Maggiore Commissioners On May 26, 2022, New York State Electric & Gas Corporation (NYSEG) and Rochester Gas and Electric Corporation (RG&E) (collectively the Companies!tllili requested that the New York State Public Service Commission (Commission) approve proposed changes to annual electric and natural gas delivery rates and practices, to be effective May 1, 2023. Under New York State lavr, the Commission must consider a utility's proposal and may adopt or reject it, in whole or in part, or modify it. An electric or gas bill consists of two parts: a supply charge and a deliverycharge. Through the supply Charge, the utility recovers the cost of the electric or gas commodity. The cost of the commodity is determined by the competitive marketplace and is not set by the Commission or the utility. Through the delivery charge, the utility recovers the cost to transport electricity or gas to customers through the utility's delivery system. The delivery charge is regulated by the Commission. NYSEG is proposing to increase its electric delivery revenue by approximately $274 million (a 31 percent increase in base delivery revenues), and its natural gas delivery revenue by approximately $43.4 million (a 19 percent increase in base delivery revenues). RG&E is proposing to increase its electric •delivery revenue by approximately $93.8 million (a 1� percent increase in base delivery revenues), and its natural gas delivery revenue by approximately $37.7 million (a 20.9 percent increase in base delivery revenues). To ensure full public participation, the Commission will hold a series of virtual public statement hearings on September 15, September 28, and October 18, 2022, to solicit input and comments from your community regarding the proposals. The enclosed' announcement provides detailed information on how to participate in the public statement hearings and how to submit comment about the Companies' -proposals. Information about the filing.can be found at www.dps.rLy.gov. From the homepage, click on "Search," and enter the associated case number (22-E-0317, 22-G-0318,-22-E--0319, or 22-G-032in the "Search by Case Number" field. I would appreciate your assistance with informing your constituents about the public statement hearings and encouraging them to provide comments. RG&E proposes to increase its electric delivery revenues by approximately $'93.8 million (a 19% percent increase in base delivery revenues or an 11.3% increase in total revenues), and its natural gas delivery revenues by approximately $37.7 million (a 20.9% increase in base delivery revenues or a 9.7% increase in total revenues). The actual bill impacts of these proposed changes on each customer class will vary based upon revenue allocation and rate design. Proposed elements and programs in the rate filings include: (1) Customer Experience Improvements, which will allow for increased AMI functionality anal mobile/digital interface options for customers; (2) Emergency Response I'mprovements, including increased access to outside resources and an automated system to contact life support equipment customers;'(3) Climate Action and Innovation, including items such as additional charge ports for EVs, an Electric Heat Make Ready program, a Low -Income Clean Generation program, energy storage projects, a pilot program for geothermal district energy with the City of Ithaca,. and a Hydrogen Blending Pilot; (4) Operations and Reliability, including replacement of aging_infrastructure and additional full-time equivalents to improve reliability metrics, and reaching and maintaining a five-year vegetation management cycle; and (5) Gas Operations, which includes leak -prone pipe replacement and other gas safety initiatives.
