Sweasey at 206 Cascadilla Street, City Attorney Powers recommended rejection of the claim. By alderman Vail, seconded by Alderman Adams : Uuhereas , for several years last past there has been in operation a Trunicipally owned airport in the City of Ithaca, which airport was acquired, constructed and has been maintained by the said City, and VLereas, the City of Ithaca proposes to continue such airport as the municipal airport, and ��hereas, there is or may be a question as to the formal establishment thereof pursuant to Section 350 of the General Municipal Law, Now Therefore Pie It Resolved, that the Ithaca 1t1unicipal airport be and it hereby is established as the municipal airport of the City of Ithaca, and Be It Further Resolved, that all prior proceedings by this Common Council and by the Board of Public Works relating to the establishment, construction, equipment and maintenance thereof be and hereby are in all respects gratified and confirmed, and Be It Further Resolved, that the site of such airport as now constituted, viz.. all that tract or parcel of land situated in the City of Ithaca, Tompkins County, New York and bounded on the north by Cayuga Lake, on the east by Cayuga Inlet, on the south by land of the Lehigh Valley Railroad Co. and on the west by Taughannock Blv,d . , be and it hereby is approved. Jurisdiction for the construction, improvement, equipment, maintenance and operation of the Ithaca Municipal Airport is hereby vested in the Board of Public Works . Said Board shall adopt regulations and establish fees and charges for the use of such airport, but no such regulation, fee or charge shall be effective until approved by the Common Council. He stated that the Law Revision CommitteL, prLsented a draft of i.ne compete new law covering municipal finance which was not approved by the Association and was returned for further revision. He also stated that due to the great expense in connection with civilian defense, 30MO cities in the State will be in bad financial condition unless State or Federal aid is given and that the Section ,,do-,)-red the resolution favoring State or Federal aid for cities for c' �rll.ian defense . 1 =� T =YG SIRENS The Clerk reported that Defense Coordinator Reilly ra certified the necessity of installing two new steam sirens at _ ', of 0160.00 each and that Cornell University has agreed to . av fc;r and install one siren at the University heating plant, and it is proposed to install one at the Biggs R'lemorial Hospital plant . It was reported that the Town of Ithaca has been asked to con- trib(.,te a part of the cost of the siren to be installed at Biggs as it will benefit a large portion of the town. Lindsay has p'.°actically completed his study of redistricting and that a great deal of study by the Council will be necessary before a change may be made . nr. Lindsay presented maps some showing six wards with three districts each and othem showing five wards with four districts each. It was agreed that eighteen district will be sufficient to accommodate all voters and the maps were left in the Clerk's office for consideration and study by the Aldermen. PA-h!NG - E. STATE STRELT Alderman hottmann, reporting for the Police Uor'rmittee, stated that the Committee recommends that no change be made in the present parking regulations in F. Mate Street be- ,.:eEn Lddy and Mitchell Streets. THUR�I-TON AVENUE Alderman hottmenn reported that the ' Ice ommittee oes not recommend the extension of No Parking ^e�ulations in Thurston Avenue beyond the present limit. Stewart of the Ithaca Railways was present and he reported that he had eitpected one of the owners of the Company to be present at this meeting, but due to the storm it was impossible for him to attend, and that he did not have authority to speak for the owners. He stated, however, that a survey was made some time ago as to the advisability of extending the line, and that he felt sure further study would be made. It was agreed that the petitions should be left on file in the City Clerk' s office and a committee appointed to study the matter. PUBLIC HEARING - ZONE CHANGE - W. SENCA STREET Mayor Comfort announced the opening of the Public Hearing advertised for this time , on the proposed change in zoning from "B" residential to commercial of the north side of W. Seneca Street from Meadow Street on the west to the existing commercial zone on the east near Cayuga Street. A petition signed by 12 residents of the district was presented requesting the Council to refrain from making the change. Attorney Powers explained the provisions of the law in regard to petitions, and it was moved, By Alderman Gillette , seconded by Alderman Houseweller; Resolved, that the petition be referred back to the Planning Commission for further study and recommendations. Carried. Aldermen Adams and Crawford entered the Council chamber at this time. NO PARKING REGULATIONS - E. STATE STREET Attorney A. G. Adams appeared on behalf of a hum er of property owners in E. State Street requesting repeal of the ordinance prohibiting parking in E. State Street between Eddy and Plitchell Streets. He presented a petition signed by 10 property owners giving reasons deemed sufficient for asking relief, and a number of resid- ents of the section also appeared. Police Chief Marshall stated that the department as well as the Police Committee has studied the matter very thoroughly and con- siders it unsafe to permit parking in this section. CURB AND SIDEWALK ASSESSMENTS LEVIED The Clerk reported that a hear ng was held by the 'Board of ublic Works on April 8, 1942 in regard to assessments for the installation of sidewalks in various sections of the City, and for the installation of curb in Dryden Road, and that the Board of Public Works finally approved the assess- ments as levied on March 24, 1942 and recommended same to the Common Council for confirmation. By Alderman Adams, seconded by Alderman Shurger: Whereas, the Board of Public Works levied assessments for the installation of sidewalks and curb in various streets on i,Iarch 25, 1942 and after a public hearing held April 8, 1942 to adjust and correct said assessments as justice might require; and Whereas, the Board of Public Works on April 8, 1942 finally approved said assessments, and filed a schedule thereof with the Corru-non Council for confirmation, Now Therefore Be It Resolved, that the said assessments in the amount of qp259.63 for sidewalks, and x,60.72 for curb, and in the total amount of X320.35 as finally approved and filed be and they are in all respects approved and confirmed, and the City Clerk directed to prepare a warrant on the City Chamberlain in accordance with such schedule for the collection of said assessments and the biayor and City Clerk are hereby authorized and directed to execute said warrant whereupon all said assessments will become due and payable from the date of execution thereof, and on all such assess- ments or portions thereof, remaining unpaid after the expiration of six months from the date of said warrant, the City Chamberlain shall add and collect a percentage thereof at the rate of 5% per annum, except and provided, however, that the City Chamberlain may allow personsto pay their assessment or assessments if the Common Council -2- May 6, 1942 45 aggregate amount exceeds X25.00, in five equal annual installments with interest at 5 on or about June 1st in each year, provided, however, that any person desiring to pay by installment shall make application promptly in writing to the City Chamberlain, and all properties having such assessments or portions thereof for install- ment payments thereof in arrears and remaining unpaid at the close of any city tax collection period shall be included by the City Chamberlain in a subsequent city tax sale held in November each year following such city tax collection period, and such properties shall be sold for any unpaid assessments or portions thereof or any unpaid installments together with the outstanding balance of such install- ment payments, together with all interest, fees and penalties that may have accrued. Carried. STATE & COUNTY TAX PENALTY - WESTMINSTER FOUNDATION A letter from G. Wiggins, Treasurer of the Westminster Foundation was pre- sented requesting a refund of w4.87 penalty on the State & County tax on property at 221 Eddy Street. Mr. Wiggins claimed he did not receive the original tax notice and therefor was not aware that the tax was due until receipt of the final notice . Attorney Powers called attention to the fact that the City Charter provides for the penalty and no provision is made for refund of these penalties and it was moved, By Alderman Adams, seconded by Alderman Houseweller: Resolved, that the request be denied, and that the Clerk notify Mr. Wiggins that Charter provisions do not permit refund of taxas or penalties. PUBLIC SALE - BOARD OF EDUCATION PROPERTY Attorney Powers reported that the Board of Education has received an offer to purchase a portion of a lot in Cornell Heights owned by the Board, and requests the Common Council to sell the strip pursuant to provisions of the Education Law. Ile stated that since the adoption of Civil Service rules in 1916 that many errors have occurred due to the inadequacy of the rules, and that the State Department of Civil Service has a bureau which will furnish a service to classify all employees and set up a table of compensation, and prepare proper forms for use of the Commission. BUS SERVICE - EAST HILL Alderman Rottmann reported that at an interview with Mr. Sweet of Ithaca Railways, the Committee was in- formed that it was not felt that the bus routes could be extended until the Stewart Avenue bridge is completed, but that the Company is willing to change the Eddy Street route on the down trip to in- clude Delaware Avenue and Mitchell Street. It was reported that the Public Service Commission favors changes in bus routes to accommodate the greatest number of persons and the matter was continued with the Committee. Post, 7trector of the Welfare Departme nt was presented, which stated that at , the meeting held May 26, 1942, the Board of Public Welfare passed the following resolution: Common Council -2- June 3, 1942 "Resolved, that this Board petition the Common Council to approve the use of available funds for any war emergency need which may arise ." Mayor Comfort explained that the Welfare Department has been directed to cooperate with other authorities in emergencies for the duration of the war. PAROCHIAL SCHOOL HEALTH CLINIC The Clerk reported that at a meeting of the board of ea th held May 14, 1942, attention was called to a resolution passed by the Council on December 18, 1941 as follows: "Whereas, the Board of Health of the City of Ithaca administers the health and dental program of the Parochial School, and Whereas, the Board of Education has a similar program in the public schools which is adequately staffed to administer the Parochial School program, Now Therefore Be It Resolved, that in the interest of advisa- ble economy, this Council request the Board of Education to ad- minister the Parochial School health and dental program on and after January 1, 1942, and Be It Further Resolved, that the Mayor be authorized to appoint a committee to confer with the Board of Education. " The Mayor appointed to the committee, Aldermon Adams, Shurger, and Gillette. The Clerk stated that Dr. Broad reported that no action has been taken on the matter and that the Board of Health passed the following resolution: "Resolved, that the matter be again brought to the attention of the Common Council with the recommendation that the Board of Education be requested to administer the health and dental program for the Parochial School." ITHACA RAILWAY PEITION The Clerk read a petition submitted by Ithaca Railway ind, requesting permission to change and extend the existing bus line. Alderman Perry reported that the Bryant Tract .association does not favor the changes proposed in the petition but it was pointed out that persons interested may be heard at a public hearing to be held at a later date. MINUTES Minutes of the preceding meeting were duly approved. PUBLIC HEARING ON ITHACA RAILWAY PETITION The Mayor announced the opening of a public hearing on the petit on of Ithaca Railway Inc. as advertised for this time. He stated that since the petition was received, that new regula- tions have been set up under a State War Transportation Commission and that Mr. Claude Baldwin who has been appointed local Chairman of the Commission would explain the steps necessary to permit extension or rerouting of present bus lines. Mr. Baldwin explained that it must be shown definitely that it will extend the war effort before a change may be made in present routes and he felt that more information must be secured before the matter may be presented to the War Transportation Commission. Mr. Leland Spencer presented on behalf of the Bryant Tract Civic Association a statement showing the need of bus service in that section and the number of persons who would probably use the service and requested the Common Council to exorcise its full power to pro- vide bus service in all sections of the City whei�ethe potential volume of traffic is sufficient to ,justify it, and urging that the petition submitted by Ithaca Railway be denied. Mr. Baldwin stated that he believed that the statement sub- mitted by Mr. Spencer contained sufficient information to prepare an application for consideration by the War Transportation Commission and agreed to cooperate with any committee to prepare the application. Mr. Sweet of Ithaca Railway was present and stated that the Company is anxious to cooperate with any committee and is willing to extend lines wherever it seems possible to better the service and secure satisfactory returns, but that it is believed it would be im- possible to secure additional 3quipment at this time. By Alderman Adams, seconded by Alderman Gillette : Whereas, it appears that a substantial number of persons resid- ing in the Bryant Park area are desirous of bus service, and that the requested extension would be of benefit to a large number of persons, many of whom are connected directly or indirectly with the war efforts; Now Therefore Be It Resolved, that this Council express its sympathy with the requested extension and recommends that the War Transportation Committee give careful consideration to any extension that may hereafter be requested. Carried. APPOINTMENT - ARTHUR J. BURNS - FIRE COMMISSIONER Mayor Comfort announced the nomination of Arthur J. Burns to succeed himself as Fire Commissioner for a period of three years beginning July 1, 1942 and asked for the Council ' s approval. LICENSING BICYCLES Alderman Vail recommended that further study be nlade of the subject of licensing bicycles as a means of decreasing thiefs reported daily to the Police Department. TRAFFIC LIGHTS Alderman Shurger reported that the experiment of reducing the hours of operation of traffic lights is working out vary well and that with few exceptions the public is cooperating. He expressed the opinion that witil the arrest of a few motorists who do not respect the rights of others, that the present arrangement would be quite satisfactory. Common Council -3, July 1, 1942 POLICE DEPARTMENT RADIO Alderman Shurger reported that due to orders issued by the First Fighter Command at Albany, it was necessary to purchase a new radio to monitor Station VWGY at Schenectady in order to silence the police radios in case of an air raid alert. He stated that the cost of the new radio was 444.90. SPEED LIMIT - TAUGHANNOCK BLVD. Alderman Crawford questioned the r.d�-isability of limiting the speed of autos in Taughannock Blvd. in the vicinity of the airport at 20 miles per hour. He stated that the law is not enforced and that he felt the .t_imit should be increased. He stated that the request was favorably received and as the Jucation Law now permits the Board of Education to conduct clinics nor private schools upon request of the schools, it was felt that ncc Board would approve th-: arrangement at a meeting to be held July 6, 1942. P;ir.Adams stated that he has conferred with Father Byrne and suggested that he request the Board of Education to conduct the clinics, but as yet the request has not been received, and that he would again talk with Father Byrne . CAPITAL RESERVE FUNDS INVESTMENT The Clerk suggested that a Committee be appointed to decide upon the investment of funds to be set aside for capital improvements. PUBLIC SALE - BOARD OF EDUCATION PROPERTY Attorney Powers reported that the Board of Education filed a certified copy of a resolution requesting the Council to approve the sale of a portion of a lot owned by the Board in Dearborn Place . Alderman Adams reported that he and Alderman Gibb had discussed the matter with Mr. Kulp and that , although the premises to be sold are slightly different from the parcel then discussed, he was certain the request was reasonable and should be approved. TOMPKINS COUNTY WAR CHEST Mr. Harry G. Stutz representing the trustees of the Tompkins County War Chest requested the Common Coun- cil to give approval of a County War Chest and adopt a resolution to that effect. He explained that the War Chest will undertake the task of raising funds for all charities in the County in one campaign which is to be held during the month of November. By Alderman Adams, seconded by Alderman Perry: Resolved, that the Common Council of the City of Ithaca hereby approves the purposes and program of the Tompkins County War and Community Fund, Inc. , and recognizesit as the authorized agency for the collection of funds within the County for purposes incidental to the War. We believe that the support of all legitimate agencies for War Relief or War Service can best be obtained through one united County wide effort carried on simultaneously in the Townships and City of Ithaca. We bespeak for the War Chest the interest and support of all our people and we urge that no general appeal for money for any purpose relating to the War be made within the City except as it may be approved by the Committee on Allocation of Funds of the War Chest . THORNE - SERVICE WITH AMERICAN RED CROSS Assessor Thorne re- ported that on several occasions in the past he has served with the American Red Cross in organizing relief work during disasters, and that recently he has received two calls, the most recent one for work in the Olean district. He stated that he was unable to assist in either of the recent calls and asked if the Council would approve a short leave of absence another call is received. The Alderman expressed the opinion that Mr. Thorne should be granted a short leave if future necessity arises, and that the Council should adopt a policy in regard to the relr.ase of any City employee for emergency work in other districts, and it was moved By Alderman Adams, seconded by Alderman Gibb : Resolved, that the City Attorney be directed to prepare a proper resolution to be adopted by this Board in regard to the re- lease of City employees for emergency work. For the purposes of this ordinance, the New York Mate Barge Canal Terminal shall be deemed to include the premises indicated on Map No. 38 of the assessment maps of the City of Ithaca as being owned by the State of New York, and the premises opposite thereto on the east side of the Cayuga Inlet bounded on the west by a con- crete retaining wall and extending easterly from such wall for a distance of 50 feet, together with the waters of the Cayuga inlet adjacent thereto. It shall be the duty of the owner of any bulk petroleum i ns storage plant to post conspicuously and keep p proper S prohibiting smoking within the enclosure surrounding such plant. LEAVE OF ABSENCE - CITY EMPLOYEES - FOR E14ERGENCY WORK Attorney Pt;wers presented a proposed resolution prepared by direction aoC of the Council, to establish a policy in regard to the release of City employees for emergency works and It was moved By Alderman Perry, seconded by Alderman Adams: WHEREAS, during the present War, the City of Ithaca may receive requests for the loan of officers or employees to assist other municipalities$ and governmental or non-governmental agencies in connection with emergency conditions arising from enemy activities or other causes, and VVHEREAS, it seems desirable to establish a definite policy as to the loan of such officers and employees, the procedure therefor, and their compensation, NOW THEREFORE$ BE IT RESOLVED, that in the event of a request for outside aid for which provision is made in the New York State War emergency Act or other statute relating to mutual aids the granting of such aid, including procedure therefor and compensation and reimbursement, shall be governed in all respects by the provi- sions of such Act or other statute, BE IT FURTHER RESOLVED, that in the event of a request for outside aid for which no such provision is made by the Act or other statute, the appointing officer or board may grant to any officer or employee an emergency leave of absence, without pay, provided (a) that the temporary bsence from duty of such officer or employee will not subject the City of Ithaca or its inhabitants to any sub- stantial hardship or danger and (b) that such emergency leave is approved by the Mayor. Any such leave shall be for a stated maximum period not exceeding thirty days, and may be extended for a reason- able time for a good cause . Any such leave shall be subject to can- cellation and any such officer or employee shall be subject to immediate recall by the Appointing Officer or Board or by the Mayor in the event of any emergency in the City of Ithaca requiring his presence or services. Carried. NEW CAR - POLICE DEPARTMENT Police Chief Marshall requested the Council to consider the purchase of a new car for the department. He stated that the present car has been run 503000 miles and that the usual procedure is to trade cars at 60,000 miles, but he recommended that a new car be purchased for winter use and the present car reconditioned for use next summer. The Mayor reported that a bulletin received from the Mayors Conference recommends the purchase at this time of passenger cars needed for the balance of 1942 and for 1943 while they are still available. It was also reported that most passenger car sales are frozen at this time but that it is still possible to purchase a Dodge car. DOCTOR AND HOSPITAL BILLS - PATROLT-AN DANIEL B. FLYNN The Mayor presented a claim submitted by atrolm,a.n Daniel B. Flynn for doctor and hospital bills in the amount of X251.85 and recommended payment. He reported that these bills are a direct result of injuries sufferred by Officer Flynn in 1935 during the discharge of his duties Attorney Powers explained that Policemen and Firomen do not come under the provisions of the Workmen' s Compensation Act and that provisions in the General City Law permit payment of equitable claims and that a report received from the Mayors Conference show that many cities in the State do pay similar claims. By Alderman Adams, seconded by Alderman Hangs : Whereas this Council recognizes this bill as an equitable claim, Now Therefore Be It Resolved, that the claim amounting to �p251.85 be paid from Police Department funds. SALARIES - FIRE DEPARTI.ENT Alderman Gillette reported that at a meeting held October 10' 1942, the Fire Commissioners discussed the matter of salaries and requested that a copy of the minutes of the meeting be transmitted to the Common Council for approval. It was stated that sufficient funds remain in the Fire Depart- ment budget to pay the proposed increments for the balance of this year. The minutes follow; "Special Idieet ing Thursday, October 1, 1942 Meeting was called at 7:00 P.I.I. It was pointed out that in 1937, wizen the two platoon system was adopted, the salary scale was fixed at "?1300. with annual increments of X100. to a maximum of N1800. SPECIAL MEETING Meeting called by Eayor Comfort of representatives of the Board of Public Uorks and the Finance Committee of the Common Council in City Hall at 7. 30 P. ;:. , Wednesday, October 20, 1942 to consider the matter of proposed bonuses to City employees for the year January it 1943 to December 31, 1943. Present - Mayor Comfort B.r .v�. Commissioners - Lgbert, ,filler Finance Committee - Shurg er, Gillette, Gibb Cle2h - Springer The City Clerk presented a schedule of present salaries paid. to City employees subdivided as follows: w1500. and under, 415010 - 42500. y ;;2501 - P3000. After general discussion:,, it was first decided to omit from consideration all salaries over Y,2500. On further discussion a g=raduated scale of bonuses was suggested beginning at 10' on ths low class salaries to 5/0' or the high class salaries. Computations on this basis showed inequitable overlapping between groups. The groups were then further subdivided in an attenpt to improve this situation and various methods of applying equitable bonuses were suggested., including modifications of the percentage scalc;s and strai,,,ht lump sum bonus amounts. These suggestions failing to receive approval, , iissioner ::Miller offered the sullustion of a straight uniform par- centage appl ink to the entire salary list (exclusiv:; of the highest, paid group previously montioned as excluded fro .. consider ation) . Ex. Miller' s suggestion was agreed to by all present as tht simples and most equitable method and was followed by a General discussion and computations as to the purcuntagfa rat; amount and effect of tho bonus proposal on the City budget . The rates discussed varied from 6; to 10%. The 10"� rate showed an approximate increaaso to the salary budgets of some w23,000. Commissioner Egbort stated, however, that due to present necessities for over time payments in the Labor Department that the actual increase would be small in that Department, that due to War conditions the City could not undertake any major improvements thus relieving, the budget of comparatively larow appropriations for such items, that failing bonus assistance to the City employees they would have difficulty not only in meeting the 50 salary deductions required by law but of meeting the increased living and income tax requirements and as a result the City faced with the Loss of many umployees from these causes in addition to the already serious draft losses, pointing out that already the City garbage trucks ware si__ort handed and only old mon physically Incipable of handling heavy Farbale had to be emp.loyad. HAFELY A claim in the amount of $100.00 for personal injuries, alleged to have been received when he fell into an excavation near the old Stanford-Crowell building in ti+. Seneca Street, was filed by Mr. S. R. Hafely of Culver Road, Ithaca, N. Y. It was explained that the claim was presented to the Board of ilublic Works at a meeting held November 25, 1942 and was denied since it was determined that the excavation was not made by City forces but by a firm of plumbers who were renewing, a water service at the building. By Alderman Perry, seconded by Alderman Crawford: Resolved, that the claim be denied. Carried. NOTICE OF INTENT TO SUE - RICHARD J. FAIRBANK A notice of intent to sue for i jura.es alleged to have been received during his arrest ty Police Officer Lew Cornelius, was filed by Mr. Richard J. Fairbank of Hillcrest, Ithaca, N. Y. The notice stated that damages would be claimed in the sum of 10,000. Attorney Powers explained the background of the case and recommended rejection of the claim. By Alderman Shurger, seconded by Alderman Bangs: Resolved, that the claim be rejected when presented, as recommended by the City Attorney. Carried. ZONE CHANGE - W. SENECA STREET The Clerk reported that the result of the public hearing held May 6, 1942 on the proposed zone change in W. Seneca Street was referred to the Planning Commission as directed for further study and recommendation, and that the Planning Commission now recommends that only the area on the north side of W. Seneca Street, running from Meadow Street on the west to Plain Street on the east be changed from `B" residential to commercial zone , such area being bounded on the north by a line one-half way between Seneca and Buffalo Streets. By Alderman Crawford, seconded by Alderman Rottmann: Resolved, that the recommendation of the Planning Cormmission be accepted and the Clerk directed to advertise for a public hearing thereon as provided by Section 83 of the General City Law, such hear- :.ng to be held at the next regular meeting of the Council on January 1943. GREEN STREET The Clerk reported that a peti- tion was presented at a meeting of the tlanning Commission held November 5, 1942, requesting permission to establish a funeral home at the address shown above which isf in a IUD" residential district. The Planning Corrumission could/ no prohibition against the estab- lishment of a funeral home in this district and recommends granting permission as requested. Armstrong, has submitted a bid of 20� per dog for enumerating the dog owners in the City for the year 1943, and has requested the ,privilege of namin ; an assistant for the work. It was also reported that Police Chief Darshall, under whose supervision the census is taken, approves of Mr. Armstrong as enumerator. _ By alderman Shurger, seconded by alderman Gillette : resolved, that Chester PSI. LOCAL LAW - RE BONUSES City Attorney Powers submitted a draft of proposed local law as follows : PROPOSED LOCAL LAW A Local Law providing for the grant of bonuses to City Officers and Employees to compensate for fluctuating living costs arising from the present war emergency. BE IT j_ T'NACTED BY THE COi,i?ON COUNCIL OF THE CITY OF ITHACA AS FOLLOINS: Section 1. The Ithaca City Charter, as enacted by Chapter 503 of the Laws of 1908, is hereby amended by adding thereto a new section to be known as Section Six-a, which shall read as follows; Section Six-a: Notwithstanding any inconsistent provisions contained in this charter, the Common Council shall have authority during the present war emergency to authorize or grant to city officers and employees a bonus to compensate for fluctuating living costs arising from the existence of such emergency, which bonus shall be a percentage of the regular salary or wages of such officers or employees, and which bonus may be increased or decreased from time to time as the Council may deem necessary, except as such in- creases or decreases may be prohibited or limited by the general laws of the State of New York; provided however, that such bonus shall apply equally to all such officers and employees receiving ;he same compensation or within specified wage and salary classifi- cations as may be established by the Common Council. aec . 2. This local law shall take effect immediately.
