Neighborhood Investment Committee
March 5, 2010

I. Call to order
The meeting was called to order at 8:33 a.m. by chairperson Farrell.
II. Additions to or deletions from the agenda
Farrell requested that item VI B. (CHI Update) be taken off the agenda; there were no objections.
Cummings requested adding a brief discussion of last week’s fatal shooting in Ithaca to the
agenda under new business.
III. Review of Minutes for January 8, 2010 and February 12, 2010
The minutes of January 8, 2010 were approved as written.
Motion by Cummings, seconded by Halpert
Unanimously Approved 4-0
The February 12, 2010 minutes were not included in packet.

VI. Old Business
A. RIBS (2007 #10) - Discussion - possible resolution
• Follow-up of information requested at last meeting
Mr. Ali handed out an Operational Budget for 2010 that was prepared by the executive
director of Southside Community Center (SSCC). A discussion of operations and the inter-
relation between RIBS and the Southside Community Center followed.
Farrell briefly described concerns surrounding the RIBS program and the maintenance issues
on the building. These include the scope and schedule of the necessary repairs to the
building, delivery of CDBG eligible programming, and documentation of project activities in a
manner that will ultimately satisfy HUD.

Ali stated that the installation of a hand rail is all that is left to bring the building up to code,
and further stated they plan on having the program started up by March 15, 2010. Ali also
reported on current activities, including a program at Ithaca High School called Student
Enrichment Training Sessions (SETS) that work with 40-50 children per session. Mack stated
that SSCC is committed to the RIBS program and is willing to put the money in the building to
get RIBS up and running again. He also stated that the building needs a new roof and
insulation so the program can be open year round.
Kittel stated that Southside will need to assure the IURA that RIBS will be running programs in
the building for five years after receiving HUD funding. If the programming is not met,
Southside will need to repay the funds. Kittel also stated that records need to be maintained to
document income-eligible program participants. Bohn is the contact person working with
RIBS.
Motion by de Aragón, seconded by Halpert to accept the following:
• The hand railings will be fixed by SSCC
• There needs to be a written projection of program expectations
• RIBS will come back to the June Committee meeting with a report on how the
programming is progressing.
Approved 4-1 (Cummings)
All SSCC staff left the meeting at 9:45 A.M.
B. CHI - Update and possible resolution
This item was removed from the agenda.
C. Policy on multi-year funding for public service activities
The committee discussed the need to have more unified policies and guidelines for multi-year
funding. After a review of existing funding patterns and language from the adopted
Consolidated Plan the Committee tabled the item for further discussion at a future meeting.
Kittel left the meeting at 10:00 A.M.
D. Housing revolving loan fund - update
Bohn gave brief update on the revolving loan fund and stated that Harry Sicherman will be in
Ithaca and perhaps he can attend the April meeting.
E. Other
Cummings spoke about her concerns over the incident of last week’s fatal shooting, and the
impact it can and has had on the community. Discussion followed.
