Production shall include the vendor name; vendor address; vendor city, vendor state name, vendor zip code; check date/ ACH date; check number/ACH code; check amount/ ACH amount; department; agency; type of payment (i.e. contract, grant, etc.), and description of products or services/purpose of payment. Four common reports which are acceptable and may already be in your accounting system include, Vendor Activity Report, Voucher Detail Report, Voucher Summary Report and AP Check Listing Parameters. The preferred method for sending this is by electronic mail with an attached document formatted in CSV or XLS to NewYork@OperrTheBooks.com. If these specific reports do not exist, an export including the fields mentioned above is acceptable. As you know, the Freedom of Information Law requires that an agency respond to a request within five business days of a request. If any records or portions of records are withheld, please state the exemption on which you rely, the basis on which the exemption is invoked, and the name of the individual responsible for the decision. We requested an electronic copy of "any" and "all" vendor payee payments for the year 2017. Having received many FOIL responses to this request from other NY agencies, four common reports have leen submitted, all of which are acceptable and may be familiar to you: Vendor Activity Report, Voucher Detail Report, Voucher Summary Report, and AP Check Listing Parameters. More than five business days have passed since the receipt of the request and our organization has not received a response. Consequently, we consider the request to have been denied, and we are appealing on that basis. Section 89(4)(x) of the Freedom of information Law, requires the head or governing body of an agency, or whomever is designated to determine appeals, to respond within 10 business days of the receipt of an appeal. If the records are denied on appeal, please explain the reasons for the denial fully in writing as required by law. In addition, the Freedom of Information Law directs that all appeals and the determinations that follow be sent to the Committee on Open Government, Department of State, One Commerce Plaza, 99 Washington Ave., Albany, New York 32231. The records sought are clearly accessible under FOIL. Please be advised that FOIL now authorizes a court to award attorney fees when an applicant has substantialiy prevailed and the agency has failed to provide documents within the limits imposed by the law.
