regular meetings were duly approved.
Bank By Alderman Causer: seconded by Alderman Sammons:
Tax RESOLVED: that the action taken at the adjourned
Refund regular meeting of December 13, 1932 with respect to
refunding the bawl; taxes and the execution and delivery
of Certificates of Indebtedness and 411 action and
resolutions adopted in connection therewith be and
the save hereby are specifically and in all respects
approved and confirmed.

Work Hr. Pool Livermore, as Chairman of the Ithaca
Relief Emergency 7ork Bureau, addressed the Common Council on
the subject of !pork Relief. The proposed work program,
of Cornell University, the carrying out of which
. r. Livermore reported had been approved by the i'ork
Bureau in principle on the basis of the T.E.R.A.
proposal, was discussed, and referred to the Finance
and Charity Co:.mitties to investigate with the Mayor
the desirability of the City' s accepting the proposal ,
either in i7hole or in part.

RESOLVED: that inas-such as no provision has
been -:ade for such payment in the current Budget, but
under the provisions of said Chapter 219 of the
Lars of 1932 the City is permitted to acknowledge its
indebtedness- to the First lRational Bank of Ithaca in
the sun of .'6, 539.87 as of Dece:_fiber 16,1932 and to
the To:_�pkins County iation^1 Bank (of Ithaca) in the
amount of Q'5, 368.61 being the aaount of said taxes
tiith interest thereon fro::, the respective dates of
payment as co:apro:_:i sed, and that such su_:s respective-
ly be paid to the respective banks, with interest
from Dece:,ber 16, 1932 at tae rate of 4% per annum;
and be it further,
RDSOLVrD that to evidence the indebtedness to the
said banks respectively, the City of Ithaca by its
Co_r:on Council hereby authorizes and directs that the
=ayor and the City Clerk execute and deliver, for and
on behalf of the City, the following certificates of
indebtedness each of 'Which shall bear interest at
the rate of 4% per an_zu: fron December 16, 1932 pay--
able sewn-annually June 30 and Dece::aber 31, to each of
which the Corporate Seal of the City shall be
affixed by such officers, and which certificates shall
pledge the full faith and credit of the City of
Ithaca for pay:--lent thereof with interest thereon
according to the ' provi si ons thereof:
1. To the First National Bank of Ithac ;, I?.Y or
order, N6, 539.87 of principal,p�aya'ale on or

Petition A petition was received fro- the To°apl:ins County
Socialist Socialists suggesting that the City take im-iediate
steps to acquire and operate equip-lent necessary
for the production and distribution of gas and electric-
- ity, the same to be controlled by an administrative
Board on which the wage-worker, consu::aer and
technician are represented.
The petition, on :motion,was laid on the table.

Annual The Clerk read the Annual Report of the City
Reports Assessor aizd Building Coamissioner and the sale was
ordered filed.
Sealer Gaurnier read his Annual Report which in-
cluded the announcement that the Annual ."eeting of the
Sealers of the State would be held this year in Ithaca.
The report was received and ordered filed.
Chief of Police `arshall read his Annual Report
which ,gas received and ordered filed.

of the Council be tendered to the Chief for his very
fine Annual Report.

Cos_s::iissioner Green reported that he was not pre-
pared to -.lake his Annual Re, ort at this time due to
the fact that his bookkeeper had been too busy to aid
in its preparation but pr-o:.ised a. i-Titten report at
the next -meeting.

The hayor announced the appointment of

the ensuing term of 6 years and asked the Council

Co,.mitt e e Alderman Lowe as Chai rmin of the Charter
Report Ordinance Committee reported on the following
matters referred to the Con =ittee at the preceding
meeting;
Relative to changing the election districts,
the Co mnittee recommends that no change be made,
fpr various rea sons, not the least of Mich is the
expense involved.
Relative to changing the ordinance to pervit
Hunting and the discharging of firearms within the
City limits along the -Lake Shore :tear the Airport,
the Co.:mittee likewise recomiends that no change
be made in the prevent ordinance.
