REGULAR MEETING DECEMBER 4=,1929

City Attorney--Heath.
City Chamberlain--Snyder.
Minutes of last preceding regular and special
meetings read and approved.
Green Street,W. Mr. J.T.Newman appeared before the Board in
Petition behalf of Krs. DeGrassi relative to a petition filed by
Change of Zone her requesting a modification of the Zoning Ordinance
which shall include her property, 111 W. Green Street,
in the "Comm.ereial District", and filed a Brief in
support of this request.
Mr. Bolton presented a petition signed by 15
' resident owners on' So. Geneva Street and 5 owners of resident
property- in Block 100 Vilest Green Street in opposition
to this- change.
Mr. DeGrassi and Mr. Newman submitted further
arguments in favor of the petitioner and 11r. Simpson
representing the opposition argued in opposition to the
change and, after informal discussion the following
motion was adopted.
By Alderman Sammons: seconded by Alderman Hoffman:
RESOLVED: that, the matter of modifying the
Ordinance including Block 100 West Green Street in the
"Commercial District" be referred to the Planning
Commission for consideration and recommendation.
Adopted.
Mr. James J. Dillon filed a" claim with a Brief
Dillon,J.J. alleging damages to his property on Morris Avenue
Damages in the sum of $45,000.
On motion the foregoing claim was referred
to the City Attorney.
Holla.nd,W.C . W. C. Holland submitted an offer for the purchase
1.1' .Stete Street of the building known as "Cayuga. Farms Building" on
Property lands leased df him in consideration of the payment
of a tax of $12.07 and which was bid in by the City
ona Ta.x -Sale.

RESOLVED: that the foregoing property be sold
under lair. Holland's offer and the matter of preparation
of Quit-claim deed be referred to the City Attorney.

Third Street The City Attorney submitted the following propo-

WHEREAS, Henry Blostein appeared before the Common
Council of the City of Ithaca,N.Y.,requesting permission
to extend his switch from the Lehigh Valley Track west
of Third Street, across Third Street to serve his property
on the east side and agreed to execute and deliver to
the City of Ithaca, a deed of certain of his property
which is adjacent to the City Storage Yards.
BE IT RESOLVED THAT :
WHEREAS, Henry Bleetein has asked permission to
extend the present Railroad switch across Third Streeti.and
WHEREAS, in consideration of this grant he agrees
to Deed to the City of Ithaca, property adjacent to the
City Storage yards, NOW THEREFORE

RESOLVED, that on receipt of the proper deed
approved by the City Attorney permission is hereby
then granted to Henry Blostein, his heirs,
executors, grantees and assigns, and to the
Lehigh Valley Railroad Company, for itself and on
behalf of the lessor the Lehigh Valley Railway
Company, to construct, maintain and operate the
proposed siding and switch at present gude across
Third Street, subject to the further condition
however that the Railroad switch for which this
permission is granted, 'shall be relaid to conform to
any future changes in grade of the street; in
case the present grade of the street is changed
in the future by the City of Itha.ca.'

The City Chamberlain- submitted a brief verbal
report on the recent Tax Sale and Redemption.
Paine,C .L.
Double Assess- The City Assessor filed a report and recommen-
frent dation in the matter of double assessment of a
Boat House assessed to C.L.Paine, recom ending that
the tax thereon amounting to 520 ' be expunged.
By Alderman Atkinson: seconded by Alderman Sammons:
RESOLVED: that the recomrlendation as above
of- the City Assessor be approved and City Tax be
expunged.
Adopted.
Commissioner of Charities, Mrs. Walker appeared
before the Council submitting a comprehensive
report on the activities of the Department during
the past year, with special reference to the placing
and care of a number of children. Submitting also
C'hQr; an estimate of the requirements for the remainder
of the year in satisfying claims against the

hroc>- Department and requesting an appropriation or so
much thereof as may be necessary of $2,500.
By Alderman Atkinson: seconded by Alderman Hoffman:
RESOLVED: that the sum of $2,500. or so
much thereof as may be necessary be and the same
is hereby appropriated for the uses of the Commission-
er of Charities to liquidate all claims against
the Department.
Charitable Adopted,
Cases
The Commissioner of Charities reported on 2
cases asking the advice of the Council in the matter
of final settlement as City charges, one of which
may be cared for in a private home or placed in the
County House at about the same expense to the City.
If placed in a private home the charge will be a
direct one against the appropriation, if placed in
the County House the expense willAincluded in the
State and County Tax against the City. The other
case is' of a young man who has been ill with
Infantile Paralysis and' cared for at the Reconstruc-
tion Home and who may now be able to earn his
livlihodd as a stenographer and typist providing he
can secure a position where he may be able to move
about in a wheel chair.
On motion the matter of final disposition
of the above cases was referred to the Commissioner
of Charities with power.

Training
Tower, Fire Com-:.issioner, W.L. Burns and Chief Reilly
appeared before the Corm,ion Council asking permission
to apply the estimated balance of their appropriation
amounting to about 43,000. for the construction of a
Training Tower.

RESOLVED: that the matter of the construction
of a Training Tower be referred to the Fire Commissioners
with power providing funds are available from their
current appropriation

Dog
License Mr. Hutchinson,President of the S.P.C.A. ,
Law appeared before the Council asking that the Mayor be
authorized to execute the contract with the said Society
for the execution of the law relating to the issuing of
Dog Licenses, etc. ,for the ensuing year.

RESOLVED: that the Mayor be authorized to
execute contract with the S.P.C .A, for the administration
of the Dog License Law for the ensuing year.

RESOLVED: that the audit submitted by the
Finance Committee be approved and payment of
bills directed.
Carried.
The Layor announced that the usual Annual Meeting
will be held January 1st at 10 A.M.
