UPDATE FROM COUNTY LEGISLATOR OSTLUND:

Hello! I'm Rachel Ostlund,and am honored to have the privilege of representing District#16(Ulysses&Enfield)on the Tompkins
County Legislature for the next 3 years.
Our next legislature meeting will be Tuesday, February 17th at 5:30 PM at the Daniel D.Tompkins Building at 121 E Court St. At this
meeting,we will have a presentation from Terry Carroll (Chief Sustainability Officer for Tompkins County)about the current NYSEG
rate case. A representative from NYSEG will also give a short presentation,and then have a Q&A with legislators. If you would like to
offer public comment about NYSEG and potential rate increases(or about anything else!), please come at 5:30pm. Comments can
also be submitted in advance(please send comments to IegislaturePtompkins-co.org)if you are unable to attend in person.

CIRCLE OF SECURITY PARENTING PROGRAM:
Tompkins County Whole Health's Mental Health Services presents this program for parents of children ages 0-10yrs seeking support
with parent-child relationships.
Join licensed clinical therapists to help improve your ability to:
• Understand your child's emotional world by learning to read the emotional needs
• Recognize&respond to your child's cues for connection,comfort,independence&reassurance
• Support your child's ability to successfully manage emotions
• Enhance the development of your child's self esteem
• Recognize how your own emotions,experiences and reactions influence parent-child interactions
This group will meet virtually on Wednesdays, March-May,from 4:30-5:30pm.

UPDATE ON SNAP WORK REQUIREMENT CHANGES:
Tompkins County Deputy Administrator Bridgette Nugent,joined by Commissioner of Social Services Brittanie Earle, briefed the
Legislature on significant federal and state changes to the Supplemental Nutrition Assistance Program (SNAP)that will affect
eligibility,local program administration,and costs beginning later this year:
• Expanded work requirements
• Loss of prior exemptions
• Local impact:As of December 2025,Tompkins County has 6,953 individuals in 4,447 households receiving SNAP benefits.
Approximately 3,500 households include at least one member subject to Able-Bodied Adults Without Dependents(ABAWD)
requirements.Of those,about 1,700 individuals belong to the newly expanded population and must either meet an
exemption or comply with work requirements.
• Staffing and administration:DSS anticipates the need for at least one additional Social Welfare Examiner once current
vacancies are filled,due to increased monitoring,documentation,and client assistance.
• Rising county costs: Beginning in October,the county share of SNAP administrative costs will rise from 50%to 75%. In
addition, New York State's elevated SNAP payment error rate could trigger penalties that may be passed down to counties,
though the mechanism for doing so remains unclear.

PROPERTY TAX EXEMPTIONS:
The deadline to apply for property tax exemptions is March 2.
Exemptions are available to income-qualifying seniors,disabled persons,veterans,and volunteer fire fighters. For more information,

MENTAL HEALTH SUPPORT:

anyone thinking about suicide,struggling with substance use,experiencing a mental health crisis,or any other kind of emotional
distress.You can also call,text or chat 988 if you are worried about someone you care about who may need crisis support.
DMV CLOSING FOR UPGRADES:
Tompkins Department of Motor Vehicles,along with all DMV offices in New York State,will undergo a large-scale system upgrade to
replace and modernize its aging technology systems that will require the office to be closed and potentially alter business hours in
February.
All DMV operations, including online transactions and its phone system,will cease at 1pm on Friday, February 13,2026. Reopening is
planned for Wednesday,February 18.
Any changes to that will be posted on the county website and the Tompkins County DMV Facebook page.
