Melchen Subdivision. Mr. Ted Melchen visited with me at Town Hall last week in regard to the subdivision which was approved in January 2017. He had been under the impression that both lots (which together constitute the entire area under conservation easement) had been subdivided. However, after reviewing the record and discussing with Mr. Melchen, it appears that the subdivision plat which was approved in January 2017 did not indicate the connection to the remaining 38 acres of land across the road. I have sketched some notes onto the tax map revision sheet from county assessment following the recording of the approved plat. The tax map revision shows the current status of the lands there -- part of the Melchen property south of the road was given a new tax parcel number (6.23) while the other part south of the road is still connected with the land north of the road, which together constitute another tax parcel (6.22). The purpose of the discussion with Mr. Melchen is to provide direction regarding some simple amendments to his survey he would have his surveyor make and then submit to the board for approval. The amendments need to clearly indicate the land on the south is to be subdivided from the land to the north, and would consist of a location map, various notes related to the parcels, and a new PB signature block. 3. Please read the enclosed chronological email correspondence with White Hawk. I met with representatives following your last meeting. Slightly revised plans were submitted by email, which I reviewed last week. Comments and questions were provided to White Hawk, however given the limited time and their desire to make only one round of changes to the plans, no further changes were made to the plans. Today, as I had requested, they submitted ten sets of reduced size 11 x 17 plans and 1 two sets of full-size plans. Again, the questions / corrections which are listed in my email have not yet been accomplished and White Hawk representatives are looking to discuss them with you next week, in addition to others which you may want to see on the plans. Unfortunately, after the plans were delivered this morning, I noticed that there had likely been some sort of rendering error when they were plotted because a number of the text annotations on the plans printed/plotted on top of each other. There seem to be some other similar rendering issues in other places, but there is nothing to be done about it now; that is how they were submitted to the town. Please note: • A copy of their Offering Plan was submitted by email; as it is not yet a public document if you would wish to review it please contact me. • Through review of the Offering Plan, it has been confirmed that this does not also have to be approved as a subdivision (all the land will continue to be under one ownership). ■ Information is still being sought regarding what records are available regarding stormwater compliance (notice of intent, construction inspection, notice of termination) following the original Planning Board approval. That information is relevant to confirming that stormwater compliance is related to the stormwater regulations which existed at the time. • The GML-239 referral will be made following revision of the site plans. • There is a Post -It note in the file regarding a development review escrow balance of $845, of which $170 is to be deducted for the rezoning fee and $120 for the site plan fee. I will work to confirm this information prior to your meeting. • Please contact me if you wish to look at the full size plan sets here at town hall (which also include prints of some of the reference documents noted on the site plan).
