behalf of the Committee reported that they would recommend
withholding approval of Items 1 and. 20 until after' the
Legislature Acts on the Bill which, if passed, wouldgive
aid to Cities for the construction of highways, andthat
the Committee would recom_iend ar-nroval of the remaining
items in the sum of 68, 553. \ /

Cotmon Council to assist them in the cleaning

ordinance making it illegal to use the public
streets for parking vehieles during the night

Parking,Morrors. Ido person shall drive a motor
vehicle upon a public street or thoroughfare
in the City of Ithaca during the period from

in front, one on each side, having light sources of equal
power,which shall be visible a distance of five, hundred
feet in front of the vehicle and which shall project
white or yellow light,and one lighted lamp on the rear,

which shall display a red light visible from the rear
• for a distance of at least five hundred feet; and shall
y illtminate the number plate carried on the rear of such
I vehicle in such manner as to render the numbers legible
.; at least fifty feet distant. All lamps used on motor
vehicles shall be arranged, adjusted and operated
\ / • as to avoid dangerous glare or dazzle. No lamp having a
light source greater than that permitted by the N.Y. State
;1 Vehicle & Traffic Law shall be used on a motor vehicle.
No vehicle shall stand on a public street or thoroughfare
of the City of Ithaca from one half hour after sunset
until one half hour before sunrise without displaying on
said vehicle one red light to the rear and two white or
yellow lights to the front, except in areas lighted by
boulevard lights.

No vehicle shall be permitted to stand on any
City street in the congested business districts, termed
1 the fire limits, or on any paved street in the City of
•1 Ithaca between the hoyrs of 1:30 A.L. and. 6:00 A.L. , for
a longer period of time than one hour, provided however
that this restriction shall not apply to the vehicles of
• the Fire Department, Police Department, Department of
Public Works, Department of Health, Public Service Corpora- 1
tions or duly licensed Physicians, while the same are
being used in the performance of official or professional
• duties.
No person shall operate a motor truck on a public
ii street or thoroughfare of the City of Ithaca unless there
shall be suspended from the left side of said truck a
i mirror which shall be in a. position to enable the driver I
\ , j thereof to see five hundred feet to .the rear of the truck. ! .
Violation of this ordinance shall constitute
• disorderly conduct.

TAI'E. NOTICE:
That on May 7, 1930 the Common Council, at some
expense, became a member of the New York State Employees
Retirement System in order to give all City employees an
opportunity of Ioining the system and enjoying the
protection thus afforded.
li Your attention is now called to the fact that 1
on May 6,.1931 the one year period, fixed by law as the time
• when you may join the system without cost for prior service,
will terminate. We particularly urge employees with years I
'i of prior service to take advantage of this rare ,I� 1 opportunity. : ;!
In consideration of the protection offered
by membership in the system, the Common Council desires
to go on record and does hereby give notice that failure
on the part of an employee to take advantage of this servic
,) thus offered, may preclude the possibility of any recovery H
or consideration in the event of an unfortunate disability
occuring to such employee in the future.

Local Law
1 Di sapprover,. Mayor Bergholtz reported that he di sa.n-orov-
ed the Bill passed by the Com'ion Council on
February 4,19.31 entitled "A LOCAL LA7 to
amend. the City of Ithaca Charter in relation
1 to sidewalks andcertain powers of the
Board of Public Works " because he deemed other
changes in this Section should be made also.
Mayor Bergholtz sugested that the charter,
provision requiring a rate of 61, on all de-
ferred assessment payments be changed so as to'
. _ permit the Council to fix the rate of interest:
. which he recommended at the present time be 5,/,
and if possible have this change effective
on the Improvement Assessments confirmed by
the Council March 9th.

assessments.
BE IT ENACTED by the Common Council
of the .City of Ithaca as follows: 1
Sec.l. The last sentence of the last jj
paragraph of Sec.154 of Chap. 503 of the 1
Laws of 1908, entitled "An Act to consolidate '
and revise the several acts relative to the
City of Ithaca, " as amended by Chap. 425 of I'
the Laws of 1916 and by Chap. 387 of the p
Laws of 1920 and by Local Law 41 of 1929, is
hereby superseded andenacted as Local Law \%.-../
to read as follows : 1'
Sec.154 The Common Council f
may prescribe and apportion deferred payments,!' ...
make such regulations as may be deemed
advisable for the payment thereof, and nro-
vide for a percentage addition to any such is
deferred. payments at a rate to -0e determined I;
and fixedby said Council, together with any
fees and expenses which may be incurred in
connection therewith, to be coll__ected. in the `
manner provided for the enforcement,levy I

Sec. 2. This Local Law shall take

At the request of the City -Attorney, the I'
' Council on motion went into Executive Session.

Case Attorney Treman reported th it `the suit li
' brought in Supreme Court by M . '& Mrs. Reinhardt
against the City had resulted in a verdict of __ '
' $225 for Mrs. Reinhardt and one of $281 for
Mr. Reinhardt for his actual expenses, and that
the Plaintiff 's Attorney had moved for a new
' trial, but that they had_ also agreed to settle
' with the City on the basis of the verdict received
• plus costs.
• Attorney Trexan outlined both sides df
- the case and stated that he did not care to make I
any recon jendation, hut would ask the Council whether
or not they should accept the proposed settlement
or try the case again.

Minutes �of the preceding meeting were
duly approved.

advertised, on the petition of Fay I. Giddings
for consent to oners_te a Motor Bus line over
certain streets in the City of Ithaca. No
persons appeared in relation to such petition.

RESOLVED: that the petition of Fay I.
Giddings be and the same is Hereby approved
and ordered_ filed_ and the Co,-, on Council hereby
gives consent to use the streets as therein
designated, to wit : From the Bus Terminal on
East Green Street , proceeding. west on Green
Street to South Albany Street, south on South
Albany Street to Spencer Street ancL on Spencer
Street to the City line, returning; over the
same route;for the operation of a ;rotor Bus Line,
as setforth in saic. petition, subject horever/ to
the approval of said petition by the Public
Service Commission, and subject also to such
Rules & Regulations for the operation of such
a service as the Co _:_ion Council has or may
hereafter adopt and establish.

Mayor Bergholtz announced that he had
received the resignation of Fred Atvrater as
member of the Planning Commission, who had been

Mayor Bergholtz read a co-r_n_Zunication from
Dr. Geer suggesting either the lath or 20th of
May as a date on which to meet with the Com__Zon
Council anc explain the operation a.nC. manage-
ment of the emorial Hospital. The Council
agreed on the 20th for this date and sug vested
that ti,.e -Health Officer, Members of the Roa.rc_ of
Health, and any others interested, be invited
to attend. this meeting.
The ?:iayor read the monthly re-oort show-
ing the actual cash balance in the various funds
and the Clerl: requested authorization to borrovv
additional monies in anticipation of the collec-
tion of taxes in orcer to meet the run_-.ing
