The Mayor submitted the following :essage:
er Gentlemeq of the Council:
In order to eliminate constant complaints of
our citizens, and to comply with the laws of the State of
New York which forbids public officials to make purchases
with public moneys from individuals or corporations
With whom they or any other City official are directly
or indirectly interested, I feel that a change should
be glade in the personnel ` of our Fire COnviission. I.Tr.
Button, whose term of office as Chairman of the Fire
Co1iission expires July lst next, and in as which as
the Fire Department has considerable dealings with the
Lang & Button Garage tb$ which Mr. Button is the head,
he is placed in the embarassing position of giving orders
as well as auditing the bills for these orders, which
consists of repairs to fire apparatus as well as supplies
like rubber tires, oil,gas etc. ,
Personally I have the highest regard and esteem
for 7r. Button and appreciation of his valuable services
to the City, but in order to relieve the City
Administration of critizisra, I propose the appoint�i- ent
of John J. Larkin as Fire CO:--rliscioner to take effect
July 1st next."
Alderman Sammons strenuously objected to making
any such change and he was joined in his remarks by
other Aldermen.

Civil Service The Hayor reported that the terra of office of
Corr - John D. Kinney as 00::r::1issioner of Civil, Service expired
loner June lst, and that he had appointed John 11. Carty to
this position for the ensuing ter.1 of six years; Pointing
out that I."r. Carty has had years of experience in this
field, having acted as Secretary for the Civil Service
Department at the Post Office.
On motion of Alderman rnyers this appoint'-rent
was approved.
Ordinance
Floor Plates Fire Chief Reilly submitted and recorx2ended the
Cellar adoption of an ordinance requiring floor plates for
Pipes cellar pipes in co:Xnercial buildings.

RESOLVED; that Chap. VIII of the City Ordinances
be anended b,r adding thereto a new Section to be ltnown
as Section 2�+, to take effect upon publication, and to
read as follotas:
Sec. 24. FLOOR PLATES FOR CELLAR PIPES.
The ow.-tier,lessee, manager, or other perso-n in
charge of evoxy hotel, theatre, store,apart;'10i1t house or
building used for c0m-,:iercial purposes, within the fire
li.-lits of the City, shall cause to be installed and
maintained suitable floor plates for fire depart meat use
for cellar pipes, in the ground floor of each such
building ovoT an unsprinklered cellar in such locations
and of such construction as shall be doter-:,fined and
required by the chief of the Firc Departrent.
Violation of this ordinance shall eonut±itute
disorderly conduct.

Blood, C.H.
Return of A corv-1unication was roceived from "r. C.H.Blood
property with reference to the 1930s1931 City Tax SL lesof
his property at #216 T, adi sor_ Street.
The City Attorney roco:.l:.iended that a deed be
tendered : r. Blood returning his property vdthout
the 37o penalty but with the 10% per annim
rederaption fee.
On motion of Alder' man Causer the roco°a:_ienda.-
tion was approved and so ordered, and the fsayor and
City C1er', authorized to execute the deed.

National The Depository Undertaking and Agreeaent of
Bank the First National Bank as approved by the City
Attorney ryas presented.

Assessments The Clerk reported that the Board of Public
Confir?aed Works had finally _approved certain public inprovenient
assessments in accordance with the Schedule and ; a,ps
on file and that they recos _Ended theca to the
Co=on Council for confirmation.

WHEREAS the Board of Public Works levied
assessments for various public improvements on
April 13,1932 and after public hearing held
April 27,1932 duly adjusted and corrected said assess-
ments as justice required and,
WHEREAS the Board on Itiay 25,1932 finally
approved said assessments and filed a schedule thereof
with the Ca_i:ion Council for confir::lation,nowtherefore
RESOLVED: that said assessments as finally
approved and filed be and they are in all respects
approved and confir:aed, and the City Clerk directed
to prepare a Warrant on the City Chaia'oerlain in
accordance with such schedule for the collection of
said assessments and the 1iayor tnd City Clerk are
hereby authorized and directed to execute said Warrant
whereupon all said assess:ient s shall beco:le due and
payable from the date of execution thereof, and on
all such assessments or portions thereof regaining
unpaid after the expiration of six _ionths from the
date of said Warrant, the City Cha_Zberlain shall- -a.dc_
and collect a percentage thereof at the rate of 6%
per a.imim, and all properties having such assess- tints
or portions thereof reT_iaining unpaid on Oet.15,1934
shall be included by the City Chw ;berlain in the City

Bond
Issue The Cleric reported that all proliminary steps in connec-
tion with the proposed Bond Issue had been co-.lpleted and he
recormended that the Council adopt a resolution approving
and authorizing the issue and fixing the date of sale for
the next regular meeting.

M EREAS, the Co::r on Council has, pursuant to the
powers and authority granted by Article 2-a of the General
City Law, and Section 3 of Chapter 1 of the City Ordinances,
authorized the construction of the public improvements
hereinafter described, upon the reco:i::endation or requisition
of the Board of Public 17orks and of the Finance Cormitteo of
the Cor r:on Council; and
WHEREAS, said improvements have either been completed
or are about to be completed, and the cost or esti*sated cost
of such improvements is in each case not less than the
amount of bonds hereinafter authorized to be issued for such
improvement; and
ITHEMISp the City Cho berlain has filed in the
office of the City Clerk the certificate required, by Subdiv--
ion 2-a of Section 23 of the General City Lair: NOt,7, THEREFORE,,
RESOLVED, that, pursuant to the powers and
authority vested in the Co:• :on Council by Article 2-a of the
General City Law and Section 3 of Chapter 1 of the City
Ordinances relating to the exercise of such powers, the
Corm°eon Council hereby authorizes the issuance of bonds of the
City of Ithaca of the aggregate xmount of $275,000, and that
said bonds be issued in -such amount for the following
purposes, respectively, viz. :
(1) Construction of a fire proof building
to be used in connection with the
Municipal Athletic Field $ 5,100.
(2) Construction of a railroad siding
in the City Storage Yards maintained

AND FURTHER RESOLVED, that such obligations be issued in the
form of coupon bonds in the denoraination of $1,000 each with
the privilege of registration thereof both as to principal and
interest, and be designated "City of Ithaca, N.Y. I::_prove:hent
Bonds, Series "H° an(f. be dated July 1,1932 as date of issue,
and bear interest at a rate to be fixed at the tine of award-
ing the sale thereof as na::sed by the successful bidder,
said interest shall be payable se hi--annually on the first days
of Ja�-ivary and July in each year, and further
RESOLVED: that said bonds shall be sold at not less
than par and accrued interest to date of delivery and be
nimbered serially fro-,_i 1 to 275 inclusive, and shall mrature
serially as follows $5.,000 in 1936 and 1937, 10 000 in 1938
to 1943 inclusive, $15,000 in 1941+ and 1945, 820� 000 in 1946
and 1947, $30, 000 in 1948, and $35,000 in 1949,1950 and 1951,
and further,
RESOLVED: that there shall be included in the annual
budget and tax levy a sim sufficient to provide for the pay:_:ent
of the interest and principal on said bonds as -the saie shall

of and upon the credit of the City of Ithaca,County of Tompkins
State of Near York shall be executed by the Mayor under the
Corporate Seal and countersigned by the City Clerk thereof,

bonds shall be payable at the office of the Chase National
Bank of the City of New York, in New York City, and that the

proper legal authority to pass upon the validity of such bone_

Corm-Attee submitted a proposed a.aendment to Sec.154
of the City Charter as referred to this Cori:::ittec at the
preceding --meeting, but reported that the Co._ iittee
recori:.1e--ided that action be postponed and the Com..littee
continued with instructions to review also Section 153
and sub.--At an azaen&aezt that would completely revise
and improve the present assessment procecure.

Celebra- The Mayor announced that he had called the meeting
tion. to consider the request of the Veterans of Foreign tars for
an appropriation to be used in connection with the usual
celebration of Independence Day.
He reported that their first request was for $500 but
that they had since asked for an additional. $500 so that
there would be sufficient funds for a barbacue at Stewart
Park as well as the usual fireworks displays
Alderman Gill stated that in these hard times they
should be glad to get even -$500 from the City which with a r
similar appropriation by the Supervisors would mean an $900
contribution from the City taxpayers.After further
discussion it was moved,

RESOLVED: that $500 be and the same is hereby
appropriated from surplus funds to defray expenses in connec-
tion with the Fourth of July Celebration. _
