If any person, firm (including each member or partner thereof) , or corporation (including each office; manager, superintendent, and director thereof) . . . . 90006009 owning, operating, in charge of, or in control of env such building or premises, boat, stationary or locomotive entrine, boiler, heater, tar kettle or other machine, vehicle,property,contrivance or receptacle, causes, ,suffers,allows or permits dark or dense smoke or- soot to issue therefrom, or if any dark or dense smoke or soot issues therefrom, within the City of Ithaca , in violation of the provisions of the preceding paragraph, each such person and each such corporation, shall be severally guilty of a violation of this ordinance ; and each such emission of smoke or soot shall constitute a separate violation. ` Each emission of smoke or soot in violation of this section shall be a separate offense on the part of each firm, each such corporation, and each such person mentioned in the preceding paragraph. Wilgus Tarbell The Mayor announced the appointment of :ka.tthevvsJohn M. Wilgus as a Member of the Planning Commission Appoint-to fill the unexpired term ,of Rodney G. Robinson, ments. resigned ; also George S. Tarbell as a Member of the Planning Commission to fill the unexpired term of Dr. John B. Howe,deceased. Also James E. Matthews, as Sinking Fund Commissioner to fill the unexpired term of W.O.Kerr,Deceased. By Alderman Morrison: seconded by Alderman Hoffman: RESOLVED: that these appointments be and the same are hereby approved and confirmed. Carried. ,Eastma.n,Chas. Workmen' s Attorney Treman reported in the case of _ Comp. Charles Eastman that the Workmen' s Compensation Commissioner refused to grant a lump sum settlement at the present time and the case was continued. On motion of Alderman Gill the Charity bills of Dr. Vose were again laid on the table. A communication was received from the Assessor filed herewith recommending; adjustments to the 1930 Tax Roll. By Alderman Gill: seconded by Alderman Sammons: RESOLVED: that the tax of $14. 56 -doubly assessed to W.R. Hall and Bryant,Estate .for a lot at #954 E. State Street ; and also a tax of $133.12 against a house owned by E. L.Nichols, #5 East Avenue on C�3,mpus which property had been torn down and removed prior to April 1,1930 be and the same are hereby both expunged. Carried. Inlet Beebe Mission The Clerk explained a proposition made by the PropertInlet Beebe Mission to the Board of Public Works Excha.ngefor the exchange of property in connection with the -r building a new church at .the foot of Cliff Street and stated that the proposition had been thoroughly reviewed by the Board and they recommended to the Common Council that the exchange be made. By Alderman Atkinson: seconded by Alderman Gill: RESOLVED: that the exchange of property with the Inlet Beebe Mission as recommended and approved by the Boars of Public Works be approved and the Mayor and Clerk authorized to execute necessary paper. Carried. The City Attorney explained the details of the proposed purchase of the Williws Property at the head of the Lake as explained to and approved by the Board of Public Works at their last meeting and stated that the Board recommends that the Common Council acquire this property by purchase. The question of financing this transaction at -the present time was discussed and the Attorney suggested that he might be able to make satisfactory terms so that it could be paid for next year. Williams Property By Alderman Morrison: seconded by Alderman Sammons: Head of RESOLVED: that the recomr-endation of the Board of La ke Public Works be approved and this property purchased and the mayor and City Clerk authorized to execute the necessary papers, the same to have the approval of the City Attorney, provided. that satisfactory terms as to payment therefor can be arranged. Carried. Grand Union Co. The Clerk reported receipt of a. letter from the Claim Grand union Company enclosing bill of goods Alleged to have been damaged by sanitary sewer backing up and flooding the basement of their store at #401 College Avenue. Since this matter was not in proper lepl form and had been filed after the time prescribed by the City Charter, the same was ordered filed and no $200 action taken. Donation Fire Commissioner Burns appeared. before the Fund. Council recommending the reapp ropriation of money received from Cornell University in connection with maintaining the University Fire Alarm System, stating that the same would be supplemented_ by an amount of $200 from their donation fund. By Alderman Gill: seconded by Alderman Morrison: RESOLVED: that $600. received from Cornell University be and the same is hereby appropriated to the Fire Department, and that the $300 now due be also appropriated as soon as the same has been received. Percy Field By Alderman Gill: seconded by Alderman Hoffman: R 1"3OLVED: that the proposed erection of a new grand stand at Percy Filed be approved and the Board of Public Works proceed with the assurance that $30,000. will be appropriated as soon as the same is available. Improve- ment Bonds City Attorney Treman reported that the Attorney Series for the local banks who were successful bidders for the Series "G" Improvement Bonds, questioned the wording of the face of the bond with respect to the date thereof asking that the word "this" be changed so as read "as of the" . By Alderman Morrison: seconded by Alderman Atkinson: RESOLVED: that the City Clerk is hereby author- ized to make the changes requested by the local banks on the $200,000. bonds purchased by them.
