1 . PROPOSED PLANNING AREA
The proposed planning area includes the City of Ithaca ,
- portions of the Town of Ithaca , Town of Dryden , and Cornell
University. The boundary of the proposed planning area is
shown as Figure 1 . No portion of the proposed planning area
is included within a Standard Metropolitan Statistical Area (SMSA) .
This area approximates the Greater , Ithaca Service Area as
delineated in the Tompkins County Comprehensive Sewerage Study ,
WPC-CS-203 , dated April , 1976 .
Adjacent to the Greater Ithaca Service Area is a population
center which includes the Villages of Cayuga Heights and Lansing ,
and portions of the Towns of Ithaca , Dryden and Lansing . This
area , designated "County Sewer District No . 1 Service Area" in
the Tompkins County Comprehensive Sewerage Study, is served by
-an independent sewer system and treatment facilities for which
NPDES Permit No. NY-0020958 has been issued . The treatment
works have recently been expanded and upgraded to comply with
the requirements of PL 92-500 and' to provide adequate capacity
for projected future service area growth under project number
-- WPC-NY-605 .
An economic analysis was performed as a part of the Tompkins
i -
County Comprehensive Sewerage Study to evaluate the feasibility
• of combining sewerage services for the Greater Ithaca and County
• Sewer District No . 1 Service Areas . Alternatives considered in-
cluded joint treatment of the combined waste loading at either
- the Ithaca or the County Sewer District No. 1 treatment facili -
ties , or the reapportionment of service area wastes between
these facilities .

On the basis of this evaluation , the Tompkins. County
Comprehensive Sewerage Study findings were that the . Greater
Ithaca and County Sewer District No . 1 Service Areas should
remain independent from one another. The County Sewer
District No. 1 Service Area has therefore been excluded from
the planning area for the City of Ithaca in this Plan of
Study.
- The Tompkins County Comprehensive Sewerage Study
addressed the feasibility of providing sewerage facilities
for the outlying communities surrounding the Ithaca urban
area . It was found that in most of these smaller communities
- the provision of sewerage facilities was not economically
• feasible . In those areas where sewerage facilities could be
supported , the transmission of their wastes to the Ithaca
sewer system for treatment was evaluated , and was found not
to be cost-effective. On the basis of -the comprehensive study
findings , these outlying areas have therefore -been excluded
from the planning area boundary .
A list of applicable engineering and planning studies .
previously completed for this area is attached as Appendix A .
2. ENTITIES CONDUCTING THE PLANNING
The City of Ithaca , as permittee of the National Pollution
Discharge Elimination System Permit, will initiate the Step I
grant work. Planning efforts will be coordinated with the
Tompkins County Planning Department , the Southern Tier East
Regional Planning and Development Board , and th•e City of Ithaca
Planning' Department. The. City of Ithaca will select the engineer
. 2
to prepare , under contract , the necessary Step I Grant
engineering documents as required .by State and Federal
regulations . The selection of the Engineer to provide Step I
Grant consulting services will be conducted in accordance
with the regulations of the United States Environmental Pro-

_ tection Agency as set forth in the Federal Register , Volume 40 ,
No . 243 , dated December 17 , 1975 .
Coincident with the Step I planning , the City of Ithaca
and Town of Ithaca will be formulating , along with the other
major entities involved , an administrative/ownership arrange-
• ment suitable to the needs of the service area .
3. NATURE , SCOPE AND DETAIL OF THE PLANNING EFFORT
1 Facilities Plan
The following Step I Grant Engineering Services will be
initiated following State and Federal approval of this Plan of
Study: •
A. Engineering Report - The facilities planning will
include an engineering report defining the pro-
posed sewerage facilities to be constructed . This
report will finalize the service area boundary ;
• define the expected waste flows and character-
istics ; evaluate existing treatment facilities ;
develop transmission and treatment alternatives
and evaluate these on a cost-effective basis ;
evaluate ultimate sludge disposal alternatives ; -
and develop estimated project , annual operation
and maintenance and user costs for the recom-
mended project. Alternate sites for the treatment

facilities will be evaluated in the Facilities
Plan to insure that a site location , consistent
with local and regional planning requirements ,
is achieved . Best Practical Waste Treatment
Technology will be investigated , and a - sewerage
program will be recommended in the Facilities
Plan in accordance with the applicable require- -
ments as published in the Federal Register,
Volume 39 , No . 29 , February 11 , 1974, and policy
guidance of the United States Environmental
Protection Agency and the New York State De-
partment of Environmental Conservation.
B. Environmental Assessment Statement - An Environ-
mental- Assessment Statement will be completed as
an integral part of the Facilities Plan in ac-
cordance with the applicable requirements as
published in the Federal Register, Volume 38 ,
No . 11 ,, January 17 , 1973 .
C . Infiltration/Inflow Analysis - The City of Ithaca ,
portions of the Town of Ithaca , Cornell University ,
and the Hamlet of Varna in the Town of Dryden are
presently served by a collection and transmission
sewer system discharging to the City of Ithaca
sewage treatment facilities . The system is
subject to some ilitiltration during high ground
water periods �an JJ n.flow during wet weather
conditions . - I1 -v :14="therefore be necessary to
perform a Phase I Infiltration/ Inflow Analysis
• 4
to determine whether flows i'n the sy-stem are
excessive . Maximum use will be made of existing
and available information. If the flows are ex-
cessive, a Phase IIInfiltration/Inflow Evaluation
Survey will be completed for part or all of the
• system as determined to be necessary in the
Phase I Analysis .
Other Step I Grant Requirements
Archeological surveys will be performed as deemed necessary
by the New York State Office of Parks and Recreation , Division
for Historic Preservation , in order to comply with the United
States Environmental Protection Agency requirements , as pub-
• lished in the Federal Register, Volume 39 , Number 34, February
19, 1974. The Step I Grant Application and the necessary sup-
porting documents will be prepared and submitted for the City
of Ithaca . Notification of this project will be performed
through the PNRS A-95 Letter of Intent . This 'willestablish
an avenue for planning process review in coordination with the
State , County and local planning agencies .
Surveys and borings will be performed at the proposed
treatment facility site and along prospective autfall routes
to characterize the topographic and subsurface conditions so
that preliminary engineering and cost-effective evaluations
of alternatives can be conducted.
The Town of Ithaca has incurred engineering costs for work
contracted prior to October 30 , 1974 , which are eligible for
aid under the existing United States Environmental Protection
Agency regulations . The work performed includes both Step I

and Step II engineering services . The Step I engineering
costs associated with this previous work are identified in
Table 1 . The application for reimbursement of these costs
will be made as part of the Step I grant application . Ap-
plication for eligible Step II costs , which total approximately
$100 ,000 , will be made by the Town immediately following comple-
tion of the necessary Step I work . Application for Step III funding
will be made concurrent with the Step II application to expedite f
construction of the required facilities .
Negotiations between the two principal municipalities , — •
the City of Ithaca and the Town of Ithaca , will be required to
.establish a legal framework for construction , ownership , and
administration of the proposed wastewater facilities . The
specific items to be developed through legal and engineering
• consultation include :
1 . Determination of the economic advantages and
disadvantages of alternate ownership plans to
the City and Town provide the data necessary
for progress toward an acceptable- agreement .
2 . . Development of an acceptable cost distribution
structure between principal entities in the
program, including development of the
• methodology for determining annual usage and
recovery of amortization and annual operation
and maintenance costs .
3 . Development of an administrative body to be
charged with the responsibility for overseeing
construction , operation and maintenance ,

applications for aid , and other management •
functions for the proposed facilities .
4. Establishment of the value of existing treat-
ment and transmission facilities to be
integrated into the proposed facilities and
determination of the basis for cost reim-
bursement and distribution of ownership of
these facilities . .
5. Development of a contract between the
principal entities under the limitations of
. existing municipal law to embody the
ownership/administration agreements for the
• proposed facilities .
4. PROPOSED PLANNING SCHEDULE AND ITEMIZED COSTS
The proposed planning schedule and the itemized costs are
shown in Table 1 . A more detailed task breakdown with budget
cost estimations is included as Appendix B . In addition , a
sewer system and potential treatment plant site data summary
is included as Appendix C , and the basis for the Survey and
Boring cost estimates is included as Appendix D . The planning
schedule assumes Plan of Study approval by August 31 , 1976 .
5 . QUARTERLY CASH FLOW TO ACCOMPANY PROPOSED SCHEDULE
An estimate of the quarterly cash flow requirements based
on the proposed schedule is shown in Table 2. This schedule -
assumes reimbursement will be made on a per task basis as
defined in Appendix B and summarizes costs on a quarterly basis .

6 . PROJECTED POPULATIONS FOR PLANNING AREA
The Tompkins County Comprehensive Sewerage Study , dated
April , 1976 , developed population projections for the munici -
palities in Tompkins County. These projections were acceptable
to the county and regional planning departments and to the New
York State Department of Environmental Conservation . The
population projections developed in the study are listed below :

The Tompkins County Planning Department population pro-
_ jections were used as the basis for formulating the service
area populations used in the Tompkins County Comprehensive
Sewerage Study. It will be necessary as a part of the Step I
planning to formulate a projected service area population based
on the above municipal projections to conform to the final
service area boundary . This work will be coordinated with the
appropriate planning agencies .
7 . DISCHARGE LIMITATIONS AND DISCHARGE PERMIT INFORMATION
Discharge Limitations
The two potential receiving waters for the City of- Ithaca
.treatment plant discharge are Cayuga .Inlet and Cayuga Lake . .
Both of these bodies of water have recently been investigated
to define their assimilative capacities under critical
conditions .
The southern end of Cayuga Lake was studied as a portion
of the Tompkins County Comprehensive Sewerage Study , WPC-CS-
203, completed by O ' Brien & Gere Engineers , Inc . in April ,
1976 . Field investigations were performed to develop data
necessary to characterize the lake assimilative capacity rela-
tive to the City of Ithaca discharge . The findings were that
a secondary level of treatment as defined by PL 92-500 with
phosphorous removal would adequately protect the lake water
quality.
Hydroscience Inc . performed a detailed survey of water
quality in Cayuga Inlet to derive assimilative capacities
under critical stream conditions . The study findings were

published in a report entitled "Water Quality Analysis of
Cayuga Inlet and Fall Creek , " dated November, 1975 . It was
determined that in order to meet existing water quality
standards in Cayuga Inlet, a zero load allocation would be
required for the City of Ithaca treatment facilities . On
the basis of these studies , the probable discharge for this
project area will therefore be into the southern end of
Cayuga Lake . Cayuga Lake is classified as A(T) waters at the
southern end by the New York State Department of Environmental
Conservation . Under existing standards , this rating requires
the maintenance of minimum and average daily dissolved oxygen
levels of 5 and 6 mg/1 , respectively .
As required by the United States Environmental Protection
Agency, land disposal of the plant effluent will be evaluated
prior to the final decision to discharge to surface waters .
It has been assumed in this Plan of Study that this
existing water quality data will be sufficient to characterize
the receiving water conditions in order to determine discharge
requirements from the proposed facilities , and that no addi -
- tional field investigations will be required .
Discharge Permit Information
The City of Ithaca has been issued an NPDES Permit No .
NY 0026638 for the period from January 31 , 1975 , to June 30 ,
1977 . This permit cites the City for failing to maintain the
level of treatment required as , outlined in the Federal Water
Pollution Control Act (PL 92-500) and details a schedule of

compliance . A written request was submitted by the City of
Ithaca to the United States Environmental Protection Agency
' requesting an extension of the compliance dates for the initial
planning steps pending the conclusions of the Tompkins County
Comprehensive Sewerage Study . . On this basis , the City of
-Ithaca has withheld the Plan of Study and Maximum Efficiency
Evaluation at a Minimal Capital Expenditure reports until the
present time . The schedule of compliance outlined in the
NPDES Permit is as follows , assuming eligibility and intention
to use Federal construction grant funds : -

The specific level of treatment required has not been
specified in the existing permit , but will be set in the re-
newed permit based on the findings of the water quality analyses
recently completed . In addition , the NPDES Permit requires
phosphorous removal to the extent that the discharge shall
have a total phosphorous content not exceeding 1 mg/l . This
permit also outlines interim effluent limitations for the
existing treatment facilities as follows :
