Mayor Shaw opened the I;ieeting for the transaction of such business as might properly come before the Council before final adjournment. He then addressed the Council and visitors and expressed his appreciation for the cooperation of the officers and employees of the City and of the many citizens T►ho have given much time and thought to city affairs, and expressed the hone that such cooperation and support T,roulcl be continued. He then addressed 1'ayor Cook and T-rith apnropriate remark-s tendered him the P•:ayors badge of authority as head of the Police Department, and the gavel as a symbol of his authority as Chairman of the Council, and other Boards. In accepting the Symbols of Authority Mayor Cook pledged his be efforts for the continued efficiency in the conduct of city affair and recognized the talents and faithfulness to duty as shoT"n by I,ayors previously hol6ina the office. He thanked retiring Alderman P_acDaniels, Hulse, Button, Hall, arsons and expressed the hope that the ne- Council T-►ould. —ork toether for the continued best interests of the City. CITY CHAMBERLAIN Alderman Wilkinson nominated Adeline C. Lull for the position of City Chamberlain for the term ending December 31, 1955. There being no further nominations, it 'i-ras regularly moved seconded and carried that Alderman Adams cast 1 unanimous vote for her election to the position, and she was declared duly elected. Compensation schedule -as prepared that it was understood that the salary of '6000.00 authorized for H.C.Thorne would cover the part time duties as Building Commissioner as well as Assessor until such time as the Positions are separated, and it -as moved, By Alderman 'Tilkinson, Seconded by Alderman Gibson RESOLVED, that H. C. Thorne shall serve as Building Commissioner without compensation until such time as the positions are separated. Carried ROGER BAIFIELD DEATH Alderman Holman called attention to the death of Roger Banfield- T•ho has served faithfully in the Fire Department for 3 years, and ,-rho 1-Tas respected and admired by all -Tho knew him. Mayor Cook suggested that a suitable resolution be spread upon the Minutes of this Feeting and a cony sent to Yrs. Banfield. 'THEREAS, we, the members of the common Council of the City of Ithaca, are deeply grieved to learn of the passing of Roger Banfield, and f IREAS, we, the members of the Common Council, as represen- tatives of all the people of Ithaca, ,,Tish to express our sympathies at this time. NOW,THEREFORE, BE IT RESOLVED; That this Common Council hereby records its deep sorroT-T and regret at the death of Roger Banfield. He leaves behind him memories long to be cherished by all t-rho knelt him; his devotion to duty , his friendly nature, and his love of children '-Till long be an inspiration to other citizens of Ithaca.. His passing removes from our City one of our finest public servants. FIRE UQMMISSIONER Alderman Holman reported that the Committee on relations f-rith the Fire Department unanimously recommend the appointment of Raymond ' heaton to the office of Fire Commissioner to succeed Louis E. Coop. Unanimously Carried POLICE COYMISSIONER i.:ayor Cook reported that prior to his taking office, Police Commissioner Pot•►ers offered his resignation in order that the Mayor might appoint a person of his ot-m choosing and that he had requested Yr. PoT►ers to continue, and for the record he stated that the ,job being done in the Police Department is recognized and appreciated. He requested- endorsement of his action in the matter. It Teas in the nature of an E -)ost-facto hearing, inasmuch as the law under discussion had been passed last April and many of the delegates, including the undersigned, had never before had any direct information on It. Unless the present Legislature `{ again defers it, it T.Till go into effect July 1, and be man- datory throughout the state, both in cities and in rural areas. -- The single matter cleared up at the conference s-ras that this r: is not a part of the neT•r State Building Code, as many had thought. The Code Commission still plan, I believe, to draft Part II of the State Code, under the name of MULTIPLE DITEL•LIFG LA. . But they aid not draft this MULTIPLE RESIDE VCE L9.11. It is entirely separate, overlapping, and in a measure contrary to the aims of the Code Commission. No wonder there is con- fusion. I T,ras informed in Albany last Friday that the Eitchell Committee, sponsors of the ne- la'", travelled during 1950 and early 19510 holding so-called "hearings" throughout the state. I T,Tas given to understand that some of this Committee and our former Yayor had a meeting at the Ithaca Hotel, but I have not verified this. Certainly nobody in the Building Dept. , or concerned T•rith the various phases of building inspection had any notice of such 4hearings'', or information that such laT•rs T•*ern contemplated. It Trould seem that such a vital and far-reachinFr subject should have had the ?•Tidest publicity. And the lack of publicity and local study creates a truly alarming situation. Besides our oT-rn concern in the matter, you Trill also find concern and resentment among Plumbing Inspectors, Fire Chiefs and other enforcing officers, not only here, but over a ,ride area. The full implication of the lai-r cannot be understood until it is put to test, of course, but advance study of it convinces us that I-<r T-Till nearly, if not quite, double our ­rork of inspection, that it Till entail a great deal of unproductive paper.-T,rork, that much needless hardship T.TIll be imposed upon OT•Tners of dT•rellings almost a.nyrhere, housing more than ti-To families. Stevens T-ras presented. and read, Feb. 18, 1952 To the Mayor and Common Council Ithaca, N.Y, Gentlemen: On February 6,70 8, I attended a meeting of the historians of the state held In cooperation T-Tith the Association of Tolms. The emphasis In outlining the duties of local historians, Tias placed on the (protection of records. Since returning, I have made an inspection of the records of the city, suplementin� an inspection which I made some years ago 14hile State Supervisor of Public Records. The principal records are housed in the municipal building and the library building. According to the Chief of the Fire Dept the burning of the Municipal building 4vrould create a 2 to 22 hour fire, the library building a 3 to 4 hour fire. The vault in the Municipal building is partly outside the main structure has double steel doors. It is possible that this vault 't-ould protect ist contents in a. V-ro hour fire especially since the fire department is so near. The so called National Bank vault in the office of the City Chamberlain Is ,,-tell constructed but its location T,ould subject it to an intense heat for a long period. The result of a total fire could mean the destruction of valuable records, All other safes in ure by the city are T-*holly inadequate in the protection of their contents. The most serious condition is in the office of the City Court There the safe is out of order, the door cannot be closed and there is little protection of the records Page 2 Iiarch 19, 1952 Recently, unsuccessful searches have been made for historical records. These records are probably stored in boxes or packages in corners of attics or basements, unprotected The cost of proper equipment to protect the records of the city in the present 1•rooden structures t-rould be so large that it is not advisable at this time. Also, practically the same condition exists in the other sub- 01visions of the county. I therefore suggest that a committee of officials of the City of Ithaca confer I•rith the Board of Supervisors and propose that the office of County Clerk be provided 'pith an outfit for microfilming records and that arrangements be made by '-hich important records of the city be taken at frequent intervals to the court house, microfilmed and returned. The microfilms to be retained in proper protection for use of the City of Ithaca When such arrangements have been made I suFgest the follot►ing Man for protection of the records of the city. That all city records be divided into three classes 1. All useless records.. That application be made to the proper state department for permission to destroy them 2 Records which may be needed for future reference. These to be microfilmed. ASSISTANT CHIEF — FIRE DEPT: Alderman Holman called attention to emergency in the Fire Department due to the critical illness of Assistant Chief Herman C. HISTORY OF MAYORS City Historian Stevens T-ras present and reported on the progress of T-rork on the "History of I:ayors" Trhich he has underta! en, and presented t,,o problems in regard to the Trork as f olloTIrs: 1. Should the idea be expanded to include any other city officials 2. Funds for salary of a part time Stenographer Mr. Stevens stated that increased duties in the Youth Bureau malkes it difficult to use the services of the Stenographer from that department, and suggested that authority be given to hire a part time Stenographer at 15.00 per Treek. The Mayor referred the matter to the Finance Committee for consideration and recommendation.
