The Linyor announced the particular business • of the retiring Council to be the •receipt of the Annual Reports for the past year of those . City Officials es were able to make such reports et this time. The retiring Mayor addressed the Council and visitors in review of the work end I • accomplishments of the 'retiring administration. and thanked the Council and all other officers for their earnest efforts, hearty co-operation and good fellowship. He then addressed his remarks to �.../ I Mayor Herman Rergholts; , and welcomed him to his seat e s Mayor, tendering his gavel .and badge as emblem of authority. . Mayor Bergholtz took his seat as Chief Executive of the City thanking the retiring I 1 Mayou) for his kind remarks and expressing the ' hope that with the co-operation of all the people would not be. disappointed in their selection for the management of their City ! i Government. He then addressed his first Message to the Council recommending various ; I improvements expecially the revision of their ! valuations and the installation of a new cost accounting system ; also announcing that he would soon present a new plan for financing public improvements by assessments. Eiaans & Miller Commissioners At the conclusion of his remarks the Mayor announced the appointment of Fred C . Evans, as Commissioner and member of the Board of P Public Works for the ensuing term of 5 years ' i' and Thomas G. Miller for the ensuing term of • 6 years, and asked for approval by the Council. By Alderman Morrison: seconded by Hoffman: �../ i RESOLVED: that the appointment of IFred C. Evans for a term of 5 years and Thomas G. Miller for a term of 6 years as Com- missioners and Members of the Board of Public Works be and the same is hereby approved and i; confirmed. Ayes--9 Nays--O Carried. , Patterson & VanFelt Mayor Bergholtz then statedthat he wished to nominate the present ifOIJbents to the 1 offices of Commissioners and Members of I; the Board of Health,for the ensuing term of 3 years, viz. ,MEs3r3.b. Fire Com:_ issioner, W.L. Burns and Chief Reilly appeared before the Con,ion Council asking permission to apply the estimated balance of their appropriation amounting to about $3,000. for the construction of a Training Tower. By Alderman Gill: seconded by Alderman Myers: RESOLVED: that the matter of the construction of a Training Tower be referred to the Fire Commissioners with power providing funds are available from their current appropriation Ayes--Gill,Causer,Lowe,uIyers,Casterline, Yorrison,Atkinson,Hoffman Nays--Sammons. Ayes--8 Nays--1 Carried. Dog License Mr. Hutchinson,President of the S.P.C.A. , Law appeared before the Council asking that the Mayor be authorized to execute the contract with the said Society for the execution of the law relating to the issuing of Dog Licenses, etc. ,for the ensuing year. By Alderman Lowe: seconded by Alderman Morrison: RESOLVED: that the Mayor be authorized to execute contract with the S.P.C .A. for the administration of the Dog hIwense Law for the ensuing year. Adopted. By Alderman Lowe: seconded by Alderman Causer: RESOLVED: that the audit submitted by the Finance Committee be approved and payment of bills directed. Carried.
