Call to Order - The meeting was called to order at 8:39 a.m. by Chairperson Farrell II Additions to or deletions from the agenda - None III. Public comment - None IV. Approval of meeting minutes On a motion by Cummings; second by Halpert, the NI December 9, 2010 minutes were accepted as written. V. New Business 1. IURA Designation of Ithaca Neighborhood Housing, Inc. as a Community-Based Development Organization (CBDO) - Resolution Committee members reviewed the materials submitted by INHS and compared these to the requirements. After some discussion, a motion was made by Halpert and seconded by Cumming. IURA Designation of Ithaca Neighborhood Housing, Inc. as a Community-Based Development Organization WHEREAS, Ithaca Neighborhood Housing (INHS), Inc., seeks designation by the IURA as a Community-Based Development Organization (CBDO), and WHEREAS, the requirements for eligibility as a CBDO are established at CFR Title 24, Section 570.204, and WHEREAS, the requirements state that an entity which has been qualified as a Community Housing Development Organization (CHDO) and has received HOME funds or is expected to receive HOME funds to further the goals of community development qualifies as a CBDO without further review, and WHEREAS, Ithaca Neighborhood housing Services was most recently certified as a CHDO by the Ithaca Urban Renewal Agency at its December 17, 2010, and WHEREAS, INHS has received HOME funds from the Ithaca Urban Renewal Agency every year since the City of Ithaca was designated as a participating jurisdiction in the Entitlement Program and will very likely receive at least some HOME funds in the 2011 grant year and has successfully implemented many housing construction, rehabilitation and other Ithaca Urban Renewal Agency NI Minutes 1-14-11 Page 2 of 2 housing related projects with these funds and continues to be a strong and reliable partner in community building projects within the City, and WHEREAS, this matter was reviewed at the January 14, 2011 Neighborhood Investment Committee meeting and the committee recommends passage of this resolution, now therefore, be it RESOLVED, that the IURA determines that Ithaca Neighborhood Housing Services, Inc. meets the requirements for eligibility as a CBDO, and be it further RESOLVED, that the IURA hereby designates Ithaca Neighborhood Housing Services, Inc., as a Community-Based Development Organization (CBDO), for projects or activities undertaken in the City of Ithaca Unanimously Approved 3-0 2. TC Action Request for Designation as a Community Based Development Organization (CBDO) Certification The request for designation as a CBDO and related materials submitted by Tompkins Community Action were reviewed by the Committee. The composition of the Board of Directors and the broader focus on County-wide activities led the Committee members to determine that Tompkins Community Action does not qualify as a CBDO currently. Kittel will send a letter relaying the committee’s decision. 3. Review of 2011 Grant Applications, HUD Entitlement Program Members reviewed the applications submitted and discussed the highest priority projects for possible funding. No decisions were made. A continuation of the meeting was scheduled for February 2, 2011 (with February 11, 2011 reserved if needed); to further discuss these projects for possible recommendation to the Agency for funding.
