Reporting further Attorney Treman stated that he
was preparing an amendment to the Charter by local law
in relation to the procedure in connection with
tax sales and would present the same to the Common
Council at their next meeting.
Mayor Bergholtz called the attention of the
Council to their obligation to furnish funds for the
administration of the new Old Age Relief Law by the
Commissioner of Charities, and recom ended that an
appropriation of $500 be made at this time to defray
the expenses of extra help and' supplies needed in the
adiministra.tion of this law pointing out that there-was a
great amount of detail work, investigations, reports and
administrative work in connection with carrying out the
provisions of the law, and also pointing out that whatever
expenses the City incurred, the State would pay half of it.
The Clerk then read extracts from the law relative to
its administration.
Old Age By' Alderman Causer: seconded by Alderman Hoffman:
Relief RESOLVED:that the recommendation of the` Mayor be
approved and $500 be and the ssme is hereby appropriated
for the uses of the Commission of Charities in administering
the Public Welfare Law with relation to Old Age Relief. p
Transfer of
Accounts The Mayor reported on the request' of the Board
of- Public Works as follows :
"RESOLVED: that the Board of Public Works
request the Common Council to authorize the
transfer, within the IMPROVEMENT FUND of $2,500,
from the surplus that has accrued to the account
'Resurfacing North Cayuga Street' to the account
'North Cayuga Street Bridge' , in order to take
case of the additional expense of building
new abutments which were not anticipated and
approaches which were not included in the
original estimate. '

RESOLVED: that the recommendation of the Mayor
and Board of Public Works be granted and that $2,500. be
and the same is hereby transferred from the North Cayuga
Street resurfacing account to the North Cayuga Street
Bridge account, in the Improvement Fund.

RESOLVED: that the audit approved by the Finance
Committee be and the same is hereby approved and bills paid.

The Minutes of the preceding meeting were
read and approved.
Andrews Adv. Co.
Air. Frey, representing the Andrews Advertis-
ing Company addressed the Council in regard to
the present City Ordinances which he claimed
practically legislated them out of business
and requested that he be given an op��ortunity
to confer with a Co=rittee in regard to
amending the ordinance.
The matter was referred to the Committee
on City Ordinances with the City
Dillon Claim ✓
$41000 Mr. James Joseph Dillon again addressed the
Council in regard to his claim for damages
and submitted a, bill in the amount of •$45,000. ,
which was referred to the City Attorney.
Depository
Bank Mayor Bergholtz called attention to the pro-
vision of the City Charter which requires that
the Common Council designate depositories for
City Moneys and require sr_d approve depository
bonds. The Finance Committee, having had this
matter under consideration recommended that
Surety bonds be required as follows

Tompkins County National Bank-- 20,70000
Ithaca Trust Company - - - - - - 40,000

Bonds By Alderman Rogalsky: seconded by Alderman Hoffman:
RESOLVED: that the recom-endation of the Finance
Committee with respect to fixing the amount of the Surety
Bonds required be and the same is hereby approved,but
that the matter of fixing the amount of and obtaining
such bonds from the various Banks be left with the
Finance Committee with power.

Curtis
Tax Alderman Causer reported in regard to a claim
Refund filed by 1jr. Charles E-. Curtis for the return of $6.86
being a tax penalty which he paid under protest because
his first check, which he claims was mailed Wrell within
the grace period, was lost and never received by the
C_i_ty. Chamberlain.
Alderman Causer stated that investigation showed
that Der. Curtis had made an earnest effort to pay the tax
on time and he recommended that the penalty be refunded.
By Alderman Hoffman: seconded by Alderman Causer:
RESOLVED: that $6.86, tax penalty, be and the
same is hereby ordered refunded to "Tr. C .E.Curtts.

WHEREAS it apnears to my satisfaction that the
public interests require it,
NOW THEREFORE, in accordance with the provisions
of Section 13 of the "City Home Rule Law" and by virtue
of the authority vested in and conferred on me as Mayor
of the City of Ithaca in the State of New York, I do hereby
certify the necessity of the immediate passage of the
Local Law entitled "A local law to amend the Ithaca City
Charter in relation to tax sales, etc. " , a. copy of
which is hereto attached..

Law BE IT ENACTED by the Common Council of the
No. 1 City of Ithaca as follows :
Section 1. Section 44 of Chapter 503 of the Laws of 1908
entitled "An act to consolidate and revise the several acts
• relative to the City of Ithaca" as amended by Chapter 139
of the Laws of 1912 is hereby amended by adding thereto
the following paragraphs: -
Where -applicable, the provisions of Articles 6,7,
and 7A of the Tax Law of the State of New York in regard
to redemption, notice to occupants, notice to mortgagees,
liens of owners or holders of certificates of sale and
foreclosure thereof, and other general provisions of said
articles, shall apply to such sales so ma-de by the city
chamberlain, except .that the owner or holder of Each such
Certificate shall notify the city chamberlain within
60 days after the expiration of one year from, the date of
the tax sale pursuant to which such certificate was issued,
whether he elects tQi receive a. tax deed pursuant to
Section 42 of the Ithaca City Charter or to foreclose
his lien as provided in Article 7A ,of the Tax Law,
and such certificate shall be presented to the
city chamberlain for such tax deed or such fore-
closure action shall be instituted within ° months
after the expiration of said one year period. The
provisions of the 'fax Law .of the State of .NewYork
sha.11,however, not apply where inconsistent with
the provisions of this charter.
Tt shall be a sufficient description of
lands an buildings on leased lands in such sales
(including; all notices,a,ssessments,certifica.tes,
deeds and other proceedings therein) to show the
street number, or the lot number and block number on
the Ithaca, city tax maps, and except as to
buildings on leased lands the approximate width
and depth as shown on the tax roll.
Section 2. This local law shall take effect
immediately.

Tax Expunged
A communication filed herewith, was received
from the City Assessor recom�•:�ending that City Tax
of $10.40 be expunged frpm the property of
Harry E., Johnson on Taugha.nnock Boulevard due to a
change in the north boundary of the City line
which removed this property from within the
City limits.
By Alderman Sammons: seconded by Alderman Hines:
RESOLVED: that the recommendation of the
Assessor be approved and the amount of " 10.40
be expunged from City tax receiveable.

Traffic
Light The Mayor reported that the installation of
a traffic light at Buffalo and Aurora Streets had
been requested.
Chief Marshall was asked to obtain the cost
of such an installation and report at the next
meeting.
Street Light
Blinders Chief Marshall criticised the placing of
blinders on street lights with particular reference
to intersections of Geneve, and State streets,
pointing out that this was a very bad precedent
to establish and only made dark spots available
for vice and crime.
The matter was referred to the Lighting
Appro .
Committee of the Board of Public Works.
Charity Mayor Bergholtz reported that the a.ppropkia-
tion of $22>,155 to the Commissioner of Charities
had been almost exhausted due to the unusual and
constant demands for relief as a result of such
wide spread unemployment. He stated that he had
spent some time with the Comimissioner trying to
economize but that there appeared no immediate
change in sight under present conditions, and
recomrj-.ended that an additional appropriation of
413,000. be made to the Charity Department.

RESOLVED: that $3,000. be and the Same is
hereby appropriated to the Department of Charities.

Damage The Clerk reported that 11'abel C. Reinhardt and
Claims Leon A. Reinhardt had each filed damage claims in the
amount of $10,000 and on recommendation of the
City Attorney the same were referred to the Board of
