Comprehensive Implementation Committee September 26,2022
Present:Weber,Barylski, Kenyon, Hicks, Cobb
Discussion on The Town Board's decision August 17,2022 to move forward with
extending the B3 district along Rt 13 the Virgil Town Line it was not a part of our original
assignment from the Comprehensive Plan.
The Committee moved on to reviewing the Cortlandville Action Plan from Plan Page 5-3.
It was determined that we should ask the Cortland Health Department and the Soil and Water
Conservation District to help define a wellhead district and give us some estimated travel times
that might affect our wellhead areas. We would need maps showing directions and times.
Maybe 1 yr to 5 yr.
Concerning CEA(Critical Environmental Area) Member Barylski cautioned over defining
for SEQR we should contact the lawyer. Member Weber will contact a member of the original
Comprehensive Committee to see what the criteria was used to define a CEA.
We discussed the 5-1c for the Blue Creek south ro Westmorer Lane.
We will discuss an Industrial District in the near future Mr Weber will get us copies of the
zoning laws for this district.
5-1g Mixed Use - B1 area are close to this use.
5-1 h Stormwater Management-The committee recommends that a culvert study be
done to assist with Stormwater Management. We also recognize that the Town has been
conscientious in their Stormwater Management for projects coming into the Town.
