Approval Requests” regarding the Town’s 2021 Community
Development Block Grant (CDBG) Town-wide Housing
Rehabilitation Program (Project #287HR317-21) for the following
applicants:

2)Sareta D.Leet,3490 Kellogg Road in the amount of
$26,253.20.

Loan Agreement” regarding the Town’s 2021 Community
Development Block Grant (CDBG) Town-wide Housing
Rehabilitation Program between the Town and the following
applicants:

$38,330.80
2)Sareta D. Leet, 3490 Kellogg Road in the amount of
$26,253.20
I-6 Set a Public Hearing date of December 07, 2022 at 5:00 p.m. to be held
at the Peter Alteri Jr. Municipal Garage, 3587 Terrace Road regarding “ A
Local Law Adopting the Town of Cortlandviile’s Private Fire Hydrant Law
in the Town of Cortlandville, New York.”
I-7 Set a Public Hearing date of November 16, 2022 at 5:00 p.m. to be held
at the Peter Alteri Jr. Municipal Garage, 3587 Terrace Road regarding the
Aquifer Protection Permit Application of Essex Steel, 607 Route 13, Tax
Map #105.00-3-12.000. (On October 25, 2022 the Cortlandville
Planning Board recommended that the Town Board be Lead Agency
under SEQRA)
I-8 Receive & file correspondence dated October 19, 2022 from Robert
Corpora, County Administrator, regarding ARPA Funding Quarterly
Reporting and response letter dated October 25, 2022.
I-9 Receive & file the Cortland County Planning Department Review &
Recommendations dated October 14, 2022 regarding the Aquifer
Protection Permit of Route 13 Inc. - Essex Steel Co Inc.
a.The Cortland County Planning Board Meeting was held on
October 19,2022 and due to lack of quorum the board was unable
to officially act on the General Municipal Law 239-m and provide
recommendation in regards to the Aquifer Protection Permit
Application of Route 13 Inc.-Essex Steel Co Inc.If the Town still
feels that a full review by the County Planning Board is necessary,
it can be put on the agenda for the board’s next regular meeting in
November.

I-10 Receive & file the Cortland County Planning Department Review &
Recommendations dated October 14, 2022 regarding the Aquifer
Protection Permit of Regan Development.
a.The Cortland County Planning Board Meeting was held on
October 19,2022 and due to lack of quorum the board was unable
to officially act on the General Municipal Law 239-m and provide
recommendation in regards to the Aquifer Protection Permit
Application Regan Development.If the Town still feels that a full
review by the County Planning Board is necessary,it can be put
on the agenda for the board’s next regular meeting in November.
I-11 Receive & file correspondence dated October 19, 2022 from the
Cortlandville Fire Department, addressed to the Town of Solon regarding
the Inter-Municipal Fire Protection Agreement.
I-12 Receive & file the Cortlandville Fire District’s 2023 Adopted Budget dated
October 18, 2022.
I-13 Resolution to acknowledge Twelve Month Employment Evaluation for
Julie Gross, Real Property Assistant as of October 12, 2022, submitted
by David Briggs, Town Assessor and authorize compensation in the
amount of $500.00.
I-14 Receive & file Aquifer Protection Permit Application of CP Read Realty,
LLC regarding the proposed 6,000 square foot retail store and associated
parking on an existing partially developed site, located at 3975 Route
281, Tax Map # 86.13-01-32.000. Also forward to the Town & County
Planning Boards for their review & recommendations.
I-15 Resolution to review & authorize Supervisor to sign Sponsorship
Agreement, dated October 19, 2022, between the Town of Cortlandville
(the “Host”) and Guthrie Clinic (the “Sponsor”) regarding Sponsorship
Benefits for Gutchess Lumber Sports Complex

I-16 Receive, file and discuss correspondence submitted by Water/Sewer
Superintendent, Brian Congdon, dated November 03, 2022 regarding the
hiring of a new Water Treatment Plant Operator, Bradley Fuller with a
start date forthcoming. Mr. Fuller’s starting salary will be $36,004.80 with
a $2,000.00 increase for each of the following completed requirements:
1)NYS B Operators License Certification
2)NYS D Distribution Operator Certification
3)Class B Commercial Driver ’s License
4)Completion of 6 month Probation Period
I-17 Resolution to authorize the relevy of outstanding grass and weed control
charges onto the 2023 Tax Roll of the Town of Cortlandville.
I-18 Receive & file correspondence dated October 31, 2022 from the New
York State Public Service Commission regarding the letter of opposition
submitted on behalf of the Town in regards to the New York State Electric
& Gas Corporation’s (NYSEG) latest rate filing. The Town’s comments
have been included among those submitted and will be carefully
considered by the Commission as it continues its work in this proceeding.
