REGULAR MEETING FEBRUARY 1, 1933.

Minutes of the preceding meeting were duly approved.
Damage
Claims A damage claim in the amount of $1, 000 filed by
Edgar Shepard was presented to the Council. The Attorney
made a report on the claim and stated that the Board of
Public ?forks had also considered it and recommended
that it be rejected.

RESOLVED: that the claim of Edgar Shepard
.be rejected.
Carried.
The damage claim of 21r. Richard Sam.-ions., which was
received at the last meeting was continued "On The Table".
Cornell
Library A communication was received from F.040ornell,
Zhairman of the Finance Coma .iittee of the Library Associa-
tion, requesting the City to appropriate $4, 000.00,
part as rent and part as a contribution in order to
make up, with the $3,000.00 already approprated by the
Supervisors, the total of $7,000,00 which they need to
maintain the Library and which amount they previously
received from the First National Bank for the use of the
same quarters now occupied by the City. The i.iayor
suggested that this amount might be distributed
as follows :

Alderman Causer pointed out that most Cities support
their Public Libraries, that the City is rather fortun-
ate in _being able to use these quarters, and also that
there seems to be a desire on the part of the citizens
and a moral obligation on the part of the Aldermen
to keep the Library open.

RESOLVED:that the request be granted and the
amount of $4,000 is hereby appropiated and included in
the Budget as part rent and part contribution to the
Cornell Library Association.
Ayes--9 Nays--0 Carried.
Alderman Gill not voting.
Gas Rate
Hearing Attorney Treman reported on the forth--coming gas rate
Hearing and recom-vended that the Aldermen authorize the
employment, if it were found necessary, of an expert to
aid in presenting the City ' s case for a reduction in
rates.
Theayor suggested that the Finance Co:_7_nittee be
given power to make such appoint:rent if in their judg-
ment it was found necessary. There was a general
discussion of the ._latter.

RESOLVED: that the expenditure of $2, 000 or so
much thereof as :nay be necessary, be and the sa::ie is
hereby authorized only on the order and at the discre-
tion of the Finance Co:_Z-iittee for the employment of an
Expert in connection with the Gas Rate Hearings.

Avenue Attorney Tre:lan reported that the negotiations and
papers had been completed in connection with securing
clear title to various properties on ;_orris .Avenue
and Fourth Street formerly owned by J.J. Dillon and
recor .,ended that the Council accept the deed and author-
ize the pay-'lent of the bills incurred in connection with
the death of fir. Dillon in accordance with the agreement
with his heir as consideration for the receipt of said
deed; all of which including recording deeds etc. ,
mounted to $325.

RESOLVED: that the reco:_z iendation of the
Attorney be approved, the deed accepted and filed
and the pay-,:lent of the four bills submitted totalling
$325.00 authorized from surplus funds.

Annual
Report Cha;-aberlain Snyder read his annual report for the pre-
ceding year, and on ";motion of Cors-.lissioner Causer the
sa.:_ie was ordered filed and a vote of thanks tendered
the Chamberlain for his report and efficient work.
Work & t `Wor - : Bergholtz introduced Miss Ruth Englehorn
Home who spoke to the Common Council in regard, to Work and
Relief Horse Relief, She traced the history and, legislative
Discussed back ground of the T.E.R.A, and explained the plan that
she hoped to have carried out by the City Relief
Departmentsv to materially relieve the Hone Relief
Departrment by shifting all able bodied persons receiving
such aid to the Work Relief Department in connection
with the Word: Program about to be carried out on the
State College grounds. She bespoke the cooperation of
the Aldei-men to this end so that the citizens would
realize a direct benefit fro:a the State College cork.
The need for more careful and thorough investigation
by the e-iploynent of one or two Investigators,perhaps
tenporarily1 to bring the records down to date, was
discussed. In this connection Hiss Englehorn explained
the :_Zethods and purpose of the Work Bureau and the
rules of the T.E.R.A. with particular reference to the
investigation and establish::lent of an accurate Budget.
She showed that :much time and money might be wasted if
complete and correct knowledge of each case was not
available to guide in tho amount of relief granted. She
agreed that a local person could no doubt be found who
would be qualified to act as Investigator and suggested
that a :man be e,:iployed as an Investigator for the Work
Bureau and a worlan as Investigator in the Hone Relief.
She pointed out that these persons :light be approved as
special projects and thereby secure a refund of 4OJo
of their wages. The "ayor suggested that a Co ,-iittee be
given power to employ and fix the salaries of such
Investigators pointing out that it is hoped to start
wor'_: on new projects next :.onday morning.

The i•iayor congratulated the Alder::ian for their co::i--
prehensive views of these problels and their constructive
action, and thanked Hiss Englehorn for her very clear
and thorough presentation of the situation.

The advisability of per-.iitting traffic to turn right
