Jan. 1, 1948 PRESENT Mayor Gibb Aldermen — Thompson, Brown, Shurger, Housewelle4 Gillette, Swenson, Morris, Barnard, Adams, Slocum. Many citizens and other Public. Officials were also present. • Mayor Gibb opened the meeting for the transaction of such business as might \ / properly come before the Council before final adjournment, He then addressed the Council and visitors and expressed his appreciation for the cooperation and support of the officers and employees of the City and of the many citizens who have given much time and thought to City interests. He called attention to the appointment of a Greater Ithaca Factfinding Committee, a Housing Authority and a Committee to work out an arrangement with Cornell University whereby the University would carry at ]oast a part of the expense of City services furnished that institution and he expressed the hope that their efforts would be continued until the problems are solved, ane that the new administration will continue the policy of setting aside Capital Reserve Funds, since this practise will provide funds for improvements without the necessity of borrowing funds for which heavy interest payments • must be made. Alderman Morris addressed Mayor Gibb and on behalf of the members of the Council, the City Attorney and the City Clerk, presented him a, pen and pencil set and a Scroll as a token of esteem for his many years of valuable service to the City as Councilman end Mayor. Mayor Gibb expressed deep appreciation of the tokens of esteem and gave assurance that after using City Hall -yens for so long, "he would prize the new one highly and use it daily". He then addressed Mayor Baker wishing him success during his administration and assuring him of the continued loyal support of City Offici,• ls and employees, and welcomed him to his seat ..as Mayor, tendering him the Mayors badge-of authority a-s here' of the Police Tepartment, and the gavel as a symbol of his • office as Chairman of the Council and other Boards. In accepting the symbols of authority . Mayor Baker addressed Mr. Gibb with the following remarks: "I surely appreciate being in a position to accept this gavel and badge from you. The City is to be congratulated on the able manner you have rendered services to the City for many years as Alderman and then as Mayor. I feel greatly honored that the people of the City of Ith^c^ have placed me in this position by electing me Mayor for the next two years. '.7e are still in that period of the back-wash from World War II, and during the next two years we Prkj apt to have some tough problems. to solve but with the cooperation of the members of the Council, the Department Heads, the various Boards and employees of the City, I feel confident that we can surmount those problems as they may arise. INSPr'ICTION CITY PROPERTIES A letter from Supt. of Public Works Laverty was presented, stating that the practice of inspecting City properties annually by the Counicl anc Board of Public corks will be resumed in the spring when weather conditions will remit a broader:inspection of these facilities. FINGER LAKES ASSOCIATIO)_ _ArREE:• ?T A copy of a proposed agreement with the Finger Lakes Association, setting for the publicity services to be rendered by the Association was presented. It was explained that charge for these services is based on the populat:o_z of the City at .03 cents per capita and amounts to $591.90 for the year 1948, which sum has been provided in the 1948 budget. TtiX LIIvITiLTION Mayor Baker announced that members . of the Board of Edu=Ton were present to discuss with the council, the advisa- bility of requesting extension of legislation to eliminate from the 2% constitutional limitation, the amount of taxes to be raised for school purposes* Mr, pulp stated that in a letter to the Hayor, Deputy State Comptroller Galloway called attention to the fact that the 50J school tax exclusion heretofore granted to the City expires on Dec. 31, 1948, and that legislation will have to be obtained in the event the City requires an extension of the limitation beyond that date, .--� He explained that due to mandated increases in teachers salaries and increases in the cost of other services and supplies that the Board will require the additional sum of api)roximately x'80,000.00 for the fiscal year July 1, 1948 to June 30, 1949; and that on the best information available at this time, these increased costs will reduce the available tax margin to approximately $31,000.00 which is a dangerously low figure , and he stated that the Board of Educ a-- tion requests the Council torequest legislation eliminating from its 210 limitation for the years 1949 and 1950, 10010 of the araount to be raised by taxes for shcool purposes. alderman °locum reported that the Finance Committee ha,& re- viewed the situation and recommend that such Legislation be requesteda and it was moved, By *lderman Slecum; Sec. by Alderman Hulse RESOLVED= that a necessity exists and that this Council approve the submission to the Legislature at its current session, of legis- lation excluding from the tax limitation imposed by Section 10 of .article 8 of the Mate Uonstitttion for the fiscal years of 1949 and 1950, 100ja of the amount to be raised by tax on real estate for school purposes, and request the speedy enactment of such leg- islation. CITY CHARTER TAX LIMITATION The Clerk called attention to the fact that under barter provisions, the maximum tax levy which may be made -for all City purposes for the year 1948 is 563,185.00, whereas the tentative budget contemplates a levy of w577,200.00, which does not provide for appropriations to C,Lpital neserve ticcounts and still is X14,015.00 in excess of the maximum amount which may be levied@ Ha stated that the situation has been discussed with the Mayor, City Attorney and rinance Committee and that they are agreed that the Charter provisions should be modified and that legislation shovla be requested to increase the Charter limitation from 1!/ to 20� - the amount which may b�: raised by taxes for City purposes. GEORBE W. HUGHES-INJURY Attorney H. E. Simpson appeared on behalf of rTeo. W. Hughes, a former patrolman in regard to the settlement of a claim for injuries received by Mr. Hughes while on duty. He stated that on Feb. 20 1946, Officer Hughes was on duty at State and Aurora St . when he was struck by an auto driven by Dale Wilcox and as a result suffered injuries to his neck which made it impossible to continue his duties as a Police Officer and that later he was transferred to the Fire Department where he is now employed on the fire alarm desk, and that the doctors are unable to determine why his condition does not improve or when if ever it will return to normal. He stated that the Insurance Company has agreed to settle the claim on account of the injury for X4250.00, and that in his opinion it will be in the best interest of Mr. Hughes to accept the offer, and he requested the Council to waive its claim for repayment of the sums advanced on account of wages, hospital and doctor bills amounting to $1416.66, since the amount he will receive in the pro- posed settlement will be inadequate to compensate for his injuries, and that it would be a hardship for him to refund the sums advanced °► by the City. He further stated that Mr. Hughes will assume all medical and other bills incurred since the last payment by the City, and to assume all such bills in the future. Three petitions favoring the change were presented, one signed by approximately 223 persons, residents College Ave. and vicinity, one with the signature of 39 persons from Delaware Ave. and vicinity and one from the Company union with 17 signatures. Donald Stewart, General Manager, of Ithaca Railways gave statistics on the number of passengers actually boarding and alighting from buses in Zddy St , and stated that the change in route would serve more people better. Mr. Rogalsky reviewed the report on the recently completed housing survey. He stated that the State Housing Authority does not fully approve a low rental project for Ithaca, and recommends a limited dividend project which would be financed by private capital. He further stated that the Ithaca Authority is opposed to such a project and recommends it rejection. He cal led attention to the fact tha t in the City or closely alacent, there are at present 347 family units of housing under construction or contemplated and while these units are not in- tended for low income families, they will relieve the housing shortage to some extent. After a thorough discussion of the situation it was agreed that Ithaca does need housing facilities for low income families and that an effort should be made to secure state aid,and it was moved, By Alderman Button; Sec. by Alderman Hulse Resolved, that it is the sense of this Council that the efforts of the Ithaca Housing Authority to secure state aid for a low income housing project be continued, and that an application for such financial assistance be filed with the New York State Housing Authority at the earliest possible date. "You. all know that the problem of off-street parking has long been a real concern of the amity Administration. Realizing that this problem is municipal rather than one for private enterprise, a sub- stantial sum of money (05,000.00) has already been set aside for tais purpose by the Council at the request of the Board of Public Works. The Board has made a careful survey of possible off-street parking sites . LastSpring a 100-car lot was leased at the foot of East State Street. This should relieve the eastern shopping area as the Green Street lot relieves the center area. We now have an opportunity throu_h option to buy for $47,000.00, the Journal-Stephens property at 315 W. State Street, and at 308 W, Green St., This lot has a frontage of approximately 110 feet on State Street and runs to a 42 foot frontage on Green Street. It appears to be •the largest area unoccupied by important buildings adjacent to the business center. There is a capacity here for around 60 cars. Our Superintendent and x+ngine er have ma de income estimates, and on a very conservative meter basis there should be complete amorti- zation of this property in 22 years -1- even after deduction for losd of - taxes. ;lith or without this amortization, the Board feels that this property should be acquired by the City. The Welfare Cormnittee was requested to study the matter and make recommendations. 0' Common Council Proceedings -2- Oct. 6, 1948 WELFARE - OLD AGE ASSISTANCE ADMINISTRATION The following resolu- ons passed the County Boar o Supervisors relative to the administration of Public Welfare and Old Age Assistance in the City of Ithaca were presented; RESOLUTION NO. 101 `i'MER.EAS, on the 10ta day of February, 1947 by Resolu- tion No. 24 adopted pursuant to Section 72 of the Social Welfare Law this Board directed that on and after March 1, 1947 tine cost of all assistance and care for which the towns and cities are made responsible under the provisions of subdivisions 1 and 2 of Section 69 should be a charge on the county public welfare district and be administered under the direction of the County Commissioner; AND VhltEREAS, since lrlarch 1, 1947 the said unified county plan for the administration of welfare has been operative in the nine towns of Tompkins County outside of the City of Ithaca and was not operative in the City of Ithaca because the said resolution had not been con- firmed by the legislative body of said city; A1� tiV111REAS, on the lst day of September, 1948 the Common Council of the City of Ithaca adopted a resolution electing to operate under such unified plan after January 1, 1949;' f RESOLVED, that this Board hereb7 approves and consents to the inclusion of the Ciyt of Ithaca in the county-wide —plan for the administration of welfare pursuant to Section 72 of -the Social Welfare Law on a nd after January 1, 1949. While this unappropriated balance will not allow for extensive allocations to Capital Reserves, we beliove that surplus funds will exceed the amount estimated at this time , in which case addi- tional funds will be available for the purpose .
