RE: PROPOSAL RESPONSE: BABCOCK RIDGE TRAIL AND SITE ENHANCEMENT PROJECT
Dear Ms. Rosa:
Thank you for this opportunity to present our select team’s information, scope of services, and qualifications
to the Town of Ithaca for the Babcock Ridge Trail and Site Enhancement project. We are excited for the
opportunity to provide Environmental Design Research, DPC’s (EDR) 35+ years of park design experience
for this Town of Ithaca recreational development project. I trust you will find that our team’s proposal
presents the necessary skills and related project experience that we strongly feel qualifies us for
consideration as the preferred consultant for the Babcock Ridge project.
With EDR serving as the Lead Consultant for the project, I, Jere Tatich, will be the initial point of contact
and technical advisor throughout the project duration. Steven Brietzka is our Project Manager and Lead
Landscape Architect. In this role, Steven will be your direct point-of-contact responsible for managing,
coordination, and service quality. Steven resides within a one hour’s drive to the project site. Ravi
Engineering and Land Surveying P.C. as a NYS MBE they will provide the required professional surveying
services required for the project.
EDR is a Syracuse based NYS-certified Woman-owned Business Enterprise (WBE) providing landscape
architecture, community planning, engineering, permitting. and environmental consulting services across
the state and beyond. We guide our client’s project vision to preserve the project site’s unique character
where feasible while planning for and managing evolving community needs to foster long-term park use
and community purpose.
Additional items for consider the selection of EDR as the project design and civil engineering consultant;
•EDR has a multi-project history of working with NY State Parks grants
•The EDR Team fulfills the 30% MWBE utilization RFP request
•Our Team has firsthand understanding of the project’s Southern Tier landscape setting respective
subsoil strata, topography, local weather, indigenous plant and animal communities, and the Town’s
community character.
•Members of our team have walked and observed the project site as well as the designated adjacent
woodland preserves.
•EDR attended the pre-proposal meeting and took part in the group Q&A discussion
•EDR has active site development projects within the surrounding area of the Town

recreational venue initiative. The people selected at EDR to be members of our team take great pride and
personal ownership in the contributions they make in shaping community use projects and in turn the

1.PURPOSE, PHILOSOPHY AND GOALS
The objective of this project is to design and develop construction plans for the Babcock Ridge Trail
at two adjacent parcels with access form Culver Road that will draw, engage, and introduce people
to expanding woodland and farm field preserves managed by the Town and Cornell separately. The
project site is approximately 74 acres in area and located within the Town of Ithaca jurisdiction. We
concur with the proposed scope of the RFP and provide the following additional information. The
project development services to be provided by the consultant will include and address:
•Trailhead parking with venue signage for up 15 vehicles accessed from Culver Road
•Provide for Stormwater management needs as required by NYS DEC. Percolation test pit
observation. SWPPP if area of disturbance requires the expanded stormwater design.
•Multi-use trail loop with informational signage at key locations with design considerations to
given to ADA compliance with the paving consisting of compacted stone-dust or similar
material.
•Locating the site for a prefabricated pavilion
•Informative/Educational sign panels – locations only.
•Survey consisting of readily available Lidar topography for use in developing the site concept
plans and inventory, and on-the-ground survey of topography and features for the resolved
area of development leading to the final design and construction drawings. Boundary Survey
of the cumulative Babcock Ridge parcel.
•Community outreach session to discuss the project concept with interested community
members with the intent to inform and solicit opinion and ideas.
•Design plans consisting of: (a) 2 Concept Site Plan Options, (b) draft final design (also called a
Schematic Site Plan), and (c) Construction Document package consisting of final drawings and
the Project Manual of front end and technical specifications. The Town will provide a draft front
section for the project manual that the consultant will edit into the final copy.
•Construction cost assessments at 3 stages of site plan document development.
•Native landscape plantings of limited scope based on the surrounding vegetated landscape
setting.
•Assistance to the town in providing required permitting documentation. Project SEQRA has
been completed for the project.

• Attendance at site inventory and progress meetings, both in-person and virtual.
• Amenity selection for benches, tables, bike stanchion, and dog waste stations.
As the prime consultant and project manager of provided services, EDR will be the point of contact
between the Town Advisory Committee and the consulting team. EDR will serve in a coordinating role
throughout the agreed to tasks that correlates to the EDR Team meeting the project timeline conclusion
of September 30, 2024.
The establishment of a trail system will be a positive benefit for bettering community health, tourism,
educational opportunities, and the quality of life within the region. There are multiple routes that the
trail system may take, with these route options requiring evaluation of potential positive and negative
impact to the environment and user experience. Our team will work collaboratively with the Advisory
Committee in developing the trail routes and amenity locations.
The development of a multi-use trail would utilize and maximize the environmental uniqueness of the
corridor route, offer a variety of user experiences, and be safe and accessible to differing skill levels. We
have extensive experience in helping communities and regions explore the potential feasibility and
impacts of trail development and our past projects began with concept level ideas and led to project
implementation including projects such as the Empire State Trail, Mohawk River Trail in Rome, Niagara
Scenic Parkway, and the Chugnut Trail in Broome County. Our team
has comprehensive experience and situational awareness to bring
creative approaches to the table for implementation consideration
for the required project elements. Our team will work in concert with
the Advisory Committee at all steps in the process to realize the
community vision for the project. Our design ideas will be grounded
in experienced use of construction materials that will have limited
impact on the environment and to the project budget.
We concur with the proposed scope of the RFP and provide the following additional information:
c. FIRM EXPERIENCE AND PROPOSED STAFF
Jo Anne Gagliano is EDR’s President, serves as a project Principal-in-Charge, and is a
practicing Landscape Architect at EDR. A registered Landscape Architect Jo Anne has
30 years of professional experience in recreational venue design, urban streetscape
improvement, historic restoration, and repurposing. Jo Anne's expertise provides a
focus in horticulture and landscape systems management.
As the project Principal-in Charge, Jo Anne is contractually responsible for the EDR
team with her responsibilities including oversight of design, construction documentation, bidding, and
construction phase services; and ensuring EDR products exceed expectations.

Steve Brietzka is a Project Manager at EDR and offers extensive background experience
in project management that emphasizes team coordination, client communication, pro-
active project planning, and in-house product quality control reviews. He has over ten
years of experience in Project Design and Construction Phase Management. Steve’s skills
include environmental reviews for project feasibility, site assessment, project scoping, cost reviews, sub-
consultant management, construction document development, green infrastructure, and habitat
restoration. As a Project Manager, Steve is responsible for the development of assigned site designs,
production of construction drawings, reports, calculations, and technical specifications. He often leads
teams that include landscape architects, engineers, environmental scientists, planners, GIS analysts, and
graphic artists. John provides innovative, aesthetic, cost-effective, and practical solutions for projects and
clients.
Jere Tatich is known for working in concert with each project sponsor to sculpt their
project vision into its own reality. Jere focuses on incorporating environmental
stewardship into each of his designs as a foundation of creating a successful space. He is
an experienced Landscape Architect who is well-versed in all aspects of project
development - from the initial site evaluation and program development, through
construction to the ribbon cutting. Jere brings design leadership, experience, and
innovation to every project he undertakes. For over 35 years, Jere has worked with a diverse range of
clients and project types. His expertise lies in campus and urban master planning, places of memorial
and historical significance, sports and recreation facilities, downtown and waterfront revitalization, and
project development strategy. Jere is very familiar with New York’s Southern Tier as it where he called
home.
Zuzana Blaise is an integral member of EDR’s site design studio that focuses on brownfield
and waterfront revitalization, park design, and community Main Street enhancement.
Zuzana earned her degree in horticulture and landscape engineering from the Slovak
University of Agriculture in Nitra with a minor in landscaping and landscape planning. She
has hands-on experience with horticulture, agricultural exhibitions, and garden design.
Zuzana’s work sites find her in locations ranging from the Adirondack Mountain communities in NY to the
regions across the United States, and back home to small city environments like Saratoga Springs, NY. The
varied landscape and cultural environment setting exposure has been a mutual benefit to her clients and
Zuzana for her ever-increasing site design capabilities by affording her the opportunity to both observe
and design within the character of the site’s regional context and bring to bear the best ideas to the project
at hand.

Tom Dussing is a EDR Vice President and Principal in the Engineering Division. He is a
Licensed Professional Engineer and Certified Professional Soil Erosion and Sediment
Control Specialist with 35+ years of professional civil engineering experience that has
focused on: Stormwater Management, Municipal Infrastructure, Recreational Facilities,
Commercial Facilities, Industrial Facilities, Correctional Facilities, Residential Site Design,
K-12, College & University, Utility Transmission, Wind and Solar Renewable Energy, Transportation
Infrastructure and Dam Design. Tom serves as a leader of project teams that work with civil engineers,
electrical engineers, environmental engineers, environmental scientists, geotechnical engineers, structural
engineers, soil boring contractors, CCTV contractors, landscape architects, and land surveyors.
Sara Stebbins is an EDR Senior Ecological Resources Specialist. She has 20+ years of
project environmental experience. Sara is EDR’s lead botanist and is particularly adept
at identifying native plant species, performing field surveys in the context of proposed
developments/disturbances, and evaluating potential project impacts to sensitive
resources. Sara is also a talented photographer and a member of the New York Flora
Association. Before joining EDR, her experience included work with the USDA Forest
Service in New York, Michigan, and Minnesota, and with the Massachusetts National Guard on Cape Cod.
Benjamin Woelk has more than a decade of experience leading and impacting a range
of community development, planning, and placemaking projects to improve the health,
quality of life, and revitalization of communities across Upstate New York and beyond.
He works as a Senior Project Manager at Environmental Design and Research where he
uses flexibility and creativity to progress clients through the process of discovering and
celebrating the character of their community, and then prioritizing and protecting their
unique assets. With his prior experience authoring four different Health Impact Assessments in housing,
built environment, and active transportation infrastructure and his continued work as a certified planner
through the American Institute of Certified Planners (AICP), Benjamin's goal is to continue to advance
health informed decision-making in the realms of transportation, urban and rural planning, land use, and
built environment projects with an emphasis on prioritizing health equity for vulnerable populations.
SURVEYING SUBCONSULTANT
Joining the EDR team is Ravi Engineering, an established, multi-discipline engineering firm that has been
providing the NYS licensed survey services to EDR’s clients for 20+ years. Ravi Engineering is a NY State
certified Minority Business Enterprise. The survey group at Ravi is led by David Honeck, PLS.

Summary for Planning
Jo Anne is also the Principal-in-Charge of Planning services at EDR. Her professional
experience ranges from project management, community and land use planning, and
redevelopment/revitalization planning. Jo Anne leads a team of planning professionals who
coordinate with in-house cultural resources management and historic preservation
specialists, graphic artists, geographic information systems analysts, regulatory compliance
specialists, landscape architect, environmental scientists, and engineers to develop
comprehensive planning initiatives and to identify priority projects. She is a very dedicated
and civically-minded professional; currently maintaining long-term memberships with the
American Society of Landscape Architects, American Planning Association, and Onondaga
County Planning Federation. She also serves on the Syracuse Downtown Committee Board
of Directors, which she has done for more than 10 years; and as an Associate Member of the
Village of Fayetteville Planning Board for the past 14 years. Prior to that service, Jo Anne
served as a Member of the Village of Fayetteville Parks Commission for another 8 years. It is
in these positions that Jo Anne demonstrates her passion for civic service and dedication to

Project Experience
City of Fulton Multi-Use A Trail Master Plan & New Pathfinder Waterfront Trail
Phased Projects, Fulton, NY - EDR served as Lead Consultant providing landscape
architecture, site/civil engineering, environmental regulatory compliance, cultural and
ecological resources management services to support development of a new waterfront
trail following an abandoned street right of way along the shoreline of the Oswego River.
Amenities include extension of an existing boardwalk, a new gazebo, new river overlook,
fishing platforms, 2,500 LF multi-use trail, lighting, site furniture, interpretive signage, and
shoreline stabilization. Principal-in-Charge
Historic Arts Quad Restoration, Cornell University, Ithaca, NY- Managed evaluation of
Arts Quad perimeter spaces to identify potential seating and/or gathering areas and
developed design guidelines for development of these spaces. In keeping with the character
of the landscape vocabulary of the Arts Quad, recommendations for traditionally simple site
furnishings and associated landscape materials (i.e., seating, tables, trash receptacles, bike
racks, paving materials, plantings) establish a palette for consistent site design. The siting
guidelines and design vocabulary were tested with the design and outline specification for
a model seating area adjacent to Goldwin Smith Hall. Bluestone was chosen for the new
patio surface, corresponding to the native Cayuga bluestone of the simple but elegant

Steve is a Senior Managing Landscape Architect of EDR. He has more than 21 years of
professional experience in landscape architecture. He is a New York State Registered

memory of Thomas P. Golden. Plant Science Building Renovation, Coordinated site planning,
design, and engineering services to support $85M in comprehensive renovations of this c. 1930,
172,000 SF building. Olin Library Plaza, Project Landscape Architect responsible for
documentation, research on pavers and site furnishings, and development of planting plan.
Botanic Garden, Coordinated with Cornell Botanic Garden staff to develop “new vision” for
peony and perennial garden adjacent to Nevin Welcome Center.
Syracuse Development Center, Syracuse, NY – Managed programming and preliminary
conceptual design phases for the new 148,500 SF Tech Manufacturing Facility including site
design and green roof planning (minimum size of 20,000 SF).

Binghamton, NY - Currently responsible for the design of pedestrian patterns, promenade
entrance, site amenities such as specialty pavements and site furniture, site lighting fixtures,
and the layout and plantings for the site.
New York State Fairgrounds Redevelopment Project, NYS OGS, Town of Geddes,
Syracuse, NY - Managed development of conceptual design and renderings for the Equine
Center, Chevy Court, Main Gate, and Expo Center. EDR also assisted the Project Team
planning for the New York Experience, Midway, Chevy Court, and Main Gate. Developed a
comprehensive Signage Program at the Fairgrounds. The design guidelines covered
building identification and building-mounted banners, wayfinding kiosks, wayfinding street
signage, and pole-mounted banners. EDR created photo-simulations for each sign type at
each building and evaluated on-site signage mock-ups with OGS.

Chugnut Trail Extension along the Susquehanna River, Endicott, NY – Lead Landscape
Architect provided the feasibility of locating a viable and safe trail route for the Chugnut Trail
Extension along the Susquehanna River. The resolved 3.5-mile multi-use trail route utilized the
crest of earthen flood control areas, utility rights-of-way, existing walkways and river
embankment as routing components. The route prioritizes pedestrian use setting and parallels
roadways as needed.
Harriman State Park Lake Welch Water Quality Improvements, Ramapo, NY - Lead
Landscape Architect providing architecture services that will merge the engineering
recommended water quality improvements with the surrounding park land aesthetics and
landscape setting.
Flanders Park Shoreline Walk Extension and Mill Street Park Entrance, Village of Tupper
Lake, NY – Lead Landscape Architect provided landscape architecture services for a
continuation of the previously built shoreline walk. The walkway route will encircle the outer
perimeter of Flander’s Park. Other elements of the project include enhancements to the park
entrance at Mill Street and an extension to the vehicle parking area along Martin Street. The
project site is located at the Village of Tupper Lake’s Flanders Park situated between Mill Street
and Cliff Avenue. Elan is providing site design alternatives for the Shoreline Extension and Mill
Street Park entrance.
Charles R. Wood Park, Village of Lake George, NY - Lead Consultant and lead Landscape
Architect worked with NYS Department of Transportation Assignments: Community
Assignments: Community Outreach, Water Feature, Gateway Signage, Local Waterfront and
Revitalization Plan, Shoreline Improvement Project, Zoning Ordinance Update and
Development of Design Guidelines and a Citizen’s Guide to Zoning, Lake George Village, NY
Passamaquoddy Tribe of Pleasant Point, Washington County, ME – Lead Landscape
Architect for developing the strategic plan of the Over-The-Horizon Backscatter Radar Site for
the–the backscatter site.
LaPierre Lane Park, Lake Champlain/Saranac River Trail and Local Waterfront
Revitalization Plan, Plattsburgh, NY – Lead Landscape Architect for the design of a new
nature-based playground and a healing/meditative garden. The key to the playground was
to develop amenities based around the principles of natural play and learning space: using
natural elements, materials, and habitats to create both play and learning spaces. The
healing/meditative garden, located near the water’s edge along the Saranac River, is a

Project Experience
Fulton Multi-Use Trails, City of Fulton, NY - Principal in Charge for the landscape
architecture and site civil engineering design services for the master plan of seven multi-use
trails throughout the City of Fulton, totaling approximately seventeen miles of trails. The
City secured funding to construct two of the trails identified in the master plan: the
Pathfinder Trail and the Canalview Trail. Construction documents and a Stormwater
Pollution Prevention Plan were produced for these two trails and construction is scheduled
to begin in the spring of 2020. Services included the design of the trails (with various surface
materials and widths), solar powered lighting, benches, trash receptacles, railings, erosion
and sediment control practices, and ADA ramps and the preparation of a SWPPP report and
drawings in accordance with the NYSDEC’s SPDES General Permit for Stormwater Discharges
from Construction Activity.
NBT Bank Stadium Improvements, Onondaga County, NY – Lead the civil engineering

Tifft Nature Preserve & Sustainability Center, Buffalo Museum of Science, Erie County,
NY - Principal in Charge for the development of the campus master plan, including site

in support of improvements at the nature preserve. The project lies in a highly sensitive area
between a closed landfill and Lake Kristy. This project included treatment of shoreline along
Lake Kristy as well as upgrades to provide a sustainable landscape and stormwater
management.

Sara is a Senior Ecological Resources Specialist at EDR. She has more than 20 years of
professional environmental experience. Sara is EDR’s lead botanist and is particularly adept
at identifying rare plant species, performing field surveys in the context of proposed
developments/disturbances, and evaluating potential project impacts to sensitive
resources. Sara is also a talented photographer and a member of the New York Flora
Association. Before joining EDR, her experience included work with the USDA Forest
Service in New York, Michigan, and Minnesota, and with the Massachusetts National Guard
on Cape Cod.
As a Senior Ecological Resources Specialist with EDR, Sara’s field responsibilities include
rare plant surveys and monitoring, ecological community inventory and mapping, wetland

Chugnut Trail Extension, Village of Endicott, Town of Union, Broome County, NY The Village of Endicott constructed a 3.2 mile
extension of the Chugnut Trail along the Susquehanna River. The new multi-use trail extended approximately 1,500 feet between
Mercereau Park and the proposed trailhead near Vestal Avenue. The project improved recreation and reconnected communities with the
waterways that defined the regions history. RE&LS provided a boundary survey and a topographic survey. 2017
Village of Alexandria Bay, Sidewalks and Dock Improvements, Jefferson County, NY — Project Surveyor. RE&LS conducted a
supplemental topographic, boundary, Right of Way, and utility surveys for this municipal project at the village’s waterfront to the St.
Lawrence River. Areas within the scope of improvements included a public boat dock and ramp, seawall, park and playground, adjacent
beach and associated sidewalks, intersections and streets. RE&LS prepared digital 3D mapping using Autodesk Civil 3D, throughout the
survey limits. New horizontal and vertical survey control were set for this project. The project budget was $1.2 million. (2020)
Littleville Road, Livingston County Preventative Maintenance Project, Town of Avon, NY RE&LS conducted a Right of Way
survey for this LAFA project. Survey control was established using a combination of GPS and conventional survey methods. The Right of
Way of Littleville Road from its intersection with Rte 39 to its intersection with Cemetery Road was computed. Adjacent property lines
were computed using a thorough survey analysis and project basemapping was provided in MicroStation. (2018)
Aldrich Road Culvert, Perinton, NY - RE&LS conducted a topographic, utility, and boundary survey and prepared mapping for the
replacement of a culvert on Aldrich Road in Perinton, NY. Field data was collected for topographic features, utility structures, and
extensive boundary determination was performed. A Highway Boundary Plan was prepared and the project base mapping was provided in
both Autocad Civil3d and MicroStation. (2020)
City of Buffalo Resurfacing Project, Erie County, NY PIN 5761.58- Project Manager - RE&LS provided survey services for 12
roadways in the City of Buffalo. Survey control was established using a combination of GPS and conventional survey methods. A Full
topographic surveys were performed.. The Right of Way and Utilities of each street and base mapping was provided in AutoCAD 2019
Village of Saranac Lake, Parks, Streetscapes, and Connectivity Improvements, Saranac Lake, NY - The Village of Saranac Lake
was selected as one of ten communities in New York State for Round 3 of the Governor’s Downtown Revitalization Imitative (DRI).
RE&LS conducted a topographic and boundary/Right of Way survey, and prepared mapping for several parks and street corridors in the
Village of Saranac Lake. The purpose of the survey was to prepare digital mapping that reflected current conditions for use in developing a
series of linked gateway parks, increase connectivity between downtown destinations, and enhance Woodruff Street streetscape. Digital
mapping files were supplied in an AutoCAD/Civil 3D format and existing survey information was provided in ACSII format. 2021
MCDOT English Road Culverts over Round Pond Creek Tributary and Kirk Creek Project, Monroe County, NY RE&LS
provided the survey and environmental portion of this culvert reconstruction project. A full topographic survey was performed, and
utilities were plotted on the mapping. Hydraulic cross sections were surveyed and wetlands flags were located during the topographic
survey. The Right of Way of English Road from the intersection of Long Pond Road to I390 was analyzed and computed . A Highway
Boundary Plan was created and eight (8) property acquisition maps were prepared. 2019/2020
MCDOT East Ave-Bennett Rd Parma , NY -RE&LS provided Design survey and basemapping for the roadway project. Underground
utilities were shown on the mapping using a combination of surface features. . Invert measurements for storm and sanitary sewers were
collected and Project benchmarks were set along each street corridor and Control ties and a benchmark table were provided. 2018 / 2019

Harriman State Park Lake Welch Water Quality
Improvements
Ramapo, NY
EDR is working with Ramboll and New York State Office of Parks Recreation & Historic
Preservation providing services for the Lake Welch recreation at New York’s Harriman
State Park in support of the capital program for Park’s facilities. The defined project
area is approximately 100 acres.
The project is to address the need for improved water quality at Lake Welch, the State
Parks main swimming venue which receives peak daily visitor use of more than 3,000
people.
Phase I successfully addresses the lake’s water seasonal algae bloom which prohibits
swimming. Phase II is addressing contributing factors to improve stormwater
mitigation, instill a series of bio-swales, refurbish the site landscape planting with native
species, improve the heavily used picnic areas, and provide for a grounds wayfinding
system with multi-lingual messaging.

Chugnut Trail Extension along the Susquehanna River Plans
Endicott, New York
Elan (prior to merging with EDR) worked with Broome County, Town of Union and the
Village of Endicott in determining the feasibility of locating a viable and safe trail route
for the Chugnut Trail Extension along the Susquehanna River. The resolved 3.5-mile multi-
use trail route will utilize the crest of earthen flood control areas, utility rights-of-way,
existing walkways and river embankment as routing components. The route prioritizes a
pedestrian use setting and parallels roadways as needed.
The Chugnut Trail 3.5-mile route links together: 5 parks, the Susquehanna River and
Nanticoke Creek, a public golf course, the high school campus, and 6 neighborhoods. The
trail is situated in the area of the Chugnut Delaware Encampment site.
Development of the Chugnut Trail Extension furthers the completion of the regional trail
known as “The Big Loop” comprised of 20 plus miles of trails that within greater Broome
County.

Niagara Scenic Parkway - formerly known as Robert Moses Parkway
City of Niagara Falls, Niagara County, NY
EDR supported the NYS Department of Transportation, NYS Office of Parks,
Recreation & Historic Preservation, and the lead consultant with transformation of
this segment of the Parkway along the Niagara River Gorge.
In addition to park and parkland, site lighting, park entrance, streetscape, overlooks,
and wayfinding evaluation and concept development, EDR assessed design options
including specific bicycle and pedestrian analysis and concept ideas. These
determined the relative sustainability of each including primary shared-use path
alignment from Main Street to Whirlpool State Park with connections to local
neighborhoods and existing trails, analysis of connectivity, and safety for
pedestrians and bicyclists; quality of shared connections to local neighborhood
streets and park destinations; and analysis of safety and accessibility for pedestrians,
bicyclists, and the disabled (including potential user/multiple-use conflicts,
separation of users by type, suitability of facilities based on proposed facility types). Compliance with accepted design guidelines including AASHTO Guide and the
NYSDOT Bike/Pedestrian Design Guidelines were included in the evaluation. Strict
compliance was impacted by historic factors and some non-standard features
needed to be considered.
Design alternative plans and details were also developed for park, parkland, and
streetscape; park-scape; an integrated discovery center; niche type landscapes; site
lighting; park entrance and overlook; Whirlpool Bridge Plaza, and wayfinding.
Bicycle and pedestrian paths and layout details included: conceptual alignment of
typical sections for the primary shared-use path through the park, conceptual layout
of connections to existing park paths, trails, and sidewalks; connections to local
streets and park destinations and any bicycle paths adjacent to the Whirlpool Street
travel lanes; roadway crossing features; amenities including: wayfinding, trailheads,
viewpoints, kiosks, shelters, and benches; locations and types of bicycle parking and
rental facilities; defining accessibility for pedestrians, bicyclists, and the disabled.

Oswego River Pathfinder-Towpath Trail
City of Fulton, NY
Starting in 2015, EDR has been responsible for developing feasibility studies, cost
estimating, site planning, design, and engineering, preparation of permits and approval
applications to advance the Pathfinder-Towpath Trail project.
This proposed system of eight new trails was envisioned by the City as a multi-use
pedestrian and bicycle-friendly amenity on the east bank of the Oswego River, next to
the Canalway Trail. The newest trail stretches 2.5 miles from Ontario Street to Indian
Point Park, along North First Street, an abandoned City-owned roadway, and will
connect city parks, points of history, neighborhoods, and important landmarks.
In a feasibility study commissioned by the City, and working in tandem with Fulton
Footpaths, a subcommittee of the Fulton Community Revitalization Corporation (to gain
public involvement and engagement), EDR proposed using the existing riverfront
resources to improve public accessibility to reconnect the community to the waterways,
and to enhance recreational activities such as boating, fishing, hiking, and biking along
the way. This was conducted through phased planning, design, and construction of the
new trail system with the addition of paved surfaces, site furnishings, lighting, plantings,
buffering, viewing, and fishing areas on the Oswego River. Scope also included shoreline
stabilization and ecological restoration, new kiosks with interpretive signage, and a new
parking area. By separating the design into seven phases, the $5.5M total cost of
construction became more manageable for the City. EDR continued to work with the
City continuously from 2015-2021 to bring this much-anticipated phased multi-use trail
network project to fruition.

Albany-Hudson Electric Trail -
Portion of Empire State Trail
Rensselaer & Columbia Counties, NY
The Albany-Hudson Electric Trail (AHET), a 36-mile shared use pedestrian and bicycle trail
running from the City of Rensselaer to the City of Hudson, is an important part of the Empire
State Trail (a 730-mile biking and walking trail), providing a key link between the Capital
Region and the Mid-Hudson Valley. In 2017, the Greenway Conservancy for the Hudson River
Valley, Inc. (HRVG) envisioned development of a feasibility/concept plan for this project.
EDR was contracted to provide site planning and design, community participation,
visualization, cultural and ecological resources management, and environmental regulatory
compliance and SWPPP inspection services working alongside the HRVG, National Grid, and
the Lead Engineer to support development of the plan and implementation to create the
$3.5M new pathway. AHET crosses through two counties, eight towns, and five cities and
villages. Along the way, the trail goes through historic communities in the rural landscape of
the Hudson Valley including orchards, Main Streets, shops and restaurants, private
residences, historic sites, and other locations.
Most of the trail corridor is owned by National Grid which maintains electrical distribution
and transmission infrastructure on the property, who authorized the HRVG and New York
State to construct and operate a public trail along the corridor. Because of close proximity
to electrical transmissions facilities, the trail needed to be designed in accordance with the
National Electrical Safety Code. Portions of the proposed trail corridor also cross public
roadways owned and maintained by New York State and local governments.
In addition, challenges included six new footbridges were constructed over protected rivers,
working near live transmission lines, as well as buffering and other considerations to
accommodate building a trail along right-of-way within private property boundaries.

Delphi Falls Park
New Woodstock, NY
Madison County acquired Delphi Falls County Park in 2018 from private ownership. The
Park is comprised of two-tiered waterfall, woodlands, gorge walls, and approximately
66 acres of land.
EDR was subsequently contracted in late 2018 to provide professional services to design
upgrades intended to increase the overall experience for park visitors, while maintaining
the parkland’s natural beauty. Additions include a new parking lot, restroom, an
accessible overlook of the lower falls, and an upgraded entrance sign. The project also
creates a new bridge and trails that connects and provide access to both sides of the
park on either side of the gorge. EDR designed a North Rim and South Rim Trail system
that offers viewing opportunities and overlooks of both falls from above, as well as
providing a safe means for trail users to view the upper falls at or near creek level. The
Park is currently open year-round to the public and has become a premier destination.
The $1.3M upgrades are Phase 1 of the County plans to continue to grow and develop
the Park and its facilities over time.
In 2021, for example, using the plan EDR developed for park and trail development, the
County planned for public buildings at the Park, determining if the existing house and
barn could be renovated to become usable and appropriate for public use and for what use, or if designing a new building(s) would be more cost-effective and advantageous.

Trenton Falls Scenic Trails
Town of Trenton Falls, NY
EDR planned and designed approximately one-mile of new primary stone dust and
secondary wood mulch trails that take visitors from the entrance/parking area to the
Trenton Falls Hydro Dam overlook; and that offer scenic vistas and wildlife observation,
views of the hydroelectric operations, and offer picnic areas and points of historic
interest (for visitors to enjoy the splendors of nature rare in beauty and power).
The site features a series of dramatic waterfalls within an area of rich history and
geology. The design of the site considered geologic characteristics of interest, the safety
of visitors, and their experience as they travel along a steep gorge cliff; as well as its
historic significance as a “must-see destination” that had not been accessible to the
public for nearly 100 years), and the security of this operational hydroelectric facility.
EDR re-purposed concrete cradles/supports (that once held the hydroelectric facility’s
original wood stave pipeline) and incorporated them into lookout structures, offering
panoramic views of the gorge and falls, and to preserve those historic features. EDR
also developed wayfinding signage, and collaborated with the Town Historian in
researching, writing, and designing interpretive panels located at key sites; and that
highlight the history and geography of the site, as well as hydropower operations.
National Hydropower Association - Hydro Achievement Award of Excellence in Recreational Stewardship.
American Society of Landscape Architects - Merit Award for Research, Historic Preservation & Communication.
Note: In the mid 1800’s, a luxury hotel made the site a tourist attraction that rivaled Niagara Falls.

e. SCOPE OF WORK AND STRATEGY
The following Scope of Work builds on the tasks identified by the Town of Ithaca project RFP and
addendum.
Task 1: Project Initiation
This task will initiate the process of working with the project Advisory Committee. Topics to
cover at the kick-off meeting will include:
•Introduction of the EDR Team
•Owner / Consultant Agreement resolve
•Project Advisory Team introductions
•Review of the project approach, work plan, and schedule
•Identification of key stakeholders
•Initial Strength and weakness evaluation
•Data Transfer
•Confirm Program of proposed features
Deliverable: Advisory Committee kick-off meeting and meeting notes.
Task 2: Site Assessment & Concept Site Designs
Task 2 begins the project design process. Prior to beginning design a Lidar based topography map
will be prepared over an aerial image to scale. The accuracy of the Lidar survey is sufficient in which
to develop the site concept plans on.
The Site Reconnaissance task involves walking the site and collecting and recording information
necessary for the development of the project design. A summary of the site observations will be
reviewed with the Steering Committee.
Two concept design option site plans will be developed for review by the committee. The concept
level plans will incorporate the Task 1 confirmed list of program trail and supporting elements. A
concept level construction cost assessment will be developed for each concept design version.
Deliverable: Map(s) and written/photograph summary of collected information including a site and
boundary survey in digital form; Graphic, color rendered concept site plans and correlating construction
cost assessments. The deliverables will be provided to the Project Committee for review and comment.
Task 3: Public Outreach
The EDR Team believes that every successful project is built on a strong foundation of community
engagement. By involving the public and key stakeholders early and often, a level of ownership and
buy-in is created. It can also help build local capacity by finding the local ‘champions’, educating them

on the planning process, and equipping them with the tools necessary to realize success. Our
engagement methods will involve the following:
•Community Engagement Plan. The EDR Team will work with
the Advisory Committee to develop a community engagement
meeting or open house outline the purpose of and approach for
community engagement.
•Stakeholder Interviews & Focus Groups. The EDR Team will
work with the Advisory Committee to develop a list of
stakeholders to be consulted prior to the meeting or open
house.
•Open House Events. Public Open House events are a low-key method
of gathering thoughtful input from a variety of interested prospective
participants that might otherwise be intimidated to participate sharing
their thoughts and ideas. Our open house events are set up with a series
of stations that allow participants to use sticky notes and dots to express
their input. These stations are set up around topic areas, specific
questions, and key sites that we are looking for ideas. We recommend that
the open houses occur near the early stages of the project development
process to provide an overview of the site conditions, program of uses,
and concept designs to receive community feedback.
Deliverable: Community Engagement Plan, Oen House event key take-away summary.
Two graphic concept level site design plans with accompanied construction cost assessments
No.1.
Task 4: Construction Permitting/Approval Analysis
Elan understands that the Town has completed SEQRA for the project. The Town with input from
EDR will identify and scope out additional permits, reviews, and approvals that may be required
because of the site reconnaissance and concept site plan development. The findings will be
presented in a matrix format.
Deliverable: Construction Requirement Analysis.
Task 5: Draft Final Site Design
The first step in Task 5 is to review with the Committee the likes and preferences respective of the
two completed concept level site plans. With the resolve of a preferred concept plan a ground
generated topographic and feature survey will be developed that is limited to the areas of
disturbance required for the proposed design feature installations. In addition to the feature survey
a boundary survey will be provided for the parcels comprising the 74+/- acre Babcock Ridge site.
EDR will use input collected from the Steering Committee and topographic survey to develop an
advanced plan described as the Draft Final Site Design that will depict in true scale and proposed
grading the preferred layout. final schematic design (i.e., the preferred plan.) A color rendering of
the Draft Final Site Plan will be prepared.

Construction Cost Assessment No.2 will be developed that correlates to the level of detail presented
by the Draft Final Site Plan.
Deliverable: Draft Final Site Plan with Cost Assessment No.2 submitted to the Committee for review in
digital format. Digital remote meeting to discuss submission.
Task 6: Final Design
The Final Design package consists of the construction drawings and project manual, and Construction
Cost Assessment No.3. If it is determined that the project requires a DEC SWPPP it will be included as
part of Task 5: Final Design. The drawing package and project manual will include:
•Project Cover Sheet
•Existing Conditions Plan with Topographic and Boundary Survey Sheet
•Removals Plan

Summary
The proliferation of reference specifications, codes, and standards relative to public works projects, on both public
and private lands, has led to challenges coordinating development review alongside technical review. This joint
effort of the Town’s Engineering, Planning, and Public Works Departments intends to clarify the Town’s expectations
for design, construction, operation, and maintenance of municipal infrastructure including but not limited to:
• Design Criteria for Streetscapes, Storm Drainage, Water Mains, etc.
• Material Specifications
• Installation
• Requirements for Dedication and Acceptance
The proposed Site Design and Development Criterial Manual – complementary to the Town’s Subdivision
regulations as well as other sections of the Town Code – is to provide minimum criteria for the design and
construction of improvements within the Town to promote uniform design procedures for designers and
technicians in the development of property and roads, ensuring:
• That such improvements are completed in a manner that protects the health safety and welfare of the Town
residents and the natural environment, and
• That upon completion, such improvements are suitable for dedication to the Town of Ithaca for perpetual

The Site Design and Development Criteria Manual is intended to apply to all types of development, including
residential subdivisions, Planned Unit Developments, and CIP projects. The Manual will be for applicant and agency
use during planning, design, and construction to assist the design, review, and implementation of new repairs,
improvements, and new development projects over time.
The Manual will provide the necessary framework for all future, applicable public infrastructure projects with the
goal of enhancing the Town of Ithaca’s quality of life. The Manual will focus on projects that have an impact on the
public realm and will build on values expressed in the Town’s 2014 Comprehensive Plan and 2015 Complete Streets
Policy.
Proposed tasks – initial phase
1. Inventory existing Town drawings (quantities, location, layout, relationships, and dimensions) and specification
sheets (quality, methods, materials), currently available in physical and CAD format.
2. Develop list of initial improvements to be included in Site Design and Development Criterial Manual.
3. Quality assurance / quality control (to be completed by Town Engineering Department)
4. Determine format and structure of the manual;
5. Professional services firm prepares first draft of Manual; and
6. Formally review, make appropriate changes, approve and release.

• Multi-disciplinary professional services firm including planning, civil, mechanical, structural engineering
disciplines
• Level of experience in Tompkins County
• Ability to meet the schedule for completion
• Location of services relative to Town of Ithaca
