Aldermen---Gi11,Sammons,Lowe,Myers,Atkinson, Morrison,Rogalsky Causer Attorney--Treman Chamberlain--Snyder Commissioner of Charities--Green Minutes of the preceding meeting read and approved. Mr. Shepherd of the Automatic Voting Machine Corpo- ration appeared before the Board and submitted a proposa.l to modernize all voting machines with their latest equipment and after some discussion of the matter the proposal wasreferred to`,`the City Attorney for investiga- tion and report at the next meeting. Freer,R.R. Fire Com- Mayor Bergholtz announced the appointment of missioner Raymond R. Freer as Fire Commissioner for a term of three years ; also the resppointment of George W. Oavanauah,G.W. Cavanaugh as Civil Service Commissioner for a term of Civil Service six years and the appointment of Fred C. Thompson as Comarissioner Associate Assessor to fill the unexpired term of Will J. Mayor Bergholtz then addressed the Council and read an interesting and comprehensive report of the activities and accomplishments of the administration during this first six months. The report was received and placed on file. Damage Claim The Clerk submitted a damage claim filed by Peter & Anne Attorney Mintz in behalf of Peter and Anne Lucas of Lucas #275 Floral Avenue, claimin negligence on the part of the City and asking payment of 'W285 for damages as a result of the overflow of storm sewer near their property. The claim was referred to the City Attorney. Attorney Treman reported in connection with the purchase of the Williams property at the south-west corner of the Lake adjacent to the Airport that Miss Williams was willing to await the City' s share in paying for this property providing she was relieved of all taxes and the payment of 44o interest. Williams Property By Alderman Atkinson: seconded by Alderman Causer: Head of RESOLVED: that the Mayor and the City Clerk be and Lake they are hereby authorized to execute contract for the purchase of the Williams WXXX:g F property, the same to be drawn by the City Attorney in accordance with his recoma cendation. Carried. Old Age Attorney Treman also reported on the Old Age Relief rtelief Statute with particular reference as to how it might affect the City and after some discussion the matter was referred to the Finance Committee and Attorney for study and report. Zone Amend- ent Attorney Treman called attention to an inconsistency Went in the Building Zone Ordinance and recommended that the same be amended and corrected. By Alderman Sa ions: seconded by Alderman Causer: RESOLVED: that the matter of amending Paragraph B of Section 8 of the Building Zone Ordinance be amended so as to read "the written consent of the orners of 7510 of all property in the "A" and/ or "B" residence district within 200 feet of the property" be referred to the Planning Commission for report and a. Public Hearing held thereon at the next regular meeting; of the Council August 6th. Property Carried. Exchange Reporting further Attorney Treman stated that they were negotiating the exchange of property between the "Beebe" Mission, bliss Williams and the City as previously approved by the Board. Tay An ora.i sa.l s Rr oT Pr ert Mayor Bergholtz asked for a special appropriation v y of $2,000. or so much thereof as might be necessary to revise the tax appraisals of Heal property through- out the City, stating that it seemed to be a common misunderstanding that the Manufacturers Appraisal Co. , had made a complete survey and inspection which was not the case,; That he planned with this appropriation to have the two Associate Assessors make a personal inspection of every piece of property in the City and thus with the Assessor arrive at a more up-to-date and equitable Assessment Roll. There was considerable discussion in regard to assessments in general and the system in use. Alderman Lowe stated that before voting favorably on such a request he would want to hear the Assessor' s views on this matter. By Alderman Sammons: seconded by Alderman Myers: RESOLVED: that $2,000. or so much thereof as may be necessary be and the same is hereby appropriated in accordance with the recommendation of the Mayor. Ayes--Gill,Sammons,Myers,Atkinson,Rogalsky Nays--Lowe. Aldermen--Causer and Morrison had been excused and retired before this vote was taken. Carried. -` City Chamberlain Snyder reported that he. had just completed the City Tax Collection and taker, in all but about $73,000. A communication, filed herewith, was received from the City Assessor recommending certain adjustments in the Tax Roll. By Alderman Sammons: seconded by Alderman Gill: RESOLVED: that the recorriendation of the Assessor be approved and that the City tax of *2.08 against the B.L.Baler, of $22.36 against L. A. Newman and $46.28 against Mildred M. Stephens be and the same are hereby expunged. Carried. Catherine St. A petition was received from property owners on Catherine Street asking that Parking be prohibited ; and also on the north side of East Seneca Street asking that parking be restricted to two hours. On motion of Alderman Sarinons the petitions were approved and referred to the Police Department for attention. #5 Fire Station Tax Expunged . The Clerk reported that in listing properties for paving assessment on State Street the Engineer had included the City property of #5 Fire Station and the Board of Public Works recommended that the same be expunged. By Alderman Sammons: seconded by Alderman Atkinson: RESOLVED: that the paving assessment of $40.48 against #136 W.State Street, #5 Fire Station be and the same is hereby expunged. Carried. By Alderman Myers: seconded by Alderman Gill: RESOLVED: that the bills audited and approved by the Finance Comrittee are hereby approved for Payment. Carried. On motion meeting adjour*City Clerk. ; _�
