ers had ordered the lighting and salvage truck and that
the same was to be delivered in 60 days. II

Welfare, he wished to advise the Alderman that unless an !
experienced Investigator was employed in the Charity Depart-0�
}:lent, the City would probably lose the State reimbursement
of 11-0; of its Home Relief. q

i3i1. i approved by the Commissioner and that from an investigation j
he iiad made he was convinced that such i was the case and,
therefore, he recommended that the account be turned over
to the City Attorney for collection.
Commissioner Green admitted that he would not have;;
approved any relief in this case and only did so in this ;j
instance because it was a Hospital bill, and then took the
opportunity to severely criticise the report of his office 1
made by Miss Starr. The mayor backed up the Commissioner 's
statements and complimented hiril on his splendid work.

It was then moved by Alderman Rogalsky, seconded
by Alderman Gill and carried., that the City Attorney make 1

` +. ,.a Local Law to amend the Charter‘ in order to pay the Mayor
a salary, it was seconded by Alderman Hines.
BE IT EITACTEI) by the Common Council of the City
of Ithaca, as follows:
Section 1. The Ithaca City Charter, being Chapter
503 of the Laws of 1906 as amended, is hereby amended. by
adding to Section 15 thereof an additional paragraph
which shall read as follows:
"The salary of the mayor shall be ti;2, 500. 00 per
annum, payable monthly, and no other fee or reward,
` excepting necessary expenses and disbursements
incurred by him. "
Section 2. The title of Section 15 is amended to
read as follows: {�
"Section 15. Mayor: his powers, duties,acid 'j
compensation. " •
Section 3. Any other provisions of said Chapter 503
of the Laws of 1905 as amended which are inconsistent with
the provisions of this local law are hereby superseded.
Section 4. This local law shall take effect on and ,�
\ .. / after Ja:_uary 1st, Nineteen Hundred and Thirty-Two.
In discussing this proposal,A.ld.erman Causer
stated that although he had always felt that our Mayor
should be paid nevertheless he did not feel that this was
the proper time to increase any salaries or create new ones.
Alderman Hines stated that he was not sure
whether this was or was not the right time to take such
action but that he believed that the 1.ayor should receive
compensation for his services, but that he should also be
required to keep definite office hours.

Alderman Roga.lsjy spoke in opposition,particularly
from the view point of the voters and the
platform on which the Mayor had been elected.
Attorney Treman urged the Alderman to cone
cider the proposal on its merits and not make it
a political proposition and read a report that
he had obtained from the Mayor 's Conference •
showing the amounts paid their Mayors by all
but three other cities in the State.
After some further discussion it was

Alderman Sammons and carried, lith Alderman
Rogalsly voting in the negative that copies of
this Local Law be laid on the desks of the
Alderman for at least seven days in pursuance
of the provisions of the Home Rule Law.

Ascess- Attorney Treman stated that he was not •
yet prepared to report on the •local law to
is amend the City Charter in relation to assess-
ments for resurfacing. He recommended that the
Board of Public Works be asked for their
opinion in regard to the proposed change because,
he pointed out, that they gave this matter
considerable thought, investigation and study
a few years• ago when they recommended the
present law.
• On motion of Alderman Causer his suggestion
was approved and the matter referred to the
Board of Public Works for, recomendation.
Dogs Mr. R. A. Hutchinson appeared before the
• Board in regard to the usual annual contract
between the City and the S.P.C.A. for the en-
Ij forcement and administration of the "Dog Law".

RESOLVED: that the Mayor and City Clerk
are hereby authorized and directed to execute
on behalf of the City the usual contract with •
the S.P.C.A.

Laws of 1931 and has directed the Cot..issioner
of Charities to administer Home Relief as in

WHEREAS, there is not sufficient money
available to meet the expenses thereof,
• BE IT RESOLVED: that the Coulon Council,
pursuant to Sec.10 of said Act, hereby appropri-
ates $5, 000 or so much thereof as may be
necessary, for such purpose, and directs and
authorizes the City Clerk to borrow on behalf
of the City by interest bearing notes a sum
or sums from time to time sufficient to meet

the needs of, and pay the properly audited accounts of the
Department of Charities for Home Relief; the agregate
total of such sum shall not exceed $5, 000, and the faith
and credit of the City of Ithaca is hereby pledged

from this date.

WHEREAS, under the City Hdme Rule Law, a public
hearing before the payor is required before the Mayor
shall approve any local law passed by the Common Council,
and Section 13 of the City 'Home Rule Law provides for a
local law prescribing how public notice of said hearing
shall be given, and
VHER.EAS, it appears that . adequate notice of public
hearings on local laws had been given heretofore before
approval by the mayor of local laws, but it would seem
'advisable to have a def.inite .provision as to the time
and manner of giving said public notice, and
WHEREAS, it seems advisable to make said provision
definite and certain,
NOW TfiEREFORE, in accordance with the provisions or'►
Section 13 of the City Home Rule Law and by birtue
of the authority conferred on me, I do hereby, certify

A 'Local Law to Amend the Ithaca City Charter in I'
Reltion to Notice of Public Hearings on LOcfl Laws.
BE IT ENACTED by the Common Council of the City
of Ithaca as follows:
Section 1. Section 232 of the Ithaoa City Charter,
being Chapter 503 of the Laws of 1908 as amended, is
hereby athended to read as follows :
SECTION 232. The Co:�r: on Coupcil shall by resolution
designate as official papers one or two newspapers
published in the City, and every notice, statement,
ordinance, resoluti on, rule and reu1ation required ;�
or authorized to be published by this act or by
any of the boards' of the city shall be published
in one or both of said papers as may be required !�
or directed.
"Public notice of a public hearing before the .i
'ii-Tor on a local law shall be given.by publishing
a notice of such hearing at least once in at least
one newspaper published in the City of Ithaca,
