HomeMy WebLinkAboutB - 01 Comprehensive Plan Implementation Committee Minutes 10/24/202210/24/2022 Comprehensive Implementation Committee Present Michael Baryliski, Bruce Weber, Jay Cobb, Betsy Hicks and Cheryl Kenyon Member Weber brought copies of Cortlandville Code Article XVI subsection 178-86 Stormwater Management and Erosion and Sediment Control, and he stated that these regulations are updated whenever the DEC updates their standards. It was mentioned by member Baryliski that as far as plants used as cover are concerned not all native species are as resilient as non native species. Referring to the Comprehensive Action Plan Table 5-1-i Stream Corridor Overlay refers to Top of Bank defined in section 4.4- need 30’ of Buffer from top of bank the first 10’ from the top is to be a natural buffer, and the remaining 20’ can be lawn or a landscaped area. But there should be no permanent structures or septic systems within that buffer zone. There was discussion on Cortlandville being ahead of the curve on this as this town is dealing with more development in these areas than surrounding municipalities. Stormwater 178-90-B we suggest adding a section #5 to read as follows: Initiate any land clearing,grading,earth moving, paving,property subdivisions or construction or development activities, where such activities occur in stream corridor overlay districts. Section 178-91 Performance Standards the committee wants another Section # E. Stream Overlay Standards added. We are searching for a definition for the Top of the Bank Section 178-99 Appeal process needs to be defined we will get with our Attorney J. Delvechio to help us with this. We also need an overlay of map 6-8 onto the county GIS map. Started on 5-1.j for this section we will need town design standards. Member Weber will provide copies.
