Chair A. Pieper called the meeting to order at 7:10 pm and read the legal notices for the public
hearings.
I. PUBLIC HEARING
102 The Knoll, Delta Chi Fraternity, Cornell Heights Historic District – replacement of
doors and windows, installation of an exhaust vent and lighting.
Architect Jon Carnes of Crawford and Sterns Preservation Architects and Planners was
present to address the Commission concerning the application.
Public hearing
On a motion by G. Holets, seconded by S. Stein, Chair A. Pieper opened the public
hearing.
There being no one to address the Commission, A Pieper closed the public hearing on a
motion made by S. Stein, seconded by G. Holets.
RESOLUTION RA: Moved by N. Brcak, seconded by G. Holets:
WHEREAS, the Delta Chi Fraternity, 102 The Knoll, is located in the Cornell Heights
Historic District as provided for in Section 228-3 and 228-4 of the
Municipal Code, and
WHEREAS, as set forth in Section 228-4(E) of the Municipal Code, an application for
a Certificate of Appropriateness was submitted by Randall Crawford of
Crawford and Stearns Preservation Architecture and Planning, on behalf
of David Weber, representative for DCEF, LLC/Delta Chi, for review by
the Ithaca Landmarks Preservation Commission (ILPC), and
WHEREAS, the actions under consideration are the replacement of specified
doors, and
WHEREAS, the project is a Type II Action under the New York State Environmental
Quality Review Act and the City Environmental Quality Review
Ordinance for which no further environmental review is required, and

WHEREAS, at the meeting held on September 22, 2005, the ILPC reviewed an
application for the replacement of existing wood, double-hung and
casement windows with new Marvin “Magnum” windows to be fitted
within the original openings and clad with prefinished aluminum on the
exterior to match the color of existing windows, and,
WHEREAS, at the meeting held on September 22, 2005, the ILPC approved
replacement of sliding glass doors on the third floor west façade with
wood and glass doors and windows to match typical existing doors and
windows; replacement of a metal door to the fire escape on the southwest
façade, D310 with new door to match door to the northeast fire escape;
D301, retention of leaded glass windows with the addition of interior
storm panels, retention of large fixed picture windows on first floor with
interior storm panels, Rehabilitation of specified windows at lower level
previously altered for building services and the kitchen exhaust fan,
WB02, and WB03, and installation of low profile Velux skylights in the
south sloping roof, and removal of double-hung sash in the bay window
on the east façade W240 with a wood and glass door approximating sash
in appearance and providing improved access to the fire escape, and
WHEREAS, in addition to the actions approved by the Commission the DCHC
requested approval for replacement of all other existing wood double-hung
and casement windows with new Marvin “magnum” series double-hung
windows to be fitted within the original cased openings and clad with
prefinished aluminum on the exterior to match the color of the existing
windows, and
WHEREAS, at the September 22, 2005 meeting, after conducting a “straw poll,” ILPC
members agreed that without an informed evaluation of the feasibility of
repairing the windows proposed for replacement, they would not consider
the removal of what is a significant amount of the building’s historic
fabric and
WHEREAS, at the conclusion of the discussion, the applicant withdrew the application,
and
WHEREAS, at the meeting held on April 12, 2007, the ILPC again reviewed an
application for window and door replacement at 102 the Knoll, including
the submitted documentation received on March 28, 2007 as follows:
• The letter dated March 12, 2007 prepared by Ian Shapiro, PE,
President of Taitem Engineering
• The letter dated March 28, 2007 prepared by Jonathan Carnes of
Crawford and Stearns
• The letter dated March 26, 2007 with window survey prepared

Windows of New York and keyed to drawings prepared by
Crawford and Stearns Preservation Architects and Planners
consisting of A-7 north elevation, A-7.1 east and west
elevations, and A-7.2 south elevation, and dated January 5,
2007, and
• specifications for the Honeywell Quicksteam Warm Moisture
Humidifier
• various medical records of owner’s representative Roy R.
Payne dating from period between August 8, 2006and January
9, 2006.
• The City of Ithaca’s Cornell Heights Historic District Summary
Significance Statement drawn from documentation prepared by
Historic Preservation consultant Judith Dulberger pursuant to the
district’s listing on the National Register of Historic Places and its
designation under the Ithaca Landmarks Preservation Ordinance,
WHEREAS, at the meeting held on April 12, 2007, the ILPC indicated that the
window survey conducted by the window manufacturer was not
acceptable and that the survey should contain an independent
assessment conducted by persons with prior knowledge of
accepted preservation standards, and
WHEREAS at the meeting held on April 12, 2007, the ILPC approved
alteration to the proportions of the new fourth floor window W401
at the west elevation; approved wood infill for wood double-hung
window units WB01, WB02 and WB03; approved replacement of
windows W320, W321, and W322 with new wood aluminum
exterior clad Marvin Magnum double-hung sash kits, and revisions
to the previously approved west bay windows W323, W324,
W325, and W326.
WHEREAS, at the meeting held on May 10, 2007, the applicant presented an unsigned
window survey titled Delta Chi Window Survey, dated May 2, 2007 and
keyed to drawings prepared by Crawford and Stearns and dated January 5,
2007, and
WHEREAS, the Commission found the submitted survey insufficient and inconsistently
recommending differing treatments for windows in the same condition
without a rational basis for the differing recommendations,
WHEREAS, at the meeting held on July 9, 2007, the ILPC again reviewed an
application for window and door replacement at 102 the Knoll, including
an email dated 6/27/06 from Delta Chi representative Roy Payne Jr. to
ILPC staff, in which is imbedded an email to Roy Payne Jr. from Jim
Turner of Honeoye Falls Millwork, and two additional emails dated

6/28/07 from Roy Payne Jr., to ILPC staff presenting the request for door
and window alterations, and
WHEREAS, the Commission found that the window and door survey was still
incomplete. No motions were made on the proposed window and door
replacement or any of the other proposals included in the application, and
WHEREAS, at the meeting held on August 14, 2007, the ILPC reviewed application
materials including a narrative description of the proposal prepared by R.
Crawford of Crawford & Stearns Preservation Architecture and Planning
with affected doors referenced by numbers keyed to elevations prepared
by Crawford and Stearns and dated January 5, 2007 for the treatment of
selective doors as described below:
Doors D301 & D310
-Revision of earlier proposal to replace of badly deteriorated, non-
historic doors D301 (third floor east façade) and D310 (third floor south
façade) with new, single light, half-glass doors to match other typical
historic doors on this property. The revised proposal is to replace doors
as detailed above but to be fabricated of fiberglass with double panels in
the lower portion to be painted to match the trim.
Door DB01
-Replacement of damaged door with a new, heavy duty, painted steel door with
no glazing. The doorway is heavily used to bring supplies to the kitchen and to
remove refuse and has been repeatedly damaged and repaired. The current door
is completely hidden from the public and is a security concern, and
WHEREAS, on August 14th a public hearing for the purpose of considering approval of
a Certificate of Appropriateness was conducted at the regularly scheduled
ILPC meeting and
WHEREAS, the ILPC made the following findings of fact concerning the property and
the proposal:
The period of significance for the area now known as the Cornell Heights
Historic District is identified in the City of Ithaca’s Cornell Heights
Historic District Summary Significance Statement as 1898-1937.
As stated on the New York State Building Structure Inventory form, Delta
Chi Fraternity house, constructed 1914-1915, is architecturally and
historically significant as an example of the work of locally prominent
architects Arthur Gibb and Ornan Waltz.
As stated on the New York State Building Structure Inventory for, the
building is also architecturally and historically significant as a good
example of the Tudor Revival style, popular in the early decades of the
20th century during the first period of the development of Cornell Heights.

Constructed within the district’s period of significance and
retaining sufficient integrity to reflect its historic and architectural
significance, the Delta Chi fraternity house is a contributing
element of the Cornell Heights Historic District.
In consideration of this and all approvals of proposals for
alterations, new construction or demolition in historic districts,
the ILPC must determine that the proposed exterior work will
not have a substantial adverse effect on the aesthetic, historical
or architectural significance and value of either the landmark
or, if the improvement is within a district, of the neighboring
improvements in such district. In considering architectural
and cultural value, the Commission shall consider whether the
proposed change is consistent with the historic value and the
spirit of the architectural style of the landmark or district in
accordance with Section 228-4E (1)(a) of the Municipal Code.
In making this determination the Commission is guided by the
Secretary of the Interior’s Standards for Rehabilitation and in
this case specifically the following Standards:
#2 The historic character of a property shall be retained and
preserved. The removal of historic materials or alteration of
features and spaces that characterize a property shall be avoided.
#6 Deteriorated historic features shall be repaired rather than
replaced. Where the severity of deterioration requires replacement of
a distinctive feature, the new feature shall match the old in design,
color, texture, and other visual qualities, and where possible,
materials. Replacement of missing features shall be substantiated by
documentary, physical or pictorial evidence.
Collectively the typical historic wood and half glass exterior doors
comprise an historic feature that characterizes the residence. The
fiberglass doors proposed to replace deteriorated non-historic
doors D301 and D310 are similar design, color, texture, and other
visual qualities to typical historic doors on the residence and are in
keeping with Standard #6.
The heavy duty, painted steel door proposed to replace damaged
door DB01 is in a location that is completely hidden from the
public, therefore is not a feature that characterizes the property as
stated in Standard #2.
WHEREAS, the proposal will not have a substantial adverse effect on the
aesthetic, historical, or architectural significance of the Cornell

Heights Historic District as set forth in Section 228-4E(1)(a) of the
Municipal Code, now, therefore be it
RESOLVED, that the Ithaca Landmarks Preservation Commission determines that the
proposal meets criteria for approval under Section 228-4E (1)(a) of the
Municipal Code, and be it further
RESOLVED, that the ILPC approves the application for a Certificate of Appropriateness
with the following conditions:
Submit example of suitable hardware for staff review.

Discussion of other door and fire escape were tabled until the architects can provide additional
information including an explanation of a “colonial” door and a cut sheet for the aluminum
windows. Proposal described below:
Door DB06
-Replacement of non-historic door at the lower level of the live-in advisor’s suite with a fiberglass six
panel “colonial” design door with the top two panels combined to create a single clear glass light. The
door will be painted to match the trim. This door style provides a degree of privacy at the entrance of this
dwelling unit.
Fire Escapes
-D215, south elevation - Revision of previously approved treatment shown to lower sill of original
window and install wood and half glass door for egress to fire-escape with new proposal to retain original
opening and install an aluminum “door” with narrow styles and rails to imitate the proportions and
general appearance of the original window in this location. The new door will be finished to match the
typical dark brown exterior trim. W240 east elevation – Revision of previously approved treatment to
construct a door with proportions to imitate the existing window with proposal for treatment similar to
D215.

Windows W229, W230, and W231
-W229 and W230 were replaced with Marvin Magnum sash replacements
without ILPC approval. The proposal is to keep these windows and to
replace W231 to match the other Marvin replacement sashes. Original

window survey titled Delta Chi Window Survey, dated May 2, 2007 and
keyed to drawings prepared by Crawford and Stearns Preservation
Architecture and Planning and dated January 5, 2007, and
WHEREAS, the Commission found the submitted survey insufficient and inconsistently
recommending differing treatments for windows in the same condition
without a rational basis for the differing recommendations,
WHEREAS, at the meeting held on July 9, 2007, the ILPC again reviewed an
application for window and door replacement at 102 the Knoll, including
an email dated 6/27/06 from Delta Chi representative Roy Payne Jr. to
ILPC staff, in which is imbedded an email to Roy Payne Jr. from Jim
Turner of Honeoye Falls Millwork, and two additional emails dated
6/28/07 from Roy Payne Jr., to ILPC staff presenting the request for door
and window alterations, and
WHEREAS, the Commission found that the window and door survey was still
incomplete. No motions were made on the proposed window and door
replacement or any of the other proposals included in the application, and
WHEREAS, at the meeting held on August 14, 2007, the ILPC reviewed application
materials including a narrative description of the proposal prepared by R.
Crawford of Crawford & Stearns Preservation Architecture and Planning
with elevations prepared by Crawford and Stearns and dated January 5,
2007 for the installation of an exhaust vent and lighting as described
below:

Dishwashing Exhaust Vent
-Installation of a dishwasher exhaust system on the north façade near
windows W101-W103. The surface grill will be approximately 8” by 12”
and will be finished to match the stone.
Front Stoop & Steps
-Installation of two small (approximately 6” by 8”) recessed safety lights
in the interior faces along the side walls to illuminate the steps, and
WHEREAS, on August 14th a public hearing for the purpose of considering approval of a
Certificate of Appropriateness was conducted at the regularly scheduled
ILPC meeting and
WHEREAS, the ILPC made the following findings of fact concerning the property and
the proposal:
The period of significance for the area now known as the Cornell Heights
Historic District is identified in the City of Ithaca’s Cornell Heights
Historic District Summary Significance Statement as 1898-1937.
As stated on the New York State Building Structure Inventory form, Delta
Chi Fraternity house, constructed 1914-1915, is architecturally and
historically significant as an example of the work of locally prominent
architects Arthur Gibb and Ornan Waltz.
As stated on the New York State Building Structure Inventory for, the
building is also architecturally and historically significant as a good
example of the Tudor Revival style, popular in the early decades of the
20th century during the first period of the development of Cornell Heights.
Constructed within the district’s period of significance and
retaining sufficient integrity to reflect its historic and architectural
significance, the Delta Chi fraternity house is a contributing
element of the Cornell Heights Historic District.
In consideration of this and all approvals of proposals for
alterations, new construction or demolition in historic districts,
the ILPC must determine that the proposed exterior work will
not have a substantial adverse effect on the aesthetic, historical
or architectural significance and value of either the landmark
or, if the improvement is within a district, of the neighboring
improvements in such district. In considering architectural
and cultural value, the Commission shall consider whether the
proposed change is consistent with the historic value and the

spirit of the architectural style of the landmark or district in
accordance with Section 228-4E (1)(a) of the Municipal Code.
In making this determination the Commission is guided by the
Secretary of the Interior’s Standards for Rehabilitation and in
this case specifically the following Standards:
#9 New additions, exterior alterations, or related new construction
shall not destroy historic materials that characterize the property.
The new work shall be differentiated from the old and shall be
compatible with the massing, size, scale, and architectural features to
protect the historic integrity of the property and its environment.
The installation of a dishwasher exhaust system on the north
façade near windows W101-W103 with a surface grill of
approximately 8’ by 12” is new construction that is differentiated
from the old and is compatible with the massing, size, scale, and
architectural features to protect the historic integrity of the
property and its environment in keeping with Standard #9.
The installation of two small recessed safety lights in the interior
faces along the side walls is new construction that is differentiated
from the old and is compatible with the massing, size, scale, and
architectural features to protect the historic integrity of the
property and its environment in keeping with Standard #9.
WHEREAS, the proposal will not have a substantial adverse effect on the
aesthetic, historical, or architectural significance of the Cornell
Heights Historic District as set forth in Section 228-4E(1)(a) of the
Municipal Code, now, therefore be it
RESOLVED, that the Ithaca Landmarks Preservation Commission determines that the
proposal meets criteria for approval under Section 228-4E (1)(a) of the
Municipal Code, and be it further
RESOLVED, that the ILPC approves the application for a Certificate of Appropriateness
with the following conditions:
Lights and their placement shall undergo final staff review.

On a motion by S. Stein, seconded by G. Holets the ILPC, by unanimous vote, tabled
applications for replacement door DB05, and door and window conversions D214, W240 to
provide emergency egress until information of the appearance of these features is provided.

III. APPROVAL OF MINUTES – July 9, 2007
On a motion by G. Holets, seconded by N. Brcak, the July 9, 2007, minutes were approved
with corrections.
IV. OLD BUSINESS
A. 111-113 Heights Court, Cornell Heights Historic District – discussion of installed front
doors-Staff agreed to schedule a site visit in September to review the doors. The
Commission approved the installation of 8’ section of half-round gutters to the front porch
roof with the understanding that the owner would submit a future application for half-round
gutters for other areas as needed.
V. NEW BUSINESS
A. Review application form for Certificate of Appropriateness – members reviewed the
application form drafted by intern K. Rice. They agreed with the “open” format in
contrast to a form with specific check boxes .and made several minor revisions.
