EC.ay St. , Bowling Mr. Jones, Proprietor of the Eddy Street Bowling Alleys Alleys, requested the Council to amend the ordinance so as to permit him to operate his alleys on Sunday after 2 P.191. , the same as other amusements such as moving pictures, baseball, football etc. ' ­ " ­ 'On motion -of Alderman Causer, L.r. Jones was requested to obtain a petition signed by the tenants of the Block in which the alleys are located, signifying their approval of permitting the alleys to be used. on Sunday. Fire Ar )ara.tus A 'communication from the Fire Commissioners asking N00 4 for an appropriation of $ 10,000. for a new fire truck for Company Company No.4 was explained by the Ygyor, who also read a letter from Cornell University in which the Trustees agreed to contribute $2,,000 toward the purchase of the desired fire ap-;aratus, providing that the remaining funds necessary to make the purchase were secured. By Alderman Causer: seconded by Alderman Casterline: RESOLVED: that the Com:�.on Council hereby approves and authorizes the Fire Commissioners to order a new fire truck for Company No4; it 'being understood and agreed that $ 5,000 or so much thereof as may be necessary shall be pro- vided by the 'Council to supplement ,the contribution made by the University when it becomes necessary to make payment for this apparatus. Ayes--Q Nays--0 Carried Protests Crozier Est. The Clerk read a long and detailed petition of protest from the Crozier Estate against the assessment for paving of West State Street abutting their property. Also ';nano one from John Knapp against the assessment for paving and curbing for his property at 201-207 Cliff Street. Also a Pino protest of Mary C. Pino against the payment of the assess- ment for paving at #211 W.State Street. These Petitions were referred to the City Attorney. At the suggestion of the Mayor, the Clerk read the Rules and Regulations of the State Administration for the administration of Home Relief. The Mayor explained the many requirements and questioned the advisability of attempting to administer Home Relief under this law; stating that he believed the expense involved would no doubt offset the 4o% return promised fro. the State. He stated that he believed the matter should be carefully studied and that if there was no objection he would appoint a Committee to make a study of the Matter. He appointed the following Committee: Aldermen Causer,Gill and flyers. Eriier .,encv In connection with work relief under this new ;07711:v law, the Clerk reported_ that the Emergency Work Bureau had Bureau met and that they passed a resolution requesting the Com.-,,on Appronri a- Council to appropriate, as provided by Sec.10 of the Act, �ti.on. $ 2, 500 or so much thereof as may be necessary, for them to start their administration of unemployment relief. Alderman Gill asked the reason for the amount asked and it was explained that the full amount was not immediately necessary as it was an estimate of the total cost for the entire emergency period of certain administrative expenses, such as Clerk hire,heat,light and telephone. It was,therefore, suggestedthat a small amount be authorized and that addi.tionel sums might be appropriated if and when necessary. 182 B.C. -2- i�-I1-31 By Alderman dyers: seconded by Ald. Gill: RESOLVED: that the City Clerk be and he is hereby authorized to borrow; on behalf of and to the credit 'of the City of Ithaca in accordance with Sec.10 of Chap. 798 of the Laws of• 1931 an amount or amounts in a total aggregate sum not to exceed $500 ; such amounts to be borrowed if and when necessary and placed to the credit and order of the Emergency Work Bureau for the administration of work relief in accordance with the pror-3:'gi4 of said law. Austen's Assessment request for permission to make deferred payments on his Cliff Street paving assessment, the City Attorney submitted an agreement which he had drawn to accomplish the desired result and which had been approved by mr. Aust eii. On motion of Alderman Causer,the agree- ment was approved and the Chamberlain authorized to accept and enforce payment in accordance therewith upon its proper execution. Rey PrOlDerty Reporting on the Reyna lot Attorney Treman stated that Air. Allen had paid $110 for _ the lot and that there was due and owning in interest $17.33 and in taxes $9. 20. He again strongly questioned the validity and legality of the City making any payment to Mrst Reyna, pointing out that the Tax Law places upon property owners at grievance period the obliga- tion of seeing to it that their property is correctly assessed and thus relieves the City of the responsibility of any errors or mistakes which are otherwise bound to creep in on each Tax Roll. _ The Alderman agreed that Mrs. Reyna should pay the $9. 20 taxes, and that the City should repay the cost 'of the lot $ 110 plus accrued interest of $ 17.33. The Clerk again questioned his right to draw the check in the face of the Attorney 's advice that it would be illegal, but the mayor pointed out and the Council agreed that their resolution at the preceding meeting authorized and directed the payment Gla Age Security Commissioner Green reported the receipt of a partial payment from the State for their share of the expense of administering Old Age Security for the first six months of this year. Uni7"e:-s;, ty ContriY.b Lion The Clerk reported that he had received an increase of $2.900 in- the usual service con- tribution from the University making the total for this yeax $7., F-00 and in this connection that he was pleases to report that the miscellaneous revenues had thereby just exceeded the estimate used in establishing the Budget and for the first time this year a small surplus. Alderman Sammons, moved a vote of thanks and a7)nreciation to the University and the Clerk was requested to address a letter to the University thanking them for their generous service contribution and also their contribu- tion toward the purchase of the fire truck. 183 11-4-31 By A1dehaan Sa ,,ions: seconded by Ald.
