Minutes Hlinutes of the preceding meeting were duly
approved.
Police Mayor Bergholtz announced the appointment of
Cori1r_lissioner James F. O 'Connor as Police Commissioner to
fill the unexpired term of the later
Corar_lissioner Arthur P, hiller; such appointment to take
effect i-rmiediately and to expire' Decer_lber 31,1935.
Federal The Clerk distributed copies of Page 2 of the
Aid Minutes of the meeting of the Board of Public v!or'_{s
Program of November 911933 wherein 22 work projects were
listed and approved in the sur_i of $393t675 and a
request glade to the Corr.ion Council for an appropriation
to cover the cost of such projects as a Federal Aid
Program.
Engineer Eustance reported that after approval of
these estimates by the Board he had glade a more
detailed analysis of the cost of each Project, and that
Paving Iteri 6, Floral Avenue; should be' $30, 000 instead
Of 9"'33., 000, and that Resurfacing Iter_, 5," Buffalo Street
should be $24,, 000 instead of $25, 000, thereby r.educing
the total estimate by $4, 000.
Alderman Car_lpbell f s motion to approve the Prograr_1
for submission to the . Federal Engineer was not
seconded and a lengthy and detailed discussion of the
various pro�eets and the obligation of the City in
sub: fitting such a prograr_i for approval ensued.
The ;Mayor finally suggested a co_ pro::iised or
preferred list containing Ite._Is 17 4, 5, 6 and 7 of Paving;
Iter1s 1, 2, 3 and 5 of resurfacing, together t,rith' the
Bridges and Sani*ary sewer projects thereby reduci�ig
the total prograrz to X221, 575•
Consideration of each individual p"Jeat failed when
Alderi_ien whose terr_1s of office were about to expire
declined to vote. Alderman Gill was fearful that
approval and submission of these projects would
obligate the City to carry then? out. It was suggested
that the opinion of the City Attorney on this point
be secured before the projects were actually sublitted.
Futher discussion of this aspect of the application
brought out that it was apparent that the City,merely
by filing its application, would not thereby become
obligated to carry ..out, or sell bonds fox,any projects
that were not approved by the P fbli c Works Admini st:;ati on.

RESOLVED: that each and all of the following
Projects, together with the respective cost thereof be
and the sa:_le are hereby approved and ordered submitted
to the Federal Emergency Act:,inist rat iofi of Public .7orks
with the request that they likewise approve said projects
and agree to sake to the City of Ithaca a Grant of 30%
of the cost of all construction, labor and __laterial of
all approved projects, and further,
RESOLVED: that in the event that any-,project,
or part of any project be not approved, their the
foregoing approval shall apply to all remaining projects
or parts of projects:

WHEREAS, the Board of Public ?forks has submitted a requisition
with reco__i:_lendation that funds be provided and appropriated for
certain new construction and permanent i =prove ments, and
:(HAAS, the expense of such construction and i,_iprove.lent s
cannot be defrayed out of the ordinary revenues and tax levy, and
?7HE EAS, it appears that the Federal Goverriime-.t will pay
to the City a grant Of 300 of the cost of all labor and .iaterials
on approved projects, and
WHEREAS, the ?. ,�,yor has approved and recoYl°ended that proper
securities of the City be authorized to i_leet the balance of the
estimated cost of such construction and i._.provements, and
MHE E AS, the City Char_lberlain has filed in the office of the
City Clerk the certificate required by Sub.2--a of Sec. 23 of the
General City Law:

vested by Art 2—A of the General City Law and Sec. 3 of Chap I of
the City Ordinances relating to the exorcise of such powers,
the Cory--ion Council does hereby authorize obligations of the City
of Ithaca, N.Y. , in the total su:n of 6277, 500 the proceeds thereof
to be applied toward the purposes setforth and in accordance with
the recorynendation of the Board of Public Works of above
schedule of projects.

RESOLVED: that the Mayor take imnediate steps to submit these
projects to the Federal Administration and endeavor to secure their
approval to the 30% grant.

By Alderman Hoffman: seconded by Alderman Sanmons
RESOLVED: that the recommendation for changes and improvements
in the office and lay out of the Department of Welfare as recommended
by Alderman Sammons be approved and an appropriation of 6300 is
hereby ._jade from surplus to the Cork Relief Account for the purpose
of covering the cost and expenses of mating such changes as a
WOO Relief project.
Carried.
