACA LANDMARKS PRESERVATION COMMISSION: Mayor Bordoni requested the Council to -approve the appointment of Eugene Ross, 306 Elmwood Avenue, to the Ithaca`Landmarks Preservation Commission for a three-year term to expire December 31, 1982, replacing Sarah Hector whose term of office expired December 31, 1979. Moore, 116 Dearborn Place, to the Planning and Development Board, to fill the vacancy caused by the resignation of Barbara Davis,: for a two-year term to expire December 31, 1981; and the appointment of Peter D. Holmes, S15 N. Tioga Street; reappointment of Richard M. Moran,, 119 Oakwood Lane; and Council Liaison Ethel Nichols to the Board for three-year terms to expire December 31, 198.2. STENART PARK COMMISSION: Mayor Bordoni requested Council approval of reappointment of Gerald Schickel and Clarence Cleveland to the Stewart Park Commission for a term to expire December 31, 1980. Resolution By Alderman Saccucci: Seconded by Alderman Slattery RESOLVED, the Council approves the reappointment of Gerald Schickel and Clarence Cleveland to the Stewart Park Commission for a term to expire December 31, 1980. Carried Unanimously Mayor Bordoni will also serve on the Commission. TELEVISION CABLE COMMISSION: Mayor Bor oni. requested Council approval of the appointment of Benjamin Nichols, 109 Llenroc Court, to the Television Cable Commission for an indefinite term. Resolution By Alderman Dennis: Seconded by Alderman Slattery RESOLVED, That the Council approves the appointment of Benjamin Nichols,.. --_-- 109 Llenroc Court, to the Television Cable Commission for an indefinite term of office. Carried Unanimously Mr. Nichols took the oath of office and was sworn in by the City Clerk. MAYOR'S COMMENTS: Mayor Bordoni addressed the Council as follows: "It seems very appropriate at this time for me, as your New Mayor, to give,you some idea of what I see ahead for us in the near future. As many of you know, throughout my campaign I pledged myself to continue the revitalization of the commercial districts, the continued improvements of the neighborhoods, the improvement and expansions of our transportation services, the continued support of our very fine parks and recreation areas and facilities, the maintenance of our public services and the life safety forces, along with the protection and enhancement of the physical and human environment of the city. But, tied to all of this is our city- administration, our financial con- dition, the rising cost of energy, labor, equipment and materials and the ever-increasing rate of inflation. It is not going to be easy for me, for the Council, or for the citizen of this fine city, but by working together I know we can put together responsible programs that will conti-riue to develop --controlled growth o our business areas, provide for the elderly and the handicapped, contin• to improve our residential neighborhoods and continue to maintain the level of services we have come to expect. But, to be sure we are responding to the most immediate needs of our citizens, I will encourage all the council people to become more involved with their respective civic organizations and community groups. I will ask the council people to become more involved with the many lay boards we ?lave working very hard for us in the city, and to always maintain an 115 -7- January 1, 1980 open mind with an open communication policy, listening sensitively to everyone's concerns, always remembering that our main task is to work in a dedicated manner towards the best interests of the city and to keep Ithaca a good place to live and work and to continue moving forward maintaining the outstanding programs the city has enjoyed for the last eight years. Also, at this time I would like to say thank you to the many good candidates that ran for this office and made it a very good campaign; it was conducted in a responsible and sincere manner, one in which we stuck to the issues and tried to respond to the public. Most of all, at this time I would like to say a very sincere thank you to the many friends, neighbors and relatives that encouraged and supported me, and spent countless hours of their time and energy to make my campaign a success; without your help it wouldn't have been possible, and without the support and patience of my family it wouldn't have been possible. Therefore, I accept this position and it. I do not for a minute think I can with the many important tasks ahead of we can do it. Carried Unanimously TRIBUTE TO EDWARD J. CONLEY: Mayor Bordoni addresseded ormer Mayor Edward J. Conley as follows: "It is my pleasure to say just a few words about Edward J. Conley's dedicated service lie has given the City of Ithaca during his four terms of office thru the seventies. Ed, with your aggressive guidance during the eight years of service you have made Ithaca one of the greatest communities in New York State. Your leadership has done much for us, you have lead us thru downtown renewal programs that have changed the heart of the city dramatically. To mention but a few of the projects you have initiated and seen through to completion are: The Ithaca Commons The Ithaca Commercial Building Facade Improvements The Green Street Ramp Garage The Seneca Street Ramp Garage The Peripheral Street Improvements and The Downtown Medical Facility. In other business areas of the city you have lead us thru the Elmira Road Project and into the beginning of the Collegetown improvements, th Westend Improvements, the Cherry Street Industrial Project and the Southwest Development Program. In addition to the leadership you gave us in the commercial sectors of the city you also gave us neighborhood revitalization programs that in- volved an aggressive community development program dealing with housing revitalization, neighborhood conservation, neighborhood improvements, community facilities and, in addition to all this, a residential rezoning program and new ordinances to continue to strengthen Ithaca and make it a clean, safe place in which to live and work, and for all of this, and much more that I have not mentioned, we are all eternally grateful. -9- 4. 4 1, January 1, 1980 Ed, at this time --it is my honor and privilege to give to you in behalf of the Common Council and the entire City this "Key" to the City of Ithaca which you so richly deserve, and with the deepest sincerity we all want to thank you very much, and wish you well in your new venture. RECEPTION FOR MAYOR BORDONI AND FAMILY: Alderman Boothroyd announced that, immediately following the meeting, a reception would be held at 807 North Cayuga Street for Mayor Bordoni and his family. Everyone present was invited. Alderman Saccucci expressed the hope that the Council would continue to achieve the same progress in the community as in the previous eight years.
