Structural Engineering B.E., Civil Engineering American Society of Civil Engineers Trumansburg Pedestrian Commuting Trumansburg, NY, $1.15M 2017 2018 Emily was the Senior Transportation Engineer on this sidewalk design and improvement project. Important components of this project included the construction of sidewalks, installation of residential scale retaining walls to address grade challenges, development of a robust public involvement plan, environmental screenings and coordination with NYSDOT and other regulatory agencies. The goal of this project was to foster a sense of safety within the community by providing residents safe access to the local school buildings, library, shopping destinations, and fairgrounds, as well as enhance a sense of community pride. Safe Routes to School & Pedestrian Safety Enhancements Village of Dryden, NY, Locally Administered, Federal Aid, $550K 2016 2018 Project Manager for the design of new sidewalk segments on roadways surrounding the Dryden Elementary School. New sidewalks were also designed along sections of 5 Village streets to connect activity centers to residential developments and to improve the continuity of the Village sidewalk system. Rectangular Rapid Flash Beacons (RRFB) were installed to enhance safety for pedestrians at unsignalized intersections. Lockport CSD Pedestrian Safety Project Lockport, NY, $39K 2019 2020 Preliminary and final design services for the design of rectangular rapid flashing beacons (RRFB’s) for two locations, one adjacent to Lockport High School and one adjacent to the Charles Upson Elementary School. The RRFB’s allow for safe crossing of two busy streets so that student athletes can get to and from the new recently completed baseball complex. The design included solar powered RRFB’s, new pavement markings and signage. The project required significant coordination with the school district, the City and Town of Lockport and Niagara County. Emily was the Principal-in-Charge. Town of Victor and Victor Central School District Safe Routes to School, Victor, NY, Locally Administered, Federal Aid, $417K 2014 2015 Project Manager. New sidewalks were constructed to connect a large residential neighborhood with the campus buildings providing a safe and efficient pathway to school. Fisher reviewed the original grant application and provided costs and scope change modifications at the start of the project to determine if there were other alternatives that would lead to a better project for the community, within the available funding. This proactive step identified a shorter, direct, more cost effective connection into the adjacent neighborhood, highly supported by the Town and School District. Washington Street Road Diet Study Watertown, NY, $22K 2017 2017 Fisher Associates performed a Road Diet Study for Washington Street between Thompson Boulevard and Hudson Lane. Pedestrian and bicycle accidents and traffic volumes approaching 16,000 vehicles per day on Washington Street clearly show how needed pedestrian safety improvements were throughout the entire corridor. A road diet reduced the four-lane roadway to a two-lane roadway with a two-way center turn lane and bicycle lanes allowing pedestrians to cross more safely by reducing the roadway width they must cross. In addition, the road diet slowed travel speeds and provided a traffic calming effect. Emily was the Principal-in-Charge on this project. E. He worked on the assessment and design of improvement to bring all area of existing sidewalk that is shared with the trail into ADA compliance. He completed the final design and prepared the bid documents according to Local Project Manual. He provided construction support and monitor the completion of construction. ROW was required for both off road and adjacent sidewalk improvements. Project Manager for this project that will correct identified pavement deficiencies; clean, repair or replace failing or deteriorated drainage structures and piping; refresh and updated pavement markings; upgrade any non-compliant curb ramps to meet current ADA standards and improve pedestrian accommodations; and improve safety at spot locations. Implement shared use lanes or 5-foot shoulders to accommodate bicycles. This project included milling and resurfacing of the existing travel lanes and constructing new shoulders with concrete gutters along one segment of the roadway and a curbed section with new closed drainage along the remaining roadway segment. The design maintained the 10-foot travel wide lanes in both segments, but provided 4-foot shoulders within the 3-foot gutter section and 6-foot-wide shoulders within the curbed section. A new concrete sidewalk was constructed where sidewalks did not previously exist, and the existing sidewalk was replaced with new ADA compliant 5-foot- wide concrete sidewalk. Peter was the Senior Highway Engineer and provided Construction Support Services. Senior Highway Design Engineer for the milling and resurfacing the existing roadway pavement surface. Solar Street was milled 3.5 inches and then received a two-course overlay of 1.5” of top course and 2.0” of binder course. Existing sidewalk, handicap ramps, and pedestrian signals that didn’t meet ADA standards were replaced. Approximately 2500 ft. of new sidewalk was constructed. Project Manager for the reconstruction of the 5-legged intersection into a roundabout design to improve the operational charac- teristics of the intersection and accommodate the large trucks (WB-60s) that service the neighboring manufacturing and retail properties located within a heavily developed commercial corridor. An extensive public outreach program included public informa- tional meetings, business focus group meetings, and one-on-one property owner meetings. TOTAL 17 9 B.S., Civil Engineering New York - Professional Engineer Also: CT American Society of Engineers NYS Association of Transportation Engineers Lancaster Transportation Alternative Project (TAP), Village of Lancaster, NY, $434K, Locally Administered, Federal Aid Highway Design Engineer for this project that improved and expanded the infrastructure by providing a safe, navigable environment for school children and community members along Russell Street and Greenwood Street between W. Academy Street and the Elementary/ Middle School. This project involved the development and implementation of an urban design to enhance pedestrian and vehicular safety and improve aesthetics. The improvements included sidewalk reconstruction and handicap accessible ramps, high-visibility crosswalks and improved pedestrian signage, and roadway restriping. Highway Engineer on this project that links the Erie Canal Trail, Genesee Riverway Trail, and Highland Park. This 3.3-mile long project included both on-road and off-road trail segments. The on-road segments entailed upgrades to existing roadways to accommodate shoulders or bike lanes and sidewalk improvements to enhance pedestrian mobility and access. He worked on the design of leading pedestrian indicators (an innovative signal timing pattern to allow pedestrians to get a jump start on crossing roads), restriping of the pavement to enhance awareness of pedestrian traffic, flashing signs that warn drivers that a pedestrian is entering the detection zone, and other tools to create a safe walking experience. Solar Street Improvement Project City of Syracuse, NY, $1.8M, Locally Administered, Federal Aid 2018 2021 Highway Design Engineer for the milling and resurfacing the existing roadway pavement surface. Solar Street was milled 3.5 inches and then received a two-course overlay of 1.5” of top course and 2.0” of binder course. Existing sidewalk, handicap ramps, and pedestrian signals that didn’t meet ADA standards were replaced. Approximately 2500 ft. of new sidewalk was constructed. 2018 2020 Highway Design Engineer for the feasibility study and provided design services for this trail connector project. A feasibility study was conducted over a span of two years to determine the best route for a multi-use trail for bicyclists and pedestrians to connect to the existing Auburn Trail and Ontario Pathways. Project Manager for Phase I of a 9 mile trail link connecting the existing Auburn and Ontario Pathways trails. The new trail through to the Town of Farmington consists of stone dust and asphalt sections on the old rail bed and neighborhood connections, as well as some 10’ concrete segments along NYS Route 332. Some sections on the rail bed were also built on gabions to minimize wetland impacts. Highland Crossing Trail, Town of Brighton, NY $2.329M, Locally Administered, Federal Aid 2019 2020 Auburn Trail Connector, Town of Farmington, NY, $1.81M Locally Administered, Federal Aid 2016 2017 Maple City Rail Trail Connector, Ogdensburg, NY $2.24M, Locally Administered, Federal Aid 2022 2023 (est’d) The City of Ogdensburg is looking to convert an abandoned railroad bridge and corridor into a pedestrian and bicyclist trail that connects to the existing Black River Trail. This project includes the construction of a 3,500 ft. extension of a shared use trail along an abandoned railroad corridor. A concrete sidewalk will be constructed from the trail to the existing sidewalk on Route 812. To cross the Oswegatchie River, an existing abandoned three span railroad bridge will be used to construct a 10 foot wide timber deck system with timber railing. These proposed improve- ments reflect a detailed evaluation of existing recreational resources, and identification of opportunities for improved connectivity and activation of the waterfront. James led team development of concepts for the DRI that included a cultural event venue, waterfront seating along the lake outlet, updated playground facilities, and viewshed improvements. Proposed design concepts for trail improvements included additional trail segments, interpretive signage, and overlooks that provide access to the unique natural systems of the area. As Project manager, James worked with the client and stakeholders to update the park’s master plan, create an implementation phasing strategy, and implement the inital priority projects. The first phase of improvement focused on the restoration of a recreational boat launch and eroded shore- line to re-activate the waters’ edge. The most recent phase focused on multiuse pathway improvements including a pedestrian bridge over the canal and ADA bench seating with granite pavers. Leading a team of design consultants, James assisted Cayuga County in advancing both projects from concept through bidding and construction. Project Manager for a multi-phase development of detailed design and construction documents for a highly used 17 mile stretch of the Genesee Valley Greenway Trail. The designed improvements include resurfacing of the stone dust trail, and strategically located trail nodes incorporate site furnishings constructed of reused stone from culvert headwalls. Key drainage improvements, timber bridge renovations, and trailhead parking areas will provide enhanced trail amenities and will reduce maintenance demands. Project Manager and Landscape Architect. The project created a park-wide plan to improve trail and roadway networks by creating simplified, safer, and more accessible circulation routes. Parking areas are consolidated, and a future visitor center, boat launch, and an upgraded central loop with great lawn are all proposed Project Manager and Landscape Architect for the site design of a new connection between the Niagara Falls State Park and downtown Niagara Falls, providing improved access for tourists and local residents. The access negotiates a steep grade, opening spectacular views of the water- front. The design maintained the 10-foot travel wide lanes in both segments, but provided 4-foot shoulders within the 3-foot gutter section and 6-foot-wide shoulders within the curbed section. A new concrete sidewalk was constructed on the south side of Whitney Road from Amsterdam Drive to Howell Road where sidewalks did not previously exist, and the existing sidewalk from Watson Road to Lanaray Park on the north side of the road was replaced with new ADA compliant 5-foot-wide concrete sidewalk. This project also included full- depth reconstruction for vertical curve improvements at spot locations throughout the corridor. Since construction activities resulted in soil disturbance of more than 1 acre, submission of a Notice of Intent (NOI) for coverage under the SPDES General Permit for Stormwater Discharges from Construction Sites was required. Pursuant to coverage under this permit, Fisher Associates prepared a Stormwater Pollution Prevention Plan (SWPPP) containing provisions for both construction phase and post construction stormwater management controls.CHALLENGES: Whitney Road, an Urban Minor Arterial in the Town of Perinton, consisted of two 10-foot travel lanes with 1 to 2 foot shoulders. The goal of this project was to extend the service life of the pavement structure between Turk Hill Road and Howell Road, ensure a comprehensive drainage system was incorporated, and widen the shoulder to improve safety. SOLUTIONS: Fisher’s proposed design solution included milling and resurfacing of the travel lanes, construction of new shoulders and drainage system, updating pedestrian facilities to ADA compliant sidewalks, and the addition of sidewalks where they did not previously exist. Extensive design coordination was required to fit the sidewalks into the existing roadside and tie grading into neighboring properties, minimizing impacts to the residents. Fisher provided preliminary and final design services and construction support and inspection services for this federally funded project located in the Village of Trumansburg and the Town of Ulysses, Tompkins County. Sidewalk improvements were completed along Lake Street, South Street and Main Street/Route 96 in the Village. The design challenges included minimizing impacts to the adjacent properties and existing features. Drainage system improvements were also necessary to accommodate the installation of new sidewalks. A residential scale retaining wall was constructed to keep all project components within the existing right of way and eliminate the need for easements near an existing creek. The project design also included high visibility crosswalk signage and striping. To ensure the longevity and minimize maintenance of the new sidewalks, they were constructed utilizing Class D concrete with fiber reinforcement. Thicker sections were constructed at driveway openings where vehicles routinely crossed the sidewalks to further prolong the life of the infrastructure. The community participation plan for the project was a strategic effort to effectively involve the public. Fisher developed a plan that presented the information in a manner that was easily understood and engaged the public at appropriate times throughout the design process. This provided them multiple opportunities to ask questions, offer ideas and identify concerns, thereby integrating them into the design process and facilitating public enthusiasm, buy-in and support of the project. . As part of the project, Fisher Associates also provided environmental services that included NEPA/SEQRA documentation; social and economic considerations; general ecology; threatened and endangered species; historic and cultural resources; 4(f)/6(f); and HW/CM and ACM investigations. CHALLENGES: New sidewalks in the Village were needed to improve the safety of pedestrians accessing local destinations including school buildings, the library, shopping centers and the fairgrounds as pedestrians, including students, had to walk in the roadways where no sidewalks existed. SOLUTIONS: Providing new sidewalks not only improved pedestrian safety but enhanced community pride and sustainability as the Village recognized the needs of its community and addressed them. The project had significant interest, as many residents were concerned as to why the Town selected the specific areas to get new sidewalks. During the public participation aspect of the project residents requested improvements to their local streets. The Fisher staff was able to explain to the community the reasoning’s why the funding was specific to 4th Avenue. As a result the residents gained an understanding and were pleased with the project outcome. Rectangular Rapid Flash Beacons (RRFB) were installed to enhance safety for pedestrians at unsignalized intersections. CHALLENGES: Many streets in the Village had breaks in the side- walks, forcing pedestrians onto the road at various intervals. Crosswalks were scarce in front of the elementary school, creating a hazardous situation. Coordination with the NYS Department of Environmental Conservation and the U.S. Army Corps of Engineers was also required as the trail passes through a wooded wetland where a boardwalk existed. The existing boardwalk did not meet current design standards and its alignment did not minimize impacts to the wetland. Therefore, the project replaced the boardwalk with a new one that meets current standards, and it was realigned to minimize impacts to the wetland. Coordination with five municipal agencies involved in ownership or maintenance of the trail was required along with acquisition of easements from 10 parcels and preparation of an Intermunicipal Agreement for the trail to pass through Highland Park. The project also included pedestrian signal improvements at four signalized intersections where the trailed crossed, a bicycle contraflow lane on a one-way street, and extensive wayfinding signage to guide users along the 3.3-mile trail and safely transition them between the off-road and on- road segments. CHALLENGES: The Erie Canalway Trail, Genesee Riverway Trail, and Highland Park see hundreds of thousands of visitors each year. Creating a link among these three destinations was the goal of this project. SOLUTIONS: The 3.3-mile long project included both on- road and off-road trail segments. This project proposes to mill and resurface the top 2” of pavement with base spot pavement repairs made where necessary to extend the service life of the pavement by 15 years. Work resulting from a change in the pavement surface will include the adjustment of drainage structures and utility valves, replacing traffic signal loops and refreshing pavement markings. Repairs and improvements will be made to the outdated drainage systems. Drainage structures and pipes within the paving limits were visually inspected. The results indicated that the concrete and plastic pipes were in acceptable condition but that much of the metal pipes were reaching the end of their service life. Therefore, portions of the corrugated metal pipes were televised to assess the overall condition of the system. Based on the results of the inspection, the system will be upgraded as needed. Pedestrian accessibility will be improved by upgrading curb ramps to current ADA (Americans with Disability Act) Standards. Additionally, a safety screening was completed for the corridor which included a crash analysis of 813 crashes. As a result of the analysis, improvements were made to the lane widths, signing and striping in the corridor. CHALLENGES: The existing roadway surfaces of Long Pond Road and Mitchell Road are worn and deteriorated. The existing drainage systems are outdated, and the pedestrian facilities are not ADA compliant. SOLUTIONS: Correct identified pavement deficiencies. Clean, repair or replace failing or deteriorated drainage structures and piping. Refresh and updated pave- ment markings. Consistent with our Clientship philosophy, we did not simply push forward with project without understanding the needs and wants of the Town and School District. We thoroughly reviewed the original grant application and provided costs and scope change modifications at the start of the project to deter- mine if there were other alternatives that would lead to a better project for the community, within the available funding. This proactive step identified a shorter, direct, more cost effective connection into the adjacent neighborhood, highly supported by the Town and School District. We then developed and quickly obtained NYSDOT / FHWA approval for the project scope modification to significantly improve safety and access, create a shorter pathway to the neighborhood, and reduce construction costs for the project. CHALLENGES: There was a need to construct sidewalks that would provide links to the primary and intermediate schools on the Victor Central School Campus from the adjacent residential neighborhoods. Early and Proactive SHPO/Environmental Coordination As our team and the Village learned together on the Walking Safe project, NYSDOT will require State Historic Preservation Office (SHPO) review of the properties and residences along Cayuga Heights Road given their age and potential historical significance, even if it does not request this up front. Our initial environmental screening of the Cayuga Heights Road project area shows that roughly the northern two- thirds of the project area falls within an archaeological buffer area, as determined by the NYS Office of Parks, Recreation and Historic Preservation, so we are confident SHPO review will come into play here as well. We will tackle this requirement early and proactively, to prevent any disruption to the project schedule. Hartgen Archaeological Associates Inc. is already engaged to be on our team and handle the Architectural Reconnaissance Survey of these properties, as it did for the Walking Safe project. By front-loading this task, we expect to have our SHPO determination in hand by the time NYSDOT asks for it and avoid any impacts on the project schedule. Additionally, we know the key to SHPO coordination is having a good working relationship with the Regional Cultural Resources Coordinator at the NYSDOT, as they are the primary point of contact with SHPO for federal-aid projects. With our extensive federal-aid project experience, we have developed an excellent working relationship with the NYSDOT Region 3 Cultural Resource Coordinator to progress this project through the SHPO process. We will draw from recent successes on projects involving historic properties. To note a few examples: • On the Village of Dryden Safe Routes to School Sidewalk project, a key component was the design of the sidewalk in front of Southworth Homestead, which is a National Registered building currently utilized as an exhibit facility and maintained by the Historical Society. Coordination with SHPO was necessary to obtain their concurrence that construction of the sidewalk in front of the historic structure would not adversely impact the historic setting. • For Monroe County’s Erie Station Road Rehabilitation project, our team worked with SHPO to obtain concurrence that the proposed roadway widening, and installation of a sidewalk, would not adversely impact the historic buildings located at the western end of the project. Due to the close proximity of Erie Station Road to neighboring homeowners, continous communication with adjacent landowners alleviated any concerns from residents and resulted in a smooth construction process. EXPERIENCE AND QUALIFICATIONS OF THE PROPOSED STAFF PROJECT SUMMARY • For the Clayton Riverwalk Phase 3 Project involving reconstruction of the river wall and concrete riverwalk, SHPO concurrence was required as the project was located within a historic district. This project had an aggressive schedule, and because of our diligence, we were able to obtain SHPO concurrence on the design details in just three months. With the use of federal funds under the Transportation Alternatives Program, you will be required to adhere to both the State Environmental Quality Review Act (SEQRA) and the National Environmental Policy Act (NEPA) and appropriate documentation and agency coordination will be necessary to satisfy both of these environmental processes. We have over 350 federal-aid projects under our belt and consistently stay abreast of changes in the SEQR and NEPA requirements so we can effectively guide our clients through these processes. Otherwise, our preliminary research shows only normal environmental concerns. We will consult with the New York State Department of Environmental Conservation’s Natural Heritage Program as needed, and obtain any necessary permits. Sidewalk Design The first step for this sidewalk project is completing a full topographic survey, which will be conducted by our DBE subconsultant GdB Geospatial. The survey will be used to evaluate the highway boundary and grading along the roadway to understand the existing conditions that may be impacted by construction of sidewalk. This understanding of potential impacts is critical whenever developing new pedestrian accommodations, so that our design options will provide the most cost-effective solution while achieving the project goals. The design of sidewalks is generally straightforward, but in this project, the narrow right of way, the ground slopes off the roadway on the west side and uphill on the east, and the culverts and stream crossings of various sizes, existing utilities, and residential property features may pose challenges. We will look to maintain a 5’ wide sidewalk through the full extent of the project area, meeting ADA requirements. Based on our preliminary site review we would recommend all sidewalk be installed on the east side of the road, as your RFP specifies — an efficient choice given the west side presents more potential obstacles in terms of residential hardscaping and decorative walls, vegetative screening that adds character to their homes, utilities, mailboxes, and the necessity of a stronger retaining wall to maintain the sidewalk’s elevation given it is on the downward slope side. We also note that keeping the sidewalk entirely on the east side of Cayuga Heights Road eliminates the need for mid-block crossings. The intersection with West Upland, for example, would require a mid-block crossing The narrow right of way can potentionally be a challenging features of this project. A key component of the Dryden SRTS & Pedestrian Safety Enhancements project was the design of the sidewalk in front of the Southworth Homestead, which is National Registered Building. Coordination with the adjacent property owners is also an important component of our sidewalk design process to ensure they understand the location of the sidewalk with respect to their property, the limits and impacts of construction, and that all areas disturbed during construction will be fully restored, such as driveway aprons and lawn areas. We have shown the flexibility to meet the request of residents within our designs within the NYSDOT and FHWA guidelines. Similar to the Walking Safe project we will work with the Village to assist in meetings with property owners during the design process to give each one the attention needed to ensure their thorough understanding of the project. We learned on the Walking Safe project, frequent communication and coordination with the residents on the project status will alleviate concerns the project is being designed in secret and without community input. This communication will continue during construction to keep adjacent property owners informed of the construction schedule and assure them that access to their properties will be maintained at all times. Drainage, Utilities, and Crossings Additional factors that we will consider after the initial alignments are established include: • Drainage patterns and features • Minimizing conflicts with existing utilities such as utility poles and gas line appurtenances • Accommodating for the culverts and stream crossings such as at Renwick Brook, Pleasant Grove Brook, and other locations Rounding out the design will be the adaptation and improvement to the existing drainage system to ensure proper stormwater accommodations. A key component to providing a safe sidewalk system is ensuring proper drainage to avoid ponding along the sidewalk or at crosswalk locations, which also causes slippery conditions when the standing water freezes during cold weather months. We will look at all drainage facilities, including open swales and closed drainage, within the project limits and design necessary improvements We will also evaluate front yards for proper grading to provide an aesthetically pleasing lawn that conveys stormwater appropriately. Our team can draw from our experience completing a roadway enhancement project on Kuhn Road in Monroe County, for which we widened the roadway and installed sidewalk sections. We modified the existing drainage system to provide adequate drainage for the new infrastructure improvements while salvaging existing drainage components that were in good condition. As an example, we regraded the snow storage swale between the edge of pavement and sidewalk system and installed new drainage structure frames and grates but reutilized the existing below-grade pipe system that was in good condition. Identification of infrastructure components that are in good condition and can be reused ensures that your funding is spent wisely and where it is necessary. Once our sidewalk location has been identified and refined, we will develop measures to mitigate unavoidable impacts. We will establish a plan for early coordination with the utility providers to discuss any conflicts and coordinate for the re-location of their facilities to allow for the installation of the sidewalks without adversely impacting the project schedule. Additionally, we will work with our Landscape Architecture Studio to ensure existing street trees have On the Kuhn Road Reconstruction Project (Monroe County DOT), a comprehensive drainage system retrofit was designed to define open drainage ditches and provide improved closed drainage facilities. ADA Pedestrian Accommodations & Curb Ramps We have extensive experience designing pedestrian facilities and we ensure that our staff is well-informed of the current changes and requirements for these critical facilities, such as the Americans With Disabilities Act (ADA), NYSDOT’s Highway Design Manual Chapters 17 and 18 for Bicycle and Pedestrian Facility Design, the Proposed Accessibility Guidelines for Pedestrian Facilities in the Public Right-of-Way (PROWAG), AASHTO’s Guide for the Development of Bicycle Facilities, and AASHTO’s Guide for the Planning, Design, and Operation of Pedestrian Facilities. Curb ramp geometry is highly scrutinized under the federal-aid process, and ensuring that your new ramps meet the current standards is critical to making sure they accommodate the needs of all users. Detectable warning devices are required at all curb ramp locations and must visually contrast with the adjacent roadway or pedestrian access route. They also must extend the full width of the ramp (excluding the flared sides). We will ensure all of these requirements are satisfied while minimizing adverse impacts to adjacent properties to the greatest extent possible. We will also evaluate the need for enhanced crosswalk markings or other enhancement treatments where the intersecting streets meet Cayuga Heights Road, to increase motorist awareness or visibility of pedestrians based on the character and function of each location. Even if no crossings of Cayuga Heights Road itself are established, ensuring that drivers realize they are in a pedestrian environment and have cues that make them anticipate pedestrian encounters is critical for improving pedestrian safety in your community. Right of Way Understanding the Village’s desires to build the sidewalk within the highway boundary, we will develop a sidewalk placement design to minimize the need for acquisitions. However, there is potential for construction easements or grading releases for areas that will need grading beyond the highway boundary to allow the sidewalk to be placed in the best location possible or for areas where landscaping beds will need to be adjusted. We will work with the Village and residents to acquire necessary easements or releases for the construction of the project in compliance with the LAFAP manual. We have completed numerous projects requiring acquisitions under the federal-aid process. We acquired 11 easements for our Village of Clayton Riverwalk Project and progressed the project to a letting and award in less than 18 months. Public Participation As you know, residents will have questions regarding your sidewalk project — “Who will maintain the sidewalks? How will the sidewalks impact my property? Will I be able to access my driveway while the sidewalks are being installed?” Our community participation plan is a strategic effort that requires as much consideration as the development of your project design. Every situation is different, and therefore every The off road segment of the Highland Crossing trail passes through historic Highland Park. This required coordination with NYS Historic Preservation Office (SHPO) to ensure no adverse historic or archaeological impacts. We know from experience our approach significantly helps facilitate public enthusiasm, buy-in, and support of the project — and by addressing property and aesthetic concerns proactively, our public participation program will further contribute to preventing or minimizing delays as the project progresses. Construction Developing the plan regarding how vehicular and pedestrian traffic will be maintained during construction is just as important as the design for the key project elements. After all, safety is our primary goal. The success of a project in the public’s eyes is not only based on the improvements that are implemented but on how the construction process is perceived. This includes the ease of travel during construction for all modes of transportation (vehicles, bicycles and pedestrians). Fisher is experienced in developing all types of work zone traffic control plans from simple to complex. We start with a thorough understanding of the needs of residents along the impacted corridors, as well as schools and emergency services within the area, and develop a plan that meets those needs.
