Green Street Ithaca, New York 14850 Dear Mr. Cowan: I concur with the complaint registered by several residents of Roat Street about the apparent violation of the zoning ordinance at 301 Roat Street, a single family residence which evidently is occupied by six unrelated students, male and female. I need .not repeat the facts and arguments voiced by my neighbors, but I join them in concern for both the act of violation and the precedent established if it is unchallenged. Although I am some distance from the house in question, I too am concerned about the possible physical degradation of the house and property because of neglect and misuse by transient tenants. In any case, we believe this use of the premises is both illegal and incompatible with the family character of the .neighborhood. The dwelling at 301 Roat Street is presently occupied by six persons, four adult males and two adult females. These persons are apparently students. The dwelling is a small cottage that has been converted for two- family occupancy; that is, the second floor has been made into an apartment, entry to which is gained by an outside stairway. Four automobiles are usually parked on Roat Street and on Blackstone Avenue, and one is usually parked in the driveway at the rear of the building. There are six different names on the mailbox. This pattern of occupancy, we understand, is in violation of zoning regulations applicable to this location, We the undersigned co-owners of the dwelling at 203 Blackstone Avenue are requesting that action be taken to terminate occupancy of 301 Roat Street that is in excess of that permitted by zoning regulations. PHONE 275-2057 I wish to bring to your attention a situation which now exists at 301 Roat Street. A single dwelling home, now houses 6 college students; 4 male and 2 female. Judging by the names on the mail box the students are not related by either blood or marriage. It is obvious that the dwelling is being used as a boarding house operation about which we heard so much last year. Of real concern is the precedent being established here. The area is a restricted residential area, all dwellings designed for single families. The students are reasonably quiet but their habits are strictly those of transient students. They leave their cars on the road rather than in the driveway, the garbage pails are on the front porch rather than placed out of sight. The care and pride of home ownership is lacking and in its place has been substituted the negligence and unconcern of the short term tenant. The overall neighborhood effect is obvious and we do not wish for a continuation of the current conditions.
